Nghe An continues to issue telegrams to proactively respond to storm No. 10.

Storm No. 10 is forecast to be very strong, with a wide range of influence, and can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding; storm circulation causes heavy rain in the Northern and North Central regions.

On the evening of September 26, the Civil Defense Command of Nghe An province issued telegram No. 11 directing proactive response to storm No. 10.

Currently, storm Bualoi has entered the East Sea, becoming storm number 10 in 2025, with the strongest wind near the storm center at level 11, gusting to level 14 and likely to strengthen further.

This is a very fast moving storm, about 35km/hour (twice the speed of normal storms), very strong storm intensity, wide range of influence, can cause combined impacts of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding; storm circulation causes heavy rain in the Northern and North Central regions, commonly from 200-400mm, locally over 600mm.

Implementing Official Dispatch No. 05 dated September 26, 2025 of the National Civil Defense Steering Committee on proactively responding to storm No. 10.

To proactively respond to storms and post-storm floods, and avoid subjective thinking immediately after responding to storm No. 9, the Provincial Civil Defense Command requested the People's Committees of wards and communes and relevant departments, branches and units to direct resolutely to minimize damage to people and property.

For sea routes:

Strictly implement the urgent dispatch No. 40 dated September 26, 2025 of the Chairman of Nghe An Provincial People's Committee on prohibiting ships from going to sea during storm Bualoi. Closely monitor the storm's developments; organize counting and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm (the storm's movement speed is very fast and its intensity is very strong) to proactively avoid, escape, not move into dangerous areas and call for safe shelter.

Dangerous area in the next 24 hours: From latitude 11.5-17.5N; East of longitude 111.0E (dangerous area is adjusted in forecast bulletins);

At the same time, deploy work to ensure safety for people, vehicles, and property, especially for tourist spots, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas.

Based on the specific situation, proactively evacuate people in cages, aquaculture huts along the coast, at sea, and on islands to ensure safety. In particular, prepare forces and means for rescue when required.

For on land:

Organize tree pruning, bracing, and reinforcement of houses; prepare measures to ensure safety, limit damage to warehouses, headquarters, public works, industrial parks, mining areas, mineral exploitation, factories, power grid systems, and telecommunications; have measures to quickly overcome traffic, electricity, and telecommunications incidents, ensure maintenance of operations in all situations, and avoid interruptions before, during, and after the storm;

Organize the evacuation of households in dangerous areas, especially coastal areas, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for evacuated people, ensuring stable lives for people.

Prepare forces, means, equipment, and necessities according to the "four on-the-spot" principle to be ready to respond to all situations, especially for areas at risk of being isolated and areas that have suffered heavy damage due to natural disasters in recent times.

People are strictly forbidden to collect firewood, fish,... on rivers, streams, and downstream of dams during floods to avoid human casualties.

Urgently review plans, ensure safety of dike works under construction, key and vulnerable areas and dike protection plans against storms and floods in the area according to the "four on-site" motto;

Check and review key projects, projects under construction, and small reservoirs that are full of water. Irrigation and Hydropower Companies urgently operate and regulate hydropower and irrigation dams to reserve capacity to receive floods according to regulations; organize regular staff and be ready to regulate to ensure safety of projects and downstream areas.

Units and localities closely monitor the developments of storms and floods, have plans and decide to let students stay home from school, and let workers in industrial parks and businesses stay home from work during the storm;

Urgently mobilize forces to harvest agricultural production with the motto "green at home is better than old in the field";

Organize traffic flow and limit people from going out on the streets during storms and heavy rains; arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to handle incidents and ensure smooth traffic on main traffic routes when heavy rains occur;

Prepare plans to ensure drainage and prevent flooding for agricultural production areas; deploy forces and means to drain buffer water, clear blockages and flood drainage, be ready to operate drainage systems for industrial parks, urban areas, and residential areas, and at the same time inform and guide people to raise furniture, prepare food and essential supplies to cope with storms and floods to minimize damage.

Nghe An Provincial Hydrometeorological StationOrganize close monitoring of storm developments, provide full, accurate and timely forecast information to authorities to serve the direction and response to storms and heavy rains according to regulations.

Departments and branches, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and widespread heavy rain.

Organize serious on-duty shifts and regularly report to the Provincial Civil Defense Command (Through the Irrigation Sub-Department - Department of Agriculture and Environment).
