National Assembly delegates meet voters of Quynh Son commune
Meeting with voters of Quynh Son commune before the 10th session of the 15th National Assembly, the National Assembly Delegation of Nghe An province recorded many issues of people's livelihood reflected by voters.
On the morning of October 7, National Assembly deputies elected in constituency No. 3, including Mr. Pham Phu Binh - National Assembly deputy working full-time at the National Assembly's Committee for National Defense, Security and Foreign Affairs; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; Hoang Thi Thu Hien - Member of the Provincial Party Committee, Vice Chairwoman of the Provincial Fatherland Front Committee, Chairwoman of the Provincial Women's Union, had a meeting with voters of Quynh Son commune before the 10th Session of the 15th National Assembly.
Voters petitioned on many civil issues
At the meeting, voters of Quynh Son commune had 15 opinions and recommendations to the delegates related to the fields of socio-economic development and people's livelihood.
Accordingly, voters of Quynh Son commune expressed: People trust in the leadership of the Party, the administration of the State, acknowledge the results of socio-economic development, and at the same time, wish to continue to have breakthroughs in institutions, infrastructure, human resources and science and technology to bring the country to rapid and sustainable development.
Some voters suggested that the State should continue to improve the legal and policy system, promote administrative reform to suit the reality of the two-level government apparatus, reduce cumbersome procedures, and ensure the legitimate rights of the people.
Voter Nguyen Van Minh in Quynh Son commune reported that after the commune merger, the Party Committee, People's Committee, Fatherland Front, political organizations, and Commune Police each have their own headquarters, far apart from each other, causing difficulties for people when carrying out administrative procedures. Voters requested the State to pay attention and soon have a plan to build a centralized office, creating conditions for people to travel to resolve administrative procedures.
Voter Ho Thi Loc expressed concerns about food safety and hygiene at shops and school canteens. Voters asked all levels and sectors to pay attention to propaganda, supervision, and raising awareness among business households. Voters recommended that the State should improve the quality of medical examination and treatment at health stations, meeting the needs of medical examination and treatment for people right at the grassroots level.
Quynh Son commune voters also suggested that the National Assembly should strengthen supervision, especially in the fields of preventing and combating corruption, waste, and public investment. The State should promptly pay attention to policies for cadres and civil servants after reorganization, ensuring mental stability and peace of mind at work; pay attention to training, coaching, and capacity building for grassroots cadres; and support investment in upgrading equipment for commune-level public administrative service centers.
Some voters' opinions reflected that many people are not familiar with using online public services; suggested opening training classes to guide people in accessing information technology; and arranging specialized staff to support digital transformation at the grassroots level.
Voters also recommended that the State pay attention and have policies to support agricultural development, especially preferential capital, science and technology transfer; rural transport infrastructure, irrigation, and promote economic development. Along with that, pay attention to attracting industrial development, creating jobs for people; pay attention to vocational training, and improve the quality of labor resources.
In addition, voters of Quynh Son commune also reflected on the shortcomings and inadequacies in handling administrative procedures related to the land sector, granting of land use right certificates; degraded roads, upgrading teachers' ranks, the policy of merging hamlets, supporting cement for building rural roads...
Removing difficulties
On behalf of the National Assembly Delegation Unit No. 3, delegate Thai Thi An Chung - Member of the Provincial Party Committee; Deputy Head of the National Assembly Delegation of Nghe An province acknowledged the recommendations and reflections of the people. Based on the opinions of voters, the National Assembly Delegation of the province will propose to the competent authority to resolve the matter in accordance with the provisions of law.
Regarding voters' recommendations related to the operation of a two-level government, comrade Thai Thi An Chung emphasized: For the first time in nearly 80 years, based on the Party's major policy, the National Assembly decided to convert the local government model from three levels to two levels - this is a historic reform.
However, the initial implementation process is not without difficulties and obstacles. Recently, the National Assembly, the Government, all levels and sectors have focused on solutions to overcome difficulties.
Accordingly, the National Assembly has passed many laws, amended the Constitution, and amended other laws to suit the operation of the two-level government. The 10th session of the 15th National Assembly will continue to spend time discussing the improvement of the legal system of the two-level local government.
For Nghe An, the province has actively completed and consolidated the organizational structure, has solutions for staff arrangement, plans for arrangement and effective use of commune-level headquarters when operating a two-level government. At the same time, we hope that voters will share in the current difficult budget resources, the communes inheriting the old headquarters to ensure working conditions.
The Deputy Head of the Provincial National Assembly Delegation also said: The Government is directing continued administrative reform, promoting online public services, and administrative procedures regardless of administrative boundaries to facilitate people.
Regarding opinions and recommendations on other issues, the National Assembly Delegation of Nghe An province requested that competent authorities promptly pay attention and resolve them to ensure the legitimate rights and interests of the people.
