Beliefs and expectations sent to the Nghe An Provincial Party Congress, term 2025 - 2030
The atmosphere of democracy, innovation with trust and expectation towards the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030 spread widely. Nghe An Newspaper, Radio and Television recorded the opinions, recommendations and proposals of cadres, party members, people from all walks of life and business community sent to this particularly important political event.
Building new rural areas in the context of merging communes and operating two-level local governments raises many new issues. The Prime Minister has directed the integration of the National Target Program on New Rural Construction and Sustainable Poverty Reduction for the 2026-2035 period. Currently, the national criteria for new rural areas at all levels in the coming period are in the process of being developed. There are some things that have to wait for the Central Government, but there are also many things that the province can proactively implement immediately.
In my opinion, after merging communes, along with reviewing all the results of new rural construction, the most important task now is to do a good job of planning. The planning must be consistent with the general planning of the province when the district level is no longer there; in which special attention must be paid to developing transportation, restructuring the agricultural sector, handling environmental issues, and at the same time preserving and promoting local cultural identity.
In particular, in the new phase, new rural construction cannot only consider the connotation of investing in electricity infrastructure, roads, schools, and stations as before, but must also add digital infrastructure elements. Electricity is not only for lighting but must serve the fields and high-tech production. Roads are not only traffic routes but also transmission lines, ensuring network connection. Schools not only impart general knowledge but also must equip farmers with digital skills, implementing "Digital Literacy for the People". Stations are not only medical stations but also data and information transmission stations. These are new requirements; if only keeping the old mindset, it will not meet the development reality.
The 20th Congress of the Nghe An Provincial Party Committee, term 2025 - 2030, is a political event of special importance to the entire Party Committee and people of the province. The greatest expectation placed on this congress is to continue to promote tradition, inherit the achievements, and at the same time demonstrate a high spirit of solidarity and unity, with a team of dedicated, capable, and responsible cadres, setting out goals, strategies, and orientations for rapid, sustainable, and worthy development in the new era.
I believe that the congress will select very specific and practical strategic breakthroughs, as a "fulcrum" for leadership, direction, and development of feasible and effective action programs. The focus is on determining the orientation of socio-economic development in the direction of focus, key points, exploiting potential well, promoting internal resources in conjunction with external resources, creating a strong investment environment in the coming period. At the same time, pay attention to solving a number of key issues: Quickly stabilize and improve the quality of 2-level government operations, ensuring intelligence, responsibility, effectiveness and efficiency. At the same time, promote investment attraction; complete the infrastructure of industrial parks and clusters, associated with promoting the role of enterprises in industrial parks to quickly promote production and business efficiency, effectively contributing to the socio-economic development goals of Nghe An province; focus on developing the manufacturing industry, processing agriculture, forestry and fishery products to have a sustainable position in the market.
Another urgent requirement is to prioritize investment in strategic transport infrastructure, including airports, seaports, urban and mountainous road systems, to create a breakthrough driving force for development. At the same time, it is necessary to be more drastic in attracting investment in tourism infrastructure, especially Cua Lo in a civilized, modern direction, worthy of a major destination. Along with that, it is necessary to develop the business system in the spirit of Resolution 168 of the Politburo, forming a strong enough team of businesses, leading the economic development of the province, reaching out to the region and internationally.
In the cultural and social fields, I expect Nghe An to build and develop the education, training and health sectors into a prestigious center of the North Central region and the whole country.
The 20th Congress of the Nghe An Provincial Party Committee is a congress of innovation, of the beginning of a new era. I believe and have high expectations for the success of the congress, bringing Nghe An to rise strongly in the 2025-2030 term.
In the context of streamlining the apparatus and operating the two-level local government, I hope the congress will discuss and propose solutions to improve the leadership capacity, fighting strength of the Party and the operational efficiency of the political system, serve the people and businesses well, strengthen people's trust, and promote the strength of great national unity.
In particular, I hope the Congress will have breakthrough decisions on the application of science and technology, digital transformation; issue strong policies to attract high-quality human resources; and at the same time promote the cultural values and people of Nghe An as endogenous resources, both preserving traditions and arousing aspirations, fostering will, and turning spiritual strength into a driving force for development.
As Vice President of the Provincial Bar Association, I believe that the congress will continue to have policies and guidelines as a political basis to perfect the mechanisms and policies for socio-economic management, national defense, security, and foreign affairs in the spirit of Resolution 66 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; at the same time, effectively implement the specific mechanisms and policies that the National Assembly has issued for Nghe An.
Bac Ly commune has 13 villages, of which 10/13 are still dirt roads, muddy in the rainy season, and red dust in the dry season. Goods and agricultural products are difficult to sell; students have difficulty going to school; emergency patients have to overcome arduous journeys to reach medical facilities. It is this traffic "bottleneck" that prevents the commune from making a breakthrough, with the poverty rate reaching 64%.
The people of Bac Ly commune hope that the congress will have strong and synchronous policies, mobilizing maximum resources to solidify the traffic routes from the commune center to the villages in Western Nghe An, including Bac Ly commune, opening a new journey in the cause of sustainable poverty reduction, building an increasingly developed homeland.
As a party member, I expect the congress to make breakthrough decisions, especially in the field of digital transformation in the Party and the political system. I think that from Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, creativity and digital transformation, there will be many policies and guidelines concretized in the new situation, such as applying digital technology in leadership, direction, issuing resolutions, and deploying tasks more quickly, transparently and effectively; building a centralized, interconnected party member database to serve the work of organization, inspection and supervision accurately and promptly; promoting digital skills training for cadres and party members, so that each person is not only proficient in technology but also a pioneer and exemplary person in spreading the spirit of digital transformation...
