The Government submitted to the National Assembly the public investment plan for 2026, Nghe An is expected to be allocated more than 12.5 trillion VND.

The plan to allocate public investment capital from the State budget in 2026 for Nghe An is expected to be more than 12.5 trillion VND, including more than 4.35 trillion VND of central budget capital and more than 8.2 trillion VND of local budget capital.

On October 30, continuing the 10th Session, the 15th National Assembly discussed the socio-economic situation, the State budget, and the implementation and allocation of public investment capital.

The working session was chaired by National Assembly Chairman Tran Thanh Man - Politburo member. Attending the meeting, the National Assembly delegation of Nghe An province included Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the National Assembly delegation of the province and other delegates.

According to the Government's report to the National Assembly, the total estimated public investment capital from the State budget in 2026 is more than 1,080 trillion VND; of which the central budget capital is about 430 trillion VND and the local budget capital is more than 650 trillion VND.

The Government emphasized that in 2026, it is necessary to drastically implement solutions to promote the disbursement of public investment capital from the beginning of the year, considering this a key political task. Ministries, branches, central and local agencies need to clearly define responsibilities, mobilize the synchronous participation of the entire system, ensure the disbursement of 100% of the capital plan assigned by the Prime Minister, contributing to the completion of the development goals in 2026.

For Nghe An, the expected allocation plan for public investment from the State budget in 2026 is more than 12.5 trillion VND, including more than 4.35 trillion VND of central budget capital and more than 8.2 trillion VND of local budget capital.

The list of projects expected to allocate domestic central budget capital in 2026 for Nghe An includes 5 projects, including: Specialized storage area - Headquarters of Nghe An Provincial Department of Home Affairs, expected to allocate more than 33.2 billion VND; renovation and upgrading of canals in the Southern Nghe An Irrigation System more than 30.8 billion VND; construction of Phan Boi Chau Specialized High School (phase 2) more than 31.4 billion VND. These are all transitional projects.

In addition, the central budget is expected to allocate 3.8 trillion VND in 2026 for the Thanh Thuy - Vinh expressway construction investment project, which is part of the group of important projects and works for the 2026 - 2030 period, with a vision to 2045, as identified in the Draft Document submitted to the 14th National Party Congress. Along with that, more than 8.6 billion VND will be allocated for the task of preparing investment and planning the overpass project connecting National Highway 7C with Road N5, via National Highway 1 and the North - South railway.

Regarding foreign capital from the central budget in 2026, the Government is expected to allocate it to 4 projects in Nghe An, including: Priority Infrastructure and Urban Development Project to Adapt to Climate Change in Vinh City (old) of more than 289 billion VND; Hoang Mai Urban Infrastructure Improvement Project, under the urban infrastructure improvement program to adapt to climate change for 4 coastal provinces of North Central Vietnam of more than 211.5 billion VND; Project to strengthen the provincial health system in the period of 2021 - 2023 of more than 50 billion VND and Project to invest in building wastewater and waste treatment systems for hospitals in Nghe An province using ODA loans from the German Government of more than 40 billion VND.

According to the orientation, the 2026 public investment plan will focus on prioritizing resources for key sectors and fields of the economy; key traffic projects with spillover effects; science and technology projects, innovation, digital transformation, culture, education and training.

The Government also prioritizes investment in disadvantaged areas and ethnic minority areas, in parallel with developing dynamic and growth-oriented regions to create balance and promote sustainable development.

The Government affirms its viewpoint of allocating investment capital in a focused and key direction, resolutely avoiding fragmentation and spreading; giving priority to investment preparation tasks and projects with the ability to disburse immediately to quickly inject capital into the economy and promote growth.

In the context that the Medium-Term Public Investment Plan for the 2026 - 2030 period has not been issued, the Government proposes that the National Assembly allow the allocation of the 2026 public investment capital plan for tasks and projects with full investment procedures as of December 31, 2025, belonging to 4 groups:

Tasks and projects that have been assigned by competent authorities in the medium-term public investment plan for the period 2022-2025 or capital allocation in the period 2021-2025 from the State budget outside the medium-term public investment plan for the period 2021-2025, need to continue to be implemented, transferred to the period 2026-2030; investment preparation tasks, planning tasks; important tasks, projects, works for the period 2026-2030, with a vision to 2045 in the Draft documents submitted to the 14th National Party Congress and tasks, projects on science and technology, innovation and digital transformation to implement Resolution No. 57-NQ/TW.
