Politburo's direction on overcoming consequences caused by storm No. 10

As of 1 p.m. on October 3, storm No. 10 and floods, landslides, and whirlwinds have caused heavy damage to people and property in the northern provinces.

At the Politburo meeting on October 3, the Party Central Office reported on the damage and recovery work caused by storm No. 10.

There were 52 deaths, 14 missing people, 165 injured people; 355 houses collapsed, nearly 172,300 houses damaged, roofs blown off, nearly 80,000 houses flooded; over 90,000 hectares of rice, crops, other plants, over 50,000 hectares of forest damaged, over 84,000 trees broken, over 17,000 hectares of aquatic products damaged; over 2,300 livestock, 554,000 poultry died, swept away.

Over 1,500 schools were affected, 62 dike incidents occurred, 33,176 m of embankments, river banks, and coastlines were eroded, over 60,000 m of canals and ditches were damaged, 203 irrigation works were damaged; flooding, landslides, and traffic jams occurred at 7,610 points on routes in 13 provinces and cities; nearly 9,000 electric poles were broken or collapsed, over 1,100 BTS stations (mobile transmission and reception stations) lost contact; communication services met the work of local authorities at the commune level but the quality was not as good as usual.

The total preliminary economic damage in some provinces is 15,972 billion VND (localities are continuing to review, organize inspections, immediately remedy damages and synthesize reporting data).

The Politburo commented as follows:

1. The Politburo acknowledges and commends the efforts of Party committees, Party organizations, agencies, units, especially the Government, the army, the police and commune-level authorities in preventing, combating and overcoming the consequences caused by storm No. 10. We share our condolences with local Party committees, authorities and people affected by the storm and floods, especially families whose relatives were victims.

2. Requesting agencies, units and localities to continue to strengthen the direction and focus on overcoming the consequences caused by storms and floods, especially the relief work for people in isolated areas. The army and police must mobilize means to carry out the top urgent task of supporting and rescuing people, not letting people lack food, clean water, medicine, or have no housing; focusing on prioritizing the transfer of sick people, the elderly and children to safe areas.

Focus on directing the restoration of headquarters of political agencies, schools, clinics... affected by storms; focus on repairing and rebuilding hundreds of thousands of houses destroyed by storms and floods so that people can soon have a place to live; repair roads and bridges damaged by storms and floods; ensure the supply of electricity, telecommunications waves, domestic water, and environmental sanitation.

Continue to inspect, review and strengthen the dyke and dam systems. At the same time, urgently deploy responses to storm No. 11 (expected to enter our country this weekend); proactively have plans to reserve food in areas at high risk of being affected by storms and floods (depending on weather developments).

3. The Vietnam Fatherland Front continues to carry out activities to mobilize support and sponsorship; youth forces, agencies and localities launch movements and practical actions to support and help people in storm-, flood- and difficult-hit areas. The Government balances the budget to support localities, focusing in the immediate future on overcoming the consequences of storm No. 10.
