Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council met with voters of the border commune of Nhon Mai

On the afternoon of November 7, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council met with voters of Nhon Mai commune before the year-end meeting of 2025, the 18th Provincial People's Council.

Attending the meeting with voters were representatives of leaders of the departments: Agriculture and Environment, Construction, Home Affairs, Finance; Office of the National Assembly Delegation and Provincial People's Council.

On behalf of the delegation, Provincial People's Council delegate Cao Tien Trung - Head of the Provincial People's Council's Economic and Budget Committee, briefly reported on the socio-economic situation in the first 10 months of 2025, and at the same time informed voters about the expected content and agenda of the regular session at the end of 2025 of the Provincial People's Council.

Accordingly, the regular session at the end of 2025 of the 18th Provincial People's Council will take place from December 8-9, 2025. The session will review 34 reports and is expected to pass 54 important resolutions related to socio-economic development, national defense - security and people's livelihood issues of the province.

In the spirit of democracy and frankness, at the meeting, voters of Nhon Mai commune had reflections and recommendations related to the work of supporting the recovery of storm and flood consequences; resettlement arrangement and assignment and some issues arising in the process of operating the two-level local government.

Voter Lo Thi Dung reported that after the flood, a large amount of garbage from upstream poured into Ban Ve Lake, covering the entire water surface, making it impossible for boats to pass, causing difficulties for more than 120 households in Pieng Luong and Phia Oi villages living along the riverbank. She requested that superiors pay attention and invest in building a suspension bridge across Pieng Luong and Phia Oi villages, ensuring convenient transportation for people in the area, as well as for students to go to school.

Due to the impact of recent storms, the irrigation canal system serving agricultural production in Nhon Mai commune was completely damaged. In addition, many rice fields were also buried, making it impossible to produce. Voters recommended that superiors pay attention to investing in building canals, restoring rice fields for people to cultivate and improve their lives.

Voters in Nhon Mai commune reported that Pha Mut village has 36 households, of which 13 had their houses completely swept away by floodwaters. Other households are living in areas at high risk of landslides and need to be relocated and resettled urgently. However, the resettlement area is still stuck with protective forest land, so accommodation has not been arranged for the people.

Voters requested to consider and soon approve the policy of converting land use purpose from protective forest land to residential land for households in Pha Mut village, Nhon Mai commune to build a resettlement area.

Regarding the two-level local government, Nhon Mai commune proposed that the Provincial People's Committee direct and clearly guide the decentralization, authorization and coordination process between provincial and commune agencies, ensuring consistency and unity. Along with that, support investment funding, upgrade headquarters, equipment, network infrastructure, software... to serve the work of operation, management, storage and training and development of staff.

In addition, Nhon Mai commune also recommended that superiors pay attention to and upgrade network infrastructure, IT equipment, support digital transformation; support human resources, equipment, and facilities for health stations and schools. Provide guidance on implementing programs and projects on rural development, land and environmental management; support equipment, issue digital certificates, open training classes, and guide professional processes for staff of the Commune Public Administration Service Center...

At the conference, representatives of the commune leaders explained issues within their authority; other issues raised by voters were also accepted and explained by the Provincial People's Council delegates; issues not within their authority will continue to be recorded and transferred to competent agencies for consideration and resolution.

Speaking at the meeting with voters, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council shared the losses and difficulties with the government and people of Nhon Mai commune. In just a short time, the locality has continuously encountered natural disasters, storms and floods, causing heavy damage to property, traffic infrastructure, and irrigation of the government and people in mountainous areas.

Solving the difficulties that the mountainous people are facing after natural disasters is an urgent and long-term issue. Comrade Hoang Nghia Hieu suggested that the Department of Agriculture and Environment review the Government's policies for the mountainous people and ethnic minorities. If there is no suitable policy to support production recovery, it is necessary to advise the Provincial People's Council to issue new policies to support.

Regarding the reflections related to the lack of residential land, land for agricultural production, livestock and cultivation, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu requested the locality and departments and branches to study and advise on planning adjustments to have a plan to convert protective forest land to other purposes in a reasonable and planned manner.

Emphasizing the policy of streamlining the administrative apparatus towards bringing people closer through decentralization of procedure settlement at the commune level, and discussing the arrangement and supplementation of the missing staff, comrade Hoang Nghia Hieu suggested that the locality review and arrange job positions according to needs and priority, and then propose that the province consider the arrangement.
