General Secretary To Lam chaired the meeting of the Standing Committee of the Central Steering Committee on science, technology development, innovation and digital transformation.

On the morning of October 15, the Standing Committee of the Central Steering Committee held a conference to review the implementation of Resolution No. 57-NQ/TW of the Politburo in the third quarter of 2025 and key tasks and solutions for the end of 2025.

Comrade To Lam - General Secretary, Head of the Central Steering Committee chaired the meeting.

Attending the meeting were comrades: Tran Thanh Man - Politburo member, Chairman of the National Assembly; Tran Cam Tu - Politburo member, Standing member of the Secretariat. Also attending were comrades Politburo members; Party Central Committee Secretaries; Party Central Committee members; and leaders of a number of central departments, ministries and branches.

At Nghe An province, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired. Also attending were comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; comrades of the Provincial Party Standing Committee, leaders of the Provincial People's Council, Provincial People's Committee, departments, branches.

In the third quarter of 2025, the leadership, direction and organization of the implementation of Resolution No. 57-NQ/TW will continue to be carried out urgently, resolutely and synchronously throughout the entire political system; clearly defining the viewpoint of transforming the country's development model, focusing on establishing a new growth model based on science, technology, innovation and national digital transformation.

Since the beginning of 2025, the Steering Committee, the Standing Committee of the Steering Committee and the Steering Committee leaders have held a total of 25 meetings, assigning 1,132 specific tasks to ministries, branches and localities. To date, 485 tasks have been completed (43%); 561 tasks are being carried out on time; 86 tasks are overdue.

There have been many important breakthroughs in the work of building and perfecting institutions. Documents have been issued in a timely manner, removing inherent barriers, unlocking financial and budgetary resources, and supporting the innovation ecosystem, creating a solid legal foundation and breakthrough momentum for the implementation of Resolution No. 57.

The provision of online public services and services and utilities has gradually become stable and smooth, promoting very positive effects on the economy, society and people's trust. The total number of applications received in the third quarter of 2025 was 12.7 million, of which 73.5% were online.

Enterprises, institutes and schools have been pioneers, proactively relying on their own resources to research and develop many strategic technology products even before the State's support. Vietnam has initially formed the capacity for technological autonomy in a number of key areas. Among them, a number of strategic technology products have been commercialized.

Financial resources are adequately allocated; infrastructure, data, and human resources are enhanced; development momentum is spreading throughout society. The contribution of this sector to GDP is over 16%, initially showing positive changes.

However, the Standing Committee of the Steering Committee assessed that better results could be achieved if the heads of agencies and units further promoted their role as chair and direct leader, ensuring continuous and close implementation, and promptly removing bottlenecks and bottlenecks.

At the conference, Party and State leaders, Politburo members, leaders of ministries, branches and localities spent a lot of time analyzing the results, shortcomings and limitations; especially, discussing solutions and making recommendations to implement the tasks in Resolution No. 57 more effectively and quickly.

Concluding the meeting, General Secretary To Lam emphasized that the implementation of Resolution No. 57 is very important, the main driving force for successfully implementing strategic breakthroughs and transforming the country's development model; science and technology are vital factors for the nation.

Emphasizing the major orientations for focused direction, the General Secretary requested to firmly implement the new operating principle of discipline coming first, resources accompanying, and results as the measure. This is the direction, consistent ideology, and compass for all actions.

Resources must be fully ensured, distributed correctly, accurately, quickly, effectively, avoiding dispersion and waste. Results must be measured and quantifiable. Science, technology, innovation and digital transformation are the main driving forces to create productivity, with new, high-quality production methods, focusing on the data economy and digital economy.

The General Secretary said that we must take removing bottlenecks and institutions as the top breakthrough; breaking down the separatist mindset; intellectual property institutions, commercialization of research results; public-private partnership institutions, mobilizing resources in society. At the same time, there must be a strong enough mechanism to protect cadres who dare to think, dare to do, dare to take responsibility for the common good.

Creating an ecosystem, unleashing strong social resources, taking enterprises as the center, from the State-made to the State-created to liberate and mobilize maximum private resources for science and technology development, innovation and national digital transformation.

Taking the satisfaction and trust of people and businesses as a measure; must resolutely and comprehensively digitize the one-stop, one-time declaration public procedure settlement process on an interconnected data platform.

Emphasizing specific tasks, General Secretary To Lam requested all agencies and units, especially their leaders, to be responsible to the Party, State and People; ensure the completion of tasks on time, meet practical requirements and bring about efficiency.

Implement the digital transformation project in agencies to ensure efficiency, in accordance with the set roadmap; completely resolve the backlog of documents before March 31, 2026.

Cadres at all levels must uphold the spirit of pioneering, being truly exemplary, talking less, doing more, being decisive and effective. Urgently deploy key tasks and solutions according to assigned functions and tasks.
