In the context of the Party and State promoting comprehensive digital transformation, Party agencies, the Fatherland Front and socio-political organizations at all levels in Nghe An have been determined and resolutely taking action to innovate leadership, management and implementation methods of political tasks. Thereby, strengthening connection, being closer to the people, and serving the people more effectively.

Good news from the grassroots
Putting into operation a two-level local government in the context of a large area, increasing focal points and workload, Hung Nguyen Nam commune has chosen digital transformation as a breakthrough to innovate leadership, management and service methods for the people.
According to comrade Le Pham Hung - Member of the Provincial Party Committee, Party Secretary, Chairman of the Commune People's Council, the consistent viewpoint identified by the Commune Party Committee is: Digital transformation is not the sole responsibility of office staff but a common political task of the entire Party Committee. This perspective has created a synchronous and unified engagement from the Party Committee to each Party cell, each cadre and Party member. Therefore, currently, the work of the Party, the Fatherland Front and socio-political organizations in Hung Nguyen Nam commune has strongly shifted to the digital environment, bringing practical results.
Digital transformation is not just the job of office staff but a common political task of the entire Party Committee.

A highlight is the application of AI technology to Party cell activities. Current information, resolutions, guidelines, and new policies are received and conveyed more quickly and vividly by Party cells through digital platforms, helping Party members grasp them promptly and fully. This is a breakthrough in ideological work, demonstrating the Party Committee's innovative thinking in "bringing technology into Party work".
Propaganda and public opinion orientation work is also organized through the digital environment, especially Facebook and Zalo, helping to spread official information, refute false arguments, and at the same time, create a forum for exchange and interaction with cadres, party members and the people. Current events of the Party and new policies of the State are transmitted quickly and in the right direction, contributing to strengthening the trust of party members and the people in the leadership of the Party.
In Hung Nguyen Nam commune, currently 100% of cadres, experts of the Party Committee, the Fatherland Front and socio-political organizations use internal operating software to receive and process incoming and outgoing documents. The processes from receiving, transferring, approving, signing to archiving are all carried out online, helping to significantly reduce circulation time, save administrative costs and increase transparency.

Party member management has also made great progress when the entire process of admission, transfer, deletion, and awarding of Party badges is all done on the party member management software. The responsible staff only needs to operate online to access data, significantly reducing the volume of paper records, while ensuring accuracy, security, and connectivity throughout the system.
In particular, Zalo is used as a quick connection channel between the Commune Party Committee and its subordinate Party cells, completely replacing paper documents in daily work exchanges. In meetings, especially the recent Commune Party Congress for the 2025-2030 term, the locality applied QR codes to scan documents.
“Each directive, instruction, and notification is immediately transmitted to the Party cell secretaries, contributing to shortening the time and improving the effectiveness of direction and management work; at the same time, saving on stationery costs, especially the time and effort of the staff advising the Party Committee in the context of arranging, streamlining the apparatus and implementing the current 2-level government”, Comrade Nguyen Trong Tam - Chief of the Party Committee Office of Hung Nguyen Nam commune shared.

Not only stopping at Party work, digital transformation has spread strongly in the activities of the Fatherland Front and socio-political organizations in Hung Nguyen Nam commune. The Fatherland Front and organizations such as the Women's Union, Youth Union, Farmers' Association... have all set up separate Zalo groups and fanpages to propagate, disseminate policies, and guide movements...
Many campaigns and emulation movements have been initiated, implemented, synthesized and evaluated on the Internet. The Commune Fatherland Front has used online interactive groups to grasp people's thoughts and reflections, thereby enhancing dialogue, supervision and social criticism. Grasping public opinion no longer depends entirely on paper reports or regular meetings, but has become faster, more multi-dimensional and closer to reality.
From the reality in Hung Nguyen Nam commune, it can be seen that digital transformation is not only an administrative tool, but has become a new leadership method of the Party Committee, a way to get closer to the people, and serve the people more effectively. That is a new signal from the grassroots, showing the spirit of proactive adaptation, innovative thinking, creating a solid foundation to build a modern, transparent government, serving the people in the period of comprehensive digital transformation.
The determination to act of allsystem
Deeply aware of the role of digital transformation, currently, Party agencies, the Vietnam Fatherland Front and socio-political organizations at the provincial level are also demonstrating determination and drastic action with many tasks and tasks being implemented with "measured and counted" numbers.
Of the total 44 digital transformation tasks in 2025 according to the Digital Transformation Project in Party agencies in Decision No. 204, dated November 29, 2024 of the Central Secretariat and Master Plan No. 331, dated April 28, 2025 of the Provincial Party Standing Committee on implementing digital transformation in provincial Party agencies, period 2025 - 2028; as of October 17, 2025, 8 tasks have been completed; 16 tasks are being implemented and the remaining tasks are awaiting instructions and roadmap from the Central or are expected to be implemented in the fourth quarter of 2025.

In particular, in each agency and unit, the task of digital transformation continues to receive more drastic direction. With the Provincial Fatherland Front Committee, currently 100% of cadres in the entire Front system are granted accounts to use the Party agency's operational software. Activities of sending and receiving documents, signing, approving, and archiving are all handled entirely in the digital environment.
In addition, the application of the "Digital Front" platform and the Mini App "Nghe An Digital Front" is creating a new interactive space between the Front and the people. Through these applications, officials can receive and process people's feedback and recommendations online, monitor the processing progress and respond right on the system. The "Nghe An Front" Fanpage, Zalo OA page and the Front's electronic information portal have now become information channels with great influence, with many articles reaching millions of views.

The Provincial Women's Union has included the content of "Application of information technology in union activities" as one of the breakthroughs in union work. Currently, the union has deployed a member database system, applied operating software, managed internal documents, expanded the digital communication network through the website, fanpage, Zalo and online interactive groups.
Comrade Hoang Thi Thu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Women's Union shared: "Digital transformation helps the association fundamentally change its propaganda and mobilization methods. With just a smartphone, grassroots union officials can connect thousands of members, share production and start-up models and experiences. That is how we bring the movement into life with technology. The movements "Women start creative businesses", "Women help each other develop the digital economy", "Women join hands to protect the environment" are all strongly communicated through cyberspace, creating a widespread effect.

For Party committees and the Provincial Party Committee Office, many changes have been made in digital transformation. For example, the Provincial Party Committee's Organizing Committee has completed the province-wide Party member database, linked with the national population database. The entire process of mobilization, appointment, evaluation, reward, and discipline is handled on unified software, integrating digital signatures. In particular, applying software to serve Party congresses at all levels helps to synthesize and announce results quickly and with absolute accuracy, contributing to modernizing the Party's leadership and direction process.
However, the task of digital transformation in Party and Fatherland Front agencies, socio-political organizations also poses a number of difficulties and limitations that need to be resolved to ensure progress and quality of implementation. First of all, the technical infrastructure is not yet synchronized, in particular, the Party's specialized data transmission network system has not yet met the requirements of speed and stability, leading to system "congestion", affecting the processing of documents, operations, and directions of Party committees, agencies, and units. The lack of interoperability software between the provincial and grassroots levels, along with the situation of both insufficient and weak terminal equipment, which many places have used for over 10 years, makes the efficiency of working in the digital environment still low.
Currently, the Central Committee has not issued a common list for the Party to deploy uniformly, and at the same time, the security system has not been fully installed. Information technology and cryptographic human resources in Party agencies, the Fatherland Front and socio-political organizations from the provincial to grassroots levels are also very lacking, not meeting professional requirements, leading to confusion in operating and exploiting digital platforms.
From that reality, comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Subcommittee on science and technology development, innovation and digital transformation in the Party agencies of Nghe An province requested agencies in the political system to review all infrastructure, equipment and human resources.
From there, consult on investment, standardize processes and research the mechanism for dispatching IT teachers to schools to take turns supporting units, creating a breakthrough in human resource development to serve digital transformation.
