Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh chaired a meeting of the Steering Committee on digital transformation in the Party agencies of Nghe An province.
On the afternoon of October 17, the Steering Subcommittee on science, technology development, innovation and digital transformation in the Party agencies of Nghe An province held a meeting to deploy a number of key contents in the coming time.

Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Subcommittee chaired the meeting.
Attending the meeting were members of the Provincial Party Standing Committee: Pham Trong Hoang - Head of the Provincial Party Organization Committee; Ngoc Kim Nam - Head of the Provincial Party Propaganda and Mass Mobilization Committee; Ho Le Ngoc - Head of the Provincial Party Internal Affairs Committee; Nguyen Dinh Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee and members of the steering subcommittee.

Completed 8/43 missions
Implementing Resolution No. 57 of the Politburo and the direction of the Provincial Party Committee Standing Committee; Party agencies have included the content of science and technology development, innovation and digital transformation in documents and resolutions of Party congresses at all levels for the 2025-2030 term, creating a political basis and long-term strategic orientation; associated with identifying tasks that need to be implemented immediately and annually.

Accordingly, the application of information technology and digital transformation continues to be promoted, contributing to supporting the management, direction and operation of each agency and the interconnection between levels and sectors.
Specifically, out of a total of 43 digital transformation tasks by 2025 in provincial Party agencies, up to now, 8 tasks have been completed; 15 tasks are being implemented and the remaining tasks are awaiting instructions and roadmaps from the Central Government or are expected to be implemented in the fourth quarter of 2025.

The transmission and online conference system to communes and wards has been completed; the Party's specialized data transmission network has been expanded, ensuring smooth connection from the Central to the grassroots level.
The Provincial Party Committee Office has coordinated with units to install security monitoring equipment and issue digital signatures to 100% of authorized officials, helping the process of processing and issuing electronic documents to take place in a closed manner, ensuring legality and shortening working time.
100% of grassroots Party committees have established Digital Transformation Steering Committees, developed digital transformation plans, and trained digital skills for officials and Party members.

In addition to the achieved results, at the meeting, members of the Steering Committee also raised many difficulties, limitations and shortcomings.
It is worth noting that the infrastructure is not yet adequate, especially the Party's specialized data transmission network infrastructure that does not ensure high speed and stability in connection, and there is still a state of system "congestion", causing difficulties and hardships for cadres directly processing documents, affecting the leadership and direction from the Central, the province and each agency and unit.

On the other hand, there is no inter-connected software system between provincial and grassroots agencies; the terminal system at many agencies and units, especially at the commune level, is both lacking and weak, with some equipment being more than 10 years old.
Another difficulty is that the Central Committee has not yet issued a common list for use within the Party for unified implementation from the Central Committee to the grassroots level; and has not yet installed a security system.
The issue of information technology and cryptographic human resources in Party agencies, the Fatherland Front and socio-political organizations from the provincial to grassroots levels is also a difficult and inadequate problem that needs to be studied to find solutions...

In addition to the above content, the meeting members also discussed and contributed opinions to the draft Working Regulations; assigned tasks to members of the Steering Subcommittee.
Research on human resource solutions for digital transformation
Concluding the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Subcommittee emphasized the responsibility of the agencies in the bloc and the members of the subcommittee to continue to closely follow the tasks according to Plan No. 360, dated August 5, 2025 of the Provincial Party Standing Committee for effective implementation; in which the Provincial Party Committee Office was assigned to review the current status of terminal equipment of agencies and units in the bloc of Party agencies, the Fatherland Front and socio-political organizations from the province to the grassroots level; on that basis, advise on building a list of equipment investment in accordance with regulations on standards and meeting the requirements of current digital transformation.

Along with that, the Provincial Party Committee Office needs to coordinate with units to advise on building an operational management system, resolving difficulties wherever they arise, ensuring smooth operations by December 2025; advising on building and standardizing the process of processing incoming and outgoing documents; asking for opinions on documents in the electronic environment to ensure confidentiality requirements according to regulations.
Regarding human resources serving digital transformation in Party agencies, comrade Vo Thi Minh Sinh suggested solutions, assigning the Provincial Party Committee's Organization Board and the Provincial Party Committee Office to research and advise on policies and mechanisms for mobilizing and assigning IT teachers in schools for rotation for 3 or 6 months to support units.
