The activities aim to contribute to improving the effectiveness of the Party's leadership in the era of digital transformation and deep integration.
Exactly 95 years ago, with the birth of the Communist Party of Vietnam (February 3, 1930), the Central Party Office was established, marking an important historical milestone in the birth of the Party Committee Office system (October 18, 1930 - October 18, 2025).
In that system, the Nghe An Provincial Party Committee Office has always maintained its role as a "general staff", "information bridge", "coordination center" of the entire political system. Over the past 95 years, in every stage of development, whether during the resistance war or the period of innovation and integration, the staff of the Provincial Party Committee Office has always demonstrated steadfast political will, dedication, loyalty, creativity, and silent dedication to the common cause of the Party Committee and the people of the province. That tradition continues to be strongly promoted in the current period with higher requirements for quality, progress and professionalism. Faced with an increasingly large workload and many unexpected tasks, the Nghe An Provincial Party Committee Office has always proactively innovated its thinking, methods and working style, aiming for "science - accuracy - timeliness - efficiency" in each stage of work.
Over the past years, with the leadership attention of the Provincial Party Committee, the Standing Committee, the Standing Committee of the Provincial Party Committee and the close coordination of the advisory and support agencies of the Provincial Party Committee, the People's Council, the People's Committee, the Fatherland Front Committee and socio-political organizations of the province; the collective of the Provincial Party Committee Office continues to innovate thinking, content, methods and working style, improve the quality of advisory and gradually standardize professional processes, improve the quality of editing, synthesizing and appraising documents.
The Office has proactively advised on the development, adjustment, supplementation and effective implementation of the Regulations and Working Programs of the Executive Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee; advised on the content and organization of hundreds of meetings, conferences, seminars, and working sessions of the Provincial Party Committee's leaders, ensuring the process, quality, progress and scientific nature. The Provincial Party Committee Office has proactively advised the Provincial Party Committee to promptly issue many important resolutions, directives, programs and projects, in accordance with the reality of socio-economic development, national defense, security, foreign affairs, Party building and the political system of the province.
The Nghe An Provincial Party Committee Office also advised on the successful organization of many important political events, including summarizing 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and advising the Politburo to issue Resolution No. 39, dated July 18, 2023 on developing Nghe An province until 2030, with a vision to 2045. This is a strategic milestone, demonstrating the capacity, mettle and vision of the strategic advisory body of the Provincial Party Committee.
In the work of organizing Party Congresses at all levels, the Provincial Party Committee Office proactively guides the grassroots in drafting documents, organizing ceremonies, celebrations, and serving the Congress in accordance with regulations, solemnly and economically. With the spirit of "3 guarantees": Accuracy - rigor - efficiency, the Provincial Party Committee Office has made important contributions in advising on the drafting of quality, concise Congress documents, distilling the quintessence and collective intelligence, clearly demonstrating the innovative thinking, strategic vision, and development aspirations of the Party Committee and the People of Nghe An; at the same time, ensuring that the documents are highly actionable, with specific programs and solutions to be implemented immediately after the Congress. The work of organizing and serving the Congress was carefully prepared, scientifically, solemnly, economically, safely and effectively - demonstrating the sense of responsibility, professionalism and mettle of the collective staff of the Provincial Party Committee Office.
Not only has it successfully completed its advisory tasks, the Nghe An Provincial Party Committee Office is also striving to affirm its professionalism, dedication, and responsibility in serving the activities of the Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Executive Committee; the activities of Party and State leaders, central ministries, departments, and branches, and international delegations in Nghe An. From 2020 to now, the agency has welcomed and served 656 delegations, including 154 central and international delegations, ensuring safety, thoughtfulness, and solemnity, demonstrating the professional image of the Party Committee's advisory agency.
Every event, every meeting, every working session of the Provincial Party Committee leadership bears the silent but professional mark of the Office staff. The Office also regularly guides and trains the lower-level Party Committee office system, contributing to standardizing and synchronizing processes, and improving the professionalism of the entire Party Office system in the province.
In the trend of digital transformation and strong administrative reform, Nghe An Provincial Party Committee Office is one of the pioneering agencies of the local Party system in applying information technology to management and operation. Currently, 100% of the Office's staff and civil servants are proficient in using professional software; iOffice system, digital signature, electronic work schedule, confidential document management... ensuring safety, speed and accuracy. From the stages of asking for opinions, processing, signing, issuing documents to online conferences, all are digitized, creating a strong shift towards the model of "Electronic office - digital agency - smart office".
The work of editing, drafting and reviewing documents is carried out strictly, in accordance with the format, ensuring consistency and high accuracy. Every year, the Office receives and issues tens of thousands of incoming and outgoing documents; strictly maintains the information and reporting regime with the Central Committee, Party committees and members of the Provincial Party Executive Committee, ensuring smooth information in the direction and operation of the Provincial Party Committee.
The work of archiving and preserving records is organized scientifically, effectively serving the needs of searching. In particular, the Nghe An Provincial Party Committee's Electronic Information Portal has become an official and attractive communication channel, attracting a large number of visitors, contributing to spreading the Party's policies and resolutions and promoting the image and achievements of Nghe An province to a large number of cadres, party members and people.
During his lifetime, President Ho Chi Minh once advised: “Office work is of special importance, helping leaders grasp the situation. If office staff grasp the situation incorrectly, leaders will handle work incorrectly... so we must always uphold our sense of responsibility, work capacity and keep secrets, to strive to perform well the assigned tasks.”
His teachings from more than 7 decades ago still hold true in the current period, when the political system operates a 2-level local government and requires comprehensive digital transformation, requiring the Party Committee Office system to further improve its quality, be faster in handling work; be more accurate in information; be more professional in organization; and be more creative in consulting. That is both a challenge and an opportunity for the Party Committee Office staff to affirm their capacity, mettle and irreplaceable role in the Party's leadership.
In response to that requirement, with the close leadership and direction of the Provincial Party Committee, the Standing Committee, the Standing Committee of the Provincial Party Committee and the close coordination of the Party Committees, the People's Council, the People's Committee, the Fatherland Front Committee and socio-political organizations; the Office of the Nghe An Provincial Party Committee continues to set out the determination to unite, strive, innovate thinking and working methods, affirm the role of strategic general staff, and be the "heart" of the Provincial Party Committee's leadership apparatus. Take care of training and fostering cadres in the direction of professionalism, steadfast political will, pure ethics, professional proficiency, technological proficiency, dedication and thoughtfulness in work.
At the same time, promote administrative reform, modernize operations, move towards the model of Electronic Office, integrate data connection between Party - State - Front agencies and socio-political organizations. Build a democratic, disciplined, professional working environment, promote the spirit of solidarity, creativity, and aspiration to contribute in each cadre and civil servant. Strengthen coordination with agencies, units, and localities, effectively coordinate and harmonize the work program of the Provincial Party Committee, contributing to improving the leadership capacity and fighting strength of the Provincial Party Committee.
Each Office staff member today is not only a person serving the Party Committee, but also a companion, a person transmitting accurate information, a person connecting intelligence, contributing to realizing the resolutions and directives of the Party, especially Resolution No. 39 of the Politburo and the Resolution of the 20th Provincial Party Congress into life, soon making Nghe An a fairly developed and extremely fast-growing province at the national level in the period 2025 - 2030.
