The Standing Committee of Nghe An Provincial Party Committee requested a report on the plan to mobilize, rotate, and second cadres and civil servants from the province to the commune level before November 15, 2025.

The Provincial Party Committee's Organizing Committee is assigned to preside over and coordinate with the Standing Committee of the Provincial Party Committee and People's Committee to advise on plans for staff arrangement and assignment; plans for mobilizing, rotating, and seconding cadres and civil servants from the provincial level to the commune level in the province in the coming time, ensuring rationality and effectiveness.

The Standing Committee of Nghe An Provincial Party Committee has just issued Notice No. 35-TB/TU on the results of inspection, direction, and removal of difficulties and obstacles in the implementation of two-level local government in the province.

Previously, on October 27, 2025, the Standing Committee of the Provincial Party Committee listened to the Provincial Party Committee's report on the results of the inspection of the activities of local governments at two levels, difficulties and obstacles; solutions and some recommendations and proposals.

Thereby, the Standing Committee of the Provincial Party Committee acknowledged and highly appreciated the initiative of the Standing Committee of the Provincial Party Committee in leading the Provincial People's Committee to establish 4 Working Groups headed by leaders of the Provincial People's Committee to direct, grasp and remove difficulties and obstacles in the process of implementing the 2-level local government according to their authority.

The Working Groups have promptly deployed, established a Support Group, developed plans, clearly assigned tasks, closely followed and grasped the specific situation at the grassroots level to guide and remove difficulties; synthesized problems beyond their authority to report and propose to the Central agency for consideration and resolution.

Through assessment, the initial two-level local government model has basically operated smoothly, meeting people's service requirements in handling administrative procedures and public services.

In addition to the achieved results, there are still difficulties and problems, focusing on groups of contents such as: Regarding the team of cadres, civil servants, and public employees; on facilities; on institutions; a number of areas such as: Resources, agriculture, environment, land management, construction investment, finance - budget, digital transformation.

In the coming time, to focus on removing and resolving difficulties and problems in implementing two-level local government in the province, the Provincial Party Standing Committee requested agencies and units to deploy a number of key tasks.

Specifically, the Standing Committee of the Provincial Party Committee led the Provincial People's Committee to organize the classification of difficult and problematic groups, arrange them in order of priority for step-by-step handling, focusing on the following 4 main groups of problems:

Regarding personnel work,The Standing Committee of the Provincial Party Committee requested to strictly review the team of cadres, civil servants and public employees at the commune level to have a plan for mobilization within the old district level; the implementation process must have the guidance and supervision of the Provincial Party Committee's Organization Board and the Department of Home Affairs.

Based on the actual needs and conditions, advise on reviewing and seriously and effectively implementing the secondment of cadres from provincial departments and branches to communes in accordance with Conclusion No. 586-KL/TU dated August 13, 2025, Conclusion No. 599-KL/TU dated September 19, 2025 of the Provincial Party Standing Committee; select cadres with sufficient qualities, capacity, and sense of responsibility, associated with appropriate incentive and treatment policies and regimes.

At the same time, review the current status of the staff, civil servants and public employees to study and consider accepting civil servants and non-professional workers who meet the conditions and standards to work as civil servants in communes and wards; carry out new recruitment to ensure that it does not exceed the staffing quota assigned by competent authorities.

Continue to strengthen training, coaching, and guidance to improve the capacity of commune-level cadres through specialized working groups of departments and branches directly through hand-holding and online combination.

About the operating mechanism,The Provincial Party Standing Committee requested guidance and support for communes and wards in the process of performing tasks; and strict measures to handle irresponsible officials, those who shirk work or intentionally violate regulations.

At the same time, review and handle inconsistent and conflicting contents in decentralization between the province and commune; issues beyond authority should be synthesized and reported to the Central Government for handling instructions.

Regarding financial resources - budget,The Standing Committee of the Provincial Party Committee pointed out: Research and advise on clearly determining the allocation norms for operating expenses (regular expenses, investment expenses at the commune level), and the ratio of land use revenue distribution to ensure suitability with the scale and characteristics of each locality to meet the operational requirements of the commune level.

In terms of facilities,It is necessary to gradually supplement and upgrade facilities and working means, prioritize infrastructure and equipment for digital transformation; pay attention first to remote, isolated, and border areas to avoid spreading and wasting resources.

Research and advise competent authorities on appropriate policies for cadres, civil servants and public employees, especially at the grassroots level and in specific areas.

In addition, the Standing Committee of Nghe An Provincial Party Committee requested to strengthen discipline and administrative discipline, strictly handle cases of avoiding or not performing tasks; continue to direct the promotion of the application of science and technology, digital transformation in implementing tasks; maintain the operation of Working Groups, periodically inspect, urge, and guide the grassroots to remove difficulties and obstacles; at the same time, proactively recommend the Government, ministries and central branches to consider, guide, and resolve issues beyond their authority.

The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to advise the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the plan for arranging and assigning cadres; the plan for mobilizing, rotating, and seconding cadres and civil servants from the provincial level to the commune level in the province in the coming time, ensuring reasonableness and effectiveness; and report to the Standing Committee of the Provincial Party Committee before November 15, 2025.

The Provincial Party Committee Office advises on the issuance of documents requesting relevant agencies and units to periodically report at meetings of the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee to listen and give instructions on each specific group of problems for timely consideration and resolution.
