Provincial Party Secretary Nguyen Duc Trung inspects and directs response to storm No. 10
On the morning of September 28, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee inspected and directed the response to storm No. 10 (Storm Bualoi).
Also attending were comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches, sectors and units.


Provincial Party Secretary Nguyen Duc Trung inspected and directed the response to storm No. 10 at the Lach Lo anchorage and storm shelter area and Nghi Quang sluice in Trung Loc commune; Cua Lo port, and the sea dike system in Cua Lo ward.
Cua Lo ward currently has 260 fishing boats with more than 1,265 workers, many of which regularly go offshore, anchoring at ports inside and outside the province. As of the morning of September 28, all vehicles have been called to return to shelters and safe anchorages.


All fishermen on the fishing boats have been brought ashore, leaving only personnel on standby when necessary and must leave the boat immediately upon warning from the authorities. Coastal fishing boats and cages have been reinforced.
Cua Lo Ward has proactively evacuated people at vulnerable points at risk of flooding and landslides to safe places; at the same time, proactively prepared medicine, food, and drinking water for people.


According to the report, the whole province has nearly 2,900 vessels, with more than 13,000 workers directly fishing. As of 7:00 a.m. on September 28, the ships and boats have reached safe anchorage, no fishing boats are uncontactable, and no fishing boats are operating in dangerous areas.
Next, Provincial Party Secretary Nguyen Duc Trung inspected the evacuation of people in Cua Lo ward, Truong Vinh ward, Thanh Vinh ward; inspected the drainage and flood prevention work at Rao Dung culvert and Ben Thuy pumping station.


Currently, Truong Vinh and Thanh Vinh wards have developed plans and arranged forces to evacuate people at flood-prone areas and old apartment buildings to safe places such as schools, hotels, and solid houses.
After listening to reports and inspecting the situation, Provincial Party Secretary Nguyen Duc Trung highly appreciated the preparation work of localities to respond to storm No. 10; in particular, localities have proactively developed plans to evacuate people at vulnerable points, at risk of flooding and landslides to safe places.


Emphasizing that this is a very fast-moving storm, with strong intensity and wide range of influence, absolutely must not be negligent or subjective, Provincial Party Secretary Nguyen Duc Trung requested all levels, sectors and localities to strictly implement the Prime Minister's telegram and the dispatch and directive of the Provincial Party Standing Committee and the Provincial People's Committee on proactively and focusedly responding to storm No. 10.
All levels, sectors and localities closely monitor the developments of storms and floods caused by storm circulation; regularly update and provide timely and complete information on natural disasters so that people can proactively respond; propagate and guide people on response measures and skills, especially against strong winds, flash floods, inundation and landslides.



Provincial Party Secretary Nguyen Duc Trung requested all levels, sectors and localities to focus on leading, directing and effectively implementing measures to respond to storm No. 10 and floods caused by storms with the most determined spirit, proactively responding at the highest level, not being passive or surprised in any situation, putting the goal of ensuring the safety of people's lives above all, especially the elderly, children, students and other vulnerable groups.
Localities direct, guide, inspect, urge and mobilize forces to support people in strengthening houses, trimming trees, reinforcing and protecting headquarters, warehouses, production, business and service establishments, public works and infrastructure works.



Provincial Party Secretary Nguyen Duc Trung requested localities to continue reviewing and proactively arranging forces and means to be ready to organize and deploy support work to evacuate and relocate people in unsafe areas.
"Resolutely do not let people stay on ships, boats, cages, and aquaculture huts when the storm directly affects them. Take measures to prevent and fight fires and explosions. If necessary, take coercive measures to ensure people's safety," emphasized Provincial Party Secretary Nguyen Duc Trung.


Localities must proactively arrange forces, materials and means in vulnerable areas to be ready to deploy response, rescue and relief work when situations arise; reserve food, provisions and necessities in residential areas that are isolated during floods and landslides, and limit food shortages when storms and floods cause prolonged isolation.
Storm No. 10 is a very fast moving storm (nearly twice the average speed), with strong storm intensity and wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
It is forecasted that from the afternoon of September 28, coastal areas from Thanh Hoa to Thua Thien Hue, with a focus from Nghe An to Northern Quang Tri, will begin to experience strong winds of level 6-7, gradually increasing to level 12 when the storm makes landfall on the night of September 28 to the early morning of September 29. At sea, strong winds of level 8-9, areas near the storm center of level 12-13 from early morning of September 28, waves 5-7 m high.
