5 "plus points" for the new term: Vision, prestige, and political resilience.

The five key "positive points" in the selection of Politburo members, as outlined by General Secretary To Lam, are not only personnel criteria but also shape the image of the country's leadership.

At the 14th Central Committee Conference, General Secretary To Lam outlined five key "positive points" in the selection of personnel for the Politburo and the Secretariat of the 14th Party Congress. These are not only personnel criteria but also shape the image of the country's leadership.

This also serves as a measure of stature, intellect, and political acumen, laying the foundation for a new term and creating momentum for the country's development towards 2045.

Why are these five "positive attributes" crucial in the strategic direction of building a national leadership team?

The answer lies in the fact that the country was entering a new phase, when the aspiration for development had been clearly defined in the Party's resolutions. Therefore, choosing the right people to shoulder this historical responsibility was of decisive importance.

First and foremost, the primary requirement is a national strategic vision and the ability to maintain national autonomy. This vision encompasses not only foresight and broad perspective but also the sharpness and courage to choose an independent and self-reliant path of development, free from dependence and not being swept away by external influences.

In a volatile world where strategic competition among major powers is intensifying, leaders must increasingly recognize opportunities within challenges and identify risks early to protect national interests.

Nearly 40 years of reform have shown that many of Vietnam's great successes are linked to visionary leaders, such as the orientation towards international economic integration, the development of the private economy, and the current green transformation and digital transformation policies.

Strategic vision is what differentiates policymakers from national leaders.

The second requirement is the ability to lead and command at the national level. A leader shouldn't just be skilled in one industry or field; they must be capable of overall management, mobilizing resources, and uniting strengths.

In today's digital age, leaders cannot rely solely on administrative experience; they need the capacity for organizational implementation: designing clear and specific goals, establishing individual responsibilities, measuring results with data, and ensuring that decisions are followed through with high levels of public service discipline.

A national leader absolutely cannot lack political prestige and symbolic integrity for others to emulate. Prestige does not come from position, but from character, exemplary conduct, dedication, and tangible results.

Throughout our country's revolutionary history, the political prestige of leaders and the leadership team has always been an invaluable source of spiritual strength, uniting the people's trust.

In the current context, where society demands increasing transparency, integrity, and efficiency, leaders need to clearly demonstrate political acumen, ethical integrity, and set an example, placing national and people's interests above all else. Political prestige is also a measure of trust and the foundation of people's confidence in the Party.

The fourth "plus point" is that senior personnel must be able to implement the Resolution into measurable results. This shows that our Party is particularly valuing the quality, effectiveness, and dedication of cadres, prioritizing those with projects, plans, and initiatives that have a clear impact; and those with the capacity to handle crisis situations such as natural disasters, epidemics, financial issues, and non-traditional security threats.

Such personnel must be decisive but also know how to listen to criticism, rely on the people, and work for the people. Only then will they truly reflect the spirit of "actions speak louder than words" and "bringing resolutions into life."

Recent experience has shown that there is still a gap between policy and practice, from the central government to local authorities. To overcome this, the new leadership must shift their mindset and approach, considering tangible results as the measure of competence. Achievements in infrastructure, economy, technology, and social welfare all begin with those who dare to take responsibility, dare to innovate, and dare to act.

A resolution, if not realized through concrete numbers and improved living standards for the people, remains just a promise. Therefore, the ability to transform will into tangible results is a decisive factor in the competence of a strategic leader.

Finally, the requirement for officials worthy of participating in the Politburo and the Secretariat is that they must have sufficient stamina, both mentally and physically, to withstand the work pressure during the 14th term and in subsequent terms.

This is a seemingly simple request, but it carries profound significance!

In the context of increasingly demanding work and the rapid pace of political, economic, and social life, leaders need not only intellect but also endurance to maintain alertness, courage, a spirit of commitment, a will to reform, and to steadfastly overcome pressure.

A healthy, steadfast, and hardworking leader is the symbolic image of a dynamic, modern, and effective Party. From spirit to physique, political resilience is a guarantee of stability and the ability to lead for the long term.

Therefore, the five "positive points" mentioned by General Secretary To Lam are not just requirements for a specific personnel selection period, but a long-term orientation for forming a leadership team with high intelligence, ethics, competence, and fighting spirit. This is also preparation for the journey to 2030 - the 100th anniversary of the Party's founding, and further to the vision of 2045, when Vietnam strives to become a developed, high-income country. A strong Party can only be built on the foundation of strong people, both in terms of character and competence.

The 14th Central Committee meeting, therefore, not only discussed personnel matters but also laid the foundation for a new leadership model. Each "positive point" represents a commitment to stature, responsibility, and dedication.

As the General Secretary emphasized, the responsibility of "choosing the right people for the right jobs," especially high-ranking personnel and national leaders, is a prerequisite for turning vision and aspirations into results.
