Members of Parliament meet with voters in Quynh Son commune.

During a meeting with voters in Quynh Son commune prior to the 10th session of the 15th National Assembly, the delegation of National Assembly representatives from Nghe An province noted many issues concerning people's lives that voters had raised.

On the morning of October 7th, the National Assembly delegates elected in constituency No. 3, including Mr. Pham Phu Binh - a full-time National Assembly delegate at the National Assembly's Committee on National Defense, Security and Foreign Affairs; Ms. Thai Thi An Chung - a member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; and Ms. Hoang Thi Thu Hien - a member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, and President of the Provincial Women's Union, held a meeting with voters in Quynh Son commune before the 10th session of the 15th National Assembly.

Voters have raised many issues concerning people's lives.

During the meeting, voters in Quynh Son commune submitted 15 suggestions and recommendations to the delegates regarding socio-economic development and people's livelihoods.

Accordingly, voters in Quynh Son commune expressed: The people trust in the leadership of the Party and the administration of the State, acknowledge the results of socio-economic development, and at the same time, hope for continued breakthroughs in institutions, infrastructure, human resources, and science and technology to bring about rapid and sustainable development for the country.

Some voters suggested that the State should continue to improve the legal system and policies, and accelerate administrative reforms to suit the practical realities of the two-tiered government apparatus, reduce cumbersome procedures, and ensure the legitimate rights of the people.

Voter Nguyen Van Minh from Quynh Son commune reflected that after the commune merger, the Party Committee, People's Committee, Fatherland Front, political organizations, and the commune police each have their own separate offices, far apart from each other, causing difficulties for people when carrying out administrative procedures. The voter requested that the State pay attention and soon develop a plan to build a centralized office building, creating favorable conditions for people to travel to and from administrative offices.

Voter Ho Thi Loc expressed concerns about food safety and hygiene at food stalls and school canteens. She requested that all levels and sectors pay attention to raising awareness and promoting hygiene among business owners. She also suggested that the government should improve the quality of medical examinations and treatment at health centers, meeting the healthcare needs of the people at the grassroots level.

Voters in Quynh Son commune also requested that the National Assembly strengthen its oversight, especially in the areas of combating corruption and waste, and public investment. They also requested that the State promptly address policies for officials and civil servants after restructuring, ensuring ideological stability and job security; pay attention to training and capacity building for grassroots officials; and support investment in upgrading equipment for commune-level public administrative service centers.

Some voters expressed concerns that many people are unfamiliar with using online public services; they suggested organizing training courses to guide people in accessing information technology; and assigning dedicated staff to support digital transformation at the grassroots level.

Voters also suggested that the State should pay attention to and have policies to support agricultural development, especially preferential capital, technology transfer; rural transportation infrastructure, irrigation, and economic development. Along with that, attention should be paid to attracting and developing industry, creating jobs for the people; and focusing on vocational training and improving the quality of the workforce.

In addition, voters in Quynh Son commune also raised concerns about shortcomings and inadequacies in handling administrative procedures related to land, issuing land use right certificates; deteriorating roads, upgrading teacher qualifications, the policy of merging hamlets, and support for cement for rural road construction...

Overcoming difficulties

On behalf of the National Assembly Delegation No. 3, delegate Thai Thi An Chung - Member of the Provincial Party Committee; Deputy Head of the Standing Delegation of the National Assembly Delegation of Nghe An province - acknowledged the suggestions and feedback from the people. Based on the opinions of the voters, the National Assembly Delegation of the province will propose to the competent authorities to resolve the issues in accordance with the law.

Regarding voters' suggestions concerning the operation of a two-tiered government system, Comrade Thai Thi An Chung emphasized: For the first time in nearly 80 years, based on the Party's major policy, the National Assembly decided to transform the local government model from a three-tiered to a two-tiered system - this is a historic reform.

However, the initial implementation process inevitably faced difficulties and obstacles. Over the past period, the National Assembly, the Government, and all levels and sectors have focused on solutions to overcome these difficulties.

Accordingly, the National Assembly has passed many laws, amended the Constitution, and revised laws to suit the operation of a two-tiered government system. The 10th session of the 15th National Assembly will continue to dedicate time to discussing the improvement of the legal system for two-tiered local government.

Regarding Nghe An province, the province has actively worked to improve and streamline its organizational structure, implementing solutions for personnel placement and effective utilization of commune-level headquarters when operating under a two-tiered government system. At the same time, the province hopes voters will understand that, given the current budgetary constraints, communes inheriting the old headquarters must ensure adequate working conditions.

The Deputy Head of the Provincial National Assembly Delegation also stated that the Government is directing the continued administrative reform, promoting online public services, and streamlining administrative procedures regardless of administrative boundaries to facilitate convenience for citizens.

Regarding opinions and suggestions on other issues, the National Assembly delegation of Nghe An province requested that the competent authorities promptly pay attention to and resolve them in order to ensure the legitimate rights and interests of the people.
