Storm No. 11 moves fast and is unlikely to lose its intensity, so don't be complacent.

That was the direction of Deputy Prime Minister, Permanent Deputy Head of the National Civil Defense Steering Committee Tran Hong Ha when chairing an online meeting to respond to storm No. 11.

An online meeting was held on the afternoon of October 3 to urgently deploy response work to storm Matmo, which entered the East Sea at 5 p.m. today and became storm number 11.

Nghe An attended the meeting chaired by comrade Nguyen Van De - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Civil Defense Command.

Storm No. 11 shows no signs of decreasing in intensity.

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. today, the center of storm MATMO was at about 16.8 degrees North latitude; 121.0 degrees East longitude, on the mainland north of Luzon Island (Philippines). The strongest wind near the center of storm MATMO is level 9-10 (75-102 km/h), gusting to level 13. The storm is moving in the West-Northwest direction, at a speed of about 25 km/h; the strongest wind near the center of the storm is level 11-12, gusting to level 15. Level 3 disaster risk warning for the coastal areas from Quang Ninh to Ninh Binh, level 3 disaster risk warning for the North East Sea; the storm circulation area will spread over 11 provinces and cities.

According to forecasts, the storm's intensity will continue to increase and move rapidly, with the storm's circulation mostly moving along the northern coast of the Gulf of Tonkin, so a decrease in intensity is very unlikely.

At the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep pointed out the impacts that need to be noted from storm No. 11: Waves and rising water in the Northern Gulf of Tonkin, waves at sea are 6-8m high, very dangerous for ships, including large tonnage ships; storms and whirlwinds may appear before the circulation; rising water in the areas of Quang Ninh, Hung Yen, Ninh Binh provinces.

From the afternoon of October 6, there will be strong winds on land, in Quang Ninh and Hai Phong provinces, winds of level 8-9, gusts of level 11-12; the storm will also cause widespread heavy rain in the Northern region, Thanh Hoa and Nghe An from the night of October 5 to the end of October 7. Rainfall will be from 100-200 mm, locally 300 mm; in the midland and mountainous areas of the North, 150-200 mm, locally over 400 mm.

In addition, in China there will be a period of rain up to 100-200mm, the amount of water can pour down to the provinces of Vietnam. From October 5-9, on the rivers from Thanh Hoa to Nghe An there is a possibility of flooding. While the water level on the rivers is still high, combined with the rainfall from storm No. 11, the possibility of flooding above alert level 3 is very high.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Hydrometeorological Agency to have accurate and specific forecasts of rainfall and water levels in river basins and reservoirs in the Northern midland and mountainous areas, and high-risk locations. From there, relevant ministries, branches and localities can base on the forecasts to have proactive response scenarios and plans, following the 4-on-the-spot motto, fully preparing essential food and medical equipment.

In the conditions of storms overlapping storms and multiple natural disasters, localities have suffered a lot of damage and are at great risk from storm No. 10, so we need to concentrate our human resources and resources to respond to the storm's impact, and absolutely must not be subjective.

Nghe An: Ensure the highest safety for people and property

Up to now, in Nghe An province, storm No. 10 has killed 4 people, injured 14 people, collapsed 82 houses; landslides severely damaged 132 houses; roofs blew off 62,561 houses; caused heavy damage to agricultural production and infrastructure. Estimated damage up to now is more than 2,100 billion VND. Nghe An province has organized the evacuation of 6,025 households/17,117 people to safe places.

Preparing to respond to storm No. 11, as of 1:00 p.m. on October 3, all vessels operating at sea have received notice of the location and direction of the storm to avoid and escape from the danger zone and are on their way to anchor and take shelter from the storm. With 1,061 large and small dams, of which 1,054 are currently full of water, the province is directing localities and project operating units to be ready for situations according to the disaster prevention and control plan. Hydropower reservoirs are operating according to approved procedures; dike protection plans have also been fully prepared.

The media has announced the developments of storm No. 11, so that aquaculture owners can proactively prevent and minimize damage. The Provincial People's Committee has directed that people absolutely must not stay on cages and rafts during storms and floods. Localities and irrigation companies should focus on pumping and draining water in production areas, low-lying areas, and urban areas. Localities, based on weather developments, should prepare plans to evacuate households in dangerous areas, areas with landslides, areas at high risk of landslides, flash floods, and deep flooding to safe places.

At the same time, Nghe An Newspaper, Radio and Television, and press agencies continuously broadcast news on storms and floods, propagate and guide people on skills to ensure safety and limit risks during floods; absolutely do not let people have subjective thoughts before, during and after floods.
