Prosecution of Shark Binh and 9 subjects related to the "Antex digital currency" project
Hanoi City Police have issued a Decision to prosecute the case and prosecute Nguyen Hoa Binh (Shark Binh) and 9 other subjects for the crime of Fraudulent appropriation of property as prescribed in Article 174 of the Penal Code, and the crime of Violating accounting regulations causing serious consequences as prescribed in Article 221 of the Penal Code.
On the afternoon of October 14, presiding over the press briefing on a number of typical cases and incidents in Hanoi, Hanoi City Police said: Through collecting information, grasping the situation on the internet environment, reflecting on the suspected signs of fraud and appropriation of assets related to the "Antex digital currency" project of Mr. Nguyen Hoa Binh (also known as "Shark Binh"), the Director of Hanoi City Police immediately directed the Economic Police Department to coordinate with relevant units to apply synchronous measures to focus on grasping the situation, verifying and clarifying the above-mentioned reflected information.

Based on the documents and evidence collected from the investigation, it was initially determined that: Nexttech Group Joint Stock Company (address: 3rd floor, VTC Online building, No. 18, Tam Trinh street, Tuong Mai ward, Hanoi) is chaired by Nguyen Hoa Binh (born in 1981; residing at: A30 Sunshine City, Ciputra urban area, Phu Thuong ward, Hanoi).
Around May 2021, Nguyen Hoa Binh and a number of subjects with expertise and knowledge of digital currency (a type of secure data chain built on the blockchain platform) agreed to contribute money to build and develop the "Antex digital currency" project (stored on the binance e-wallet) with the purpose of: Selling Antex digital currency and calling on investors to buy Antex digital currency to raise capital to build the "VNDT digital currency" project and the "VNDT e-wallet" software (used to store VNDT digital currency) in the future (in fact, the subjects have not completed the construction of the VNDT digital currency project).
The subjects agreed to contribute capital to invest in the Antex digital currency project with a total amount of 5 billion VND to implement the project and according to the agreed structure (in which Binh contributed 2 billion VND).
Nguyen Hoa Binh directed the establishment of the legal entity Vietnam Blockchain Technology Services Joint Stock Company. The initial capital contribution was transferred to the Company's account to maintain the operation of the Antex digital currency project, such as: Paying salaries to employees and technical teams developing the Project, purchasing servers to provide services on the internet for the Project.
During the project development process, the subjects met to discuss and announce the policy for developing digital currency projects; in which, the subjects planned to sell a total of 100 billion "Antex digital currency" (abbreviated as 100 billion tokens) to the market.
From August 2021 to November 2021, the subjects issued and sold 33.2 billion tokens to about 30,000 investors on exchanges, collecting 4.5 million USDT from e-wallets on the exchanges (USDT is a digital currency, converted to the equivalent of 4.5 million USD - US dollars, equivalent to about 117 billion VND).
From November 2021 to December 2021, Nguyen Hoa Binh used his reputation and influence to post information on social networks about the launch of the "Next100 Blockchain" Investment Fund and committed to investing in digital currency projects with a total capital of 50 million USD in 10 years, to promote the Antex digital currency and strengthen the confidence of investors, avoiding the situation of dumping Antex coins (causing a decrease in the value of the currency) to withdraw capital from the Project.

Although the project was not implemented as planned, Nguyen Hoa Binh and the shareholders of Nexttech Company agreed to withdraw money from the general wallet of the Antex Project, transfer it to the e-wallets of some individuals in the project, then sell it and convert it to VND to share. In addition, they also transferred it to companies in the Nexttech Company ecosystem to misuse the investors' money. Up to now, it has been determined that Nguyen Hoa Binh and the founding shareholders have withdrawn money from 30,000 investors' wallets, appropriating an exceptionally large amount of money from investors.
The Hanoi City Police Department has temporarily detained and frozen money, securities accounts, and assets of the subjects with a total value of about 900 billion VND, including 597 gold bars, US dollars, 18 red books, 02 cars...; seized many related documents, certificates, books, devices, electronic devices... To date, the subjects have only paid 3 billion 450 million VND to recover.
Continuing to expand the investigation, Hanoi City Police discovered that in 2022, Nguyen Hoa Binh directed the establishment of Nextland Real Estate Trading Joint Stock Company, then Binh assigned Doan Van Tuan and Nguyen Ha Thuy to be the Director and legal representative of the company; assigned Nguyen Thi Thanh Huong, Tran Thi Thuy Van, Nguyen Ha Thuy, Doan Van Tuan to use two accounting systems to monitor the company's financial activities. Binh directed employees to reduce profits and conceal revenue by lowering the selling price on sales contracts with customers (the actual selling price and revenue were tracked on internal accounting books), causing particularly large losses to the State budget.
Based on the investigation documents, on October 10, 2025, the Investigation Police Agency - Hanoi City Police issued a Decision to prosecute the case and prosecute Nguyen Hoa Binh (Shark Binh) and 9 other subjects for the crime of Fraudulent appropriation of property prescribed in Article 174 of the Penal Code and the crime of Violating accounting regulations causing serious consequences prescribed in Article 221 of the Penal Code.
Currently, Hanoi City Police are continuing to expand the investigation, clarifying violations and wrongdoings related to member companies in the ecosystem of Nexttech Group.
