Chairman of Nghe An Provincial People's Committee Le Hong Vinh chaired a meeting of the Provincial Military Service Council.

The Chairman of the Provincial People's Committee requested that the 2026 military recruitment be carried out "in a complete manner", "whoever is recruited will be guaranteed", ensuring 100% of the military recruitment target.

On the afternoon of October 23, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Military Service Council chaired the 2026 military recruitment conference.

Also attending were members of the Provincial Party Standing Committee: Nguyen Dinh Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Colonel Dinh Bat Van - Commander of the Provincial Military Command, Permanent Vice Chairman of the Provincial Military Service Council, and members.

The first year of military recruitment after operating a two-level local government

The conference spent time evaluating the results of leadership, direction and organization of military recruitment in 2025. Accordingly, the Provincial Military Service Council directed the standing agency to closely coordinate with departments, agencies and branches to advise the Party Committee and the government to issue documents to lead and direct military recruitment in 2025 in a timely and effective manner.

The work of registration, management, and review of the source of enlistment registration for young men of military age is strictly ensured according to regulations. The work of preliminary selection and health examination is carried out in accordance with the correct procedures, objectively and transparently.

The work of coordination, infiltration, finalization of troop numbers, issuance of enlistment orders, and handover to Army and Police units reached 100% of the target with increasingly improved quality.

In 2026, Nghe An province was assigned to recruit more than 3,800 citizens to join the Army and Police. The requirements for selecting citizens to join the army are increasingly high in terms of health, political standards and cultural level.

At the conference, with a spirit of frankness and high responsibility, opinions presented comprehensively assessed the military recruitment work in 2025; at the same time, proposed and recommended a number of contents to successfully carry out the military recruitment task in 2026 in the context of the first year of military recruitment after the operation of the 2-level local government, which is expected to encounter many difficulties.

T"Whoever you choose, will definitely be the one"

In his concluding remarks, Chairman of the Provincial People's Committee Le Hong Vinh - Chairman of the Provincial Military Service Council emphasized the goal of ensuring 100% of the enlistment quota assigned by the Government, Ministry of National Defense, Ministry of Public Security and Military Region 4.

On that basis, he noted a number of contents: The Provincial Military Command proactively advised the Provincial People's Committee to lead, direct and implement the task of military recruitment; preside and closely coordinate with members of the Provincial Military Service Council, functional agencies and military units to fully implement the procedures in military recruitment work.

In particular, he noted that he regularly directed and inspected localities to register and manage citizens of military age; organize preliminary selection and medical examinations for military service; coordinate the review of political standards; and conduct "rounded" military recruitment, "whoever is recruited, is sure of that person".

In addition, the results of local implementation must be promptly reported to the Chairman of the Provincial Military Service Council; at the same time, a specific assessment of the number of citizens who, after completing their military service, are transferred to serve in the national defense worker force.

Along with that, it is necessary to review and analyze in recent years which areas and regions have had poor military recruitment results to isolate and have more effective solutions in the coming time; at the same time, strengthen communication work about life and training environment in the army so that people can understand, share and encourage their children to actively participate in performing military service.

Regarding the Provincial Police, the Chairman of the Provincial People's Committee assigned the local Police to review the quality of political and ethical standards for citizens enlisting in the Army and citizens participating in performing the People's Public Security service; direct and guide the Commune-level Police to review and appraise records, not allowing citizens with criminal records to join the army; at the same time, coordinate with relevant agencies and units to handle cases of evading military service; ensure order and safety during the examination and organization of military handover ceremonies.

The Regional Defense Command organizes the implementation of military recruitment tasks according to the above-mentioned instructions and tasks authorized and assigned by the Provincial Military Command. Presides over and coordinates with the Health Examination Council to manage, supervise, and organize health examinations strictly and in accordance with regulations. Coordinates with the People's Committees of communes and wards to coordinate the transfer of military personnel; organizes military transfer and reception ceremonies in accordance with regulations.

The Chairman of the Provincial People's Committee assigned the Department of Health to preside over and coordinate with the Provincial Military Command and the Provincial Police to advise the Chairman of the Provincial People's Committee to establish a Military Service Health Examination Council for each region with the correct and sufficient composition, ensuring adequate facilities and equipment according to regulations; organize training and professional development for medical staff and direct communes, wards, and Military Service Health Examination Councils to carry out preliminary selection and health examination according to regulations.

Organize medical examination locations to ensure convenience for citizens, meet examination conditions for each specialty, clearly assign responsibilities to organizations and individuals participating in military service medical examination to ensure quality and accurate conclusions; Be responsible to the Provincial People's Committee and the Provincial Military Service Council for the health quality of citizens enlisting.

Based on the results of the medical examination, it is necessary to conduct specific assessments and analyses, especially for areas with a high rate of citizens achieving health types 3 and 4, to review, delimit and have solutions to improve the quality of military recruitment in the coming time.

The Chairman of the Provincial People's Committee assigned the Department of Culture, Sports and Tourism to coordinate with the Provincial Military Command and the Provincial Police to organize propaganda, dissemination and education on relevant laws and documents related to military recruitment in 2026 in many diverse and rich forms, associated with legal propaganda, suitable for each residential area so that people and citizens of military service age know and voluntarily perform their duties as citizens to the Fatherland; at the same time, create a vibrant and meaningful atmosphere of "Military Service Day".

The Department of Education and Training coordinates with the Provincial Military Command and the Provincial Police to re-examine and confirm the educational level of citizens ready to join the army. Be responsible to the Provincial People's Committee for confirming the educational level of each citizen joining the army; direct vocational training institutions and high schools to carry out propaganda work well; provide career guidance and vocational training support for demobilized soldiers.

The Department of Home Affairs coordinates with the Provincial Military Command and the Provincial Police to guide and implement rewards for military recruitment work; coordinates with agencies, units and localities to effectively carry out job referrals and support loans to create jobs for demobilized soldiers and citizens who have completed their service in the People's Police.

The Department of Finance directs specialized agencies at all levels to advise on ensuring funding for military recruitment tasks in accordance with legal regulations.

The Chairman of the Provincial People's Committee requested members who are leaders of relevant departments, branches, the Vietnam Fatherland Front of the province and socio-political organizations, according to their functions and tasks, to direct the grassroots to well implement the military recruitment plan in 2026.
