In this reality, the Foreign Security Department coordinated with the professional departments of the Provincial Police, Border Guard, Forest Rangers, and authorities of 21 border communes to conduct surveys, evaluate and deploy the construction of a skillful mass mobilization model "Peaceful villages, safe borders".

The purpose of building the model is to raise people's understanding of the law, help people identify the plots, methods and tricks of hostile forces, and criminals who take advantage of border areas to violate national security and social order and safety; mobilize people to actively participate in preventing and fighting crimes and social evils; and at the same time contribute to building a beautiful, close and closely connected image of Nghe An Police force with the people.
According to the plan, an inter-sectoral coordination working group will be established, including the Police, Border Guard, Forest Rangers, border commune authorities and grassroots security forces. This working group is responsible for developing coordination regulations, deploying patrols, controls and ambushes at key routes and areas, promptly detecting and strictly handling violations of the law related to security and order issues in border communes.
