The draft clearly analyzed the development context, correctly identified opportunities and challenges, set out the right goals and strategic directions for the development period 2025 - 2030, with a vision to 2045.
To continue to motivate businesses to develop and contribute positively to the province's economic growth, we would like to propose some specific solutions:
The first,perfecting institutions, reforming administration and improving the investment and business environment. First of all, the province needs to continue to promote institutional, legal and administrative procedure reforms in a fast, transparent, stable and consistent manner, creating trust and a favorable environment for businesses; strongly promoting the role of "creating and serving", taking businesses as the center of all economic development policies.
In particular, priority is given to establishing the "Nghe An Provincial Business Development Coordination Board" under the Provincial People's Committee, to play a unified focal role in receiving and handling recommendations, removing difficulties, promoting investment, supporting legal procedures, promoting digital transformation, connecting markets and mobilizing resources to support businesses.
In addition, administrative agencies need to enhance their commitment to the business community and set specific targets for shortening the time for processing dossiers and granting investment licenses.
Monday,financial support - land - infrastructure and digital transformation. Perfecting the mechanism to support businesses in accessing capital sources, preferential credit and reasonable land use policies, in order to reduce input costs and create room for expansion of production and business. In particular, innovating support methods in the direction of "flexible policies according to the stage of business development", ensuring suitability with the needs and characteristics of each target group, specifically:
For startups: Prioritize seed funding, support access to venture capital funds; legal advice, support in branding and marketing strategies, and connection with startup incubation programs.
For small and medium enterprises: Promote support for digital transformation, apply advanced production technology, improve management capacity; support trade promotion, expand export markets; promote linkages to participate in value chains inside and outside the province.
For large enterprises and FDI enterprises: Maintain dialogue mechanisms, commit to long-term companionship; support investment in supporting infrastructure, logistics service areas; create favorable conditions for enterprises to participate deeply in the supply chain and production network in Nghe An.

Strengthening mechanisms and policies to focus on training, fostering and attracting high-quality human resources in line with practical needs, in which priority is given to training technology and digital human resources. Considering piloting models to create a "business support ecosystem" with 3 main pillars:
That is, digital infrastructure - Data - Interconnection: Developing a digital platform for the entire process of businesses interacting with the government, issuing "Digital Business Cards" to access one-stop public services, access credit history, incentives, taxes and funding.
Smart financial resources: Establish a local enterprise development investment fund, with the role of credit guarantee, preferential loans for digital transformation, technological innovation, participating in capital support for start-up businesses; Piloting a small and medium enterprise financial center, connecting credit institutions with local businesses.
Human resources according to practical needs: Designing a model of "Vocational school according to business orders" connecting 3 parties: Business - Vocational school - Government, to train the right skills, right job, right time.
Wednesday,Strengthening linkages, dialogues and market promotion. Strengthening linkages for regional and industry development, forming business clusters according to value chains to enhance competitiveness. The focus is on establishing the Vietnam - Laos - ASEAN economic - logistics corridor, taking Thanh Thuy Border Gate as a gateway for trade, connecting with Cua Lo Port, the North - South Expressway and key national highway systems. In addition, establishing and maintaining a regular, quality dialogue mechanism between the government and businesses to promptly remove obstacles.
Effective implementation of business support policies
At the same time, to support business development and create momentum to promote the province's economic growth, comrade Nguyen Sy Van proposed a number of recommendations:
For the Central Government: Propose that the Government and central ministries and branches continue to issue and effectively implement policies to support businesses, especially preferential credit, tax reduction and deferral, social insurance; and interest rate support for businesses in the fields of production, export and supporting industries.
Prioritize the allocation of investment capital for economic and social infrastructure development for growth-driven localities, including Nghe An province, especially inter-regional transport infrastructure, logistics and digital infrastructure. Allow Nghe An province to pilot a number of specific models in industrial parks and high-tech parks to promote innovation, technology transfer and attract high-quality FDI.
For Nghe An province: Quickly develop and promulgate a comprehensive program to support businesses until 2030 with specific goals, synchronous solutions, a clear roadmap and an effective monitoring mechanism. Along with that, assign targets for improving the PCI, DDCI and the number of newly established businesses to each department, branch and locality to monitor and implement.
Business development is an important foundation to promote production, create jobs, increase budget revenue and create momentum for economic growth. Accompanying and supporting businesses is not only the responsibility of the government but also the commitment of the entire political system and the social community.
