Before January 31, 2026, complete new construction and resettlement for households whose houses were swept away or completely collapsed by floods.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 215/CD-TTg dated November 13, 2025 on focusing on restoring production and business, stabilizing people's lives after storms and floods in the Central region; in which, localities are required to urgently build new houses and resettle households whose houses were swept away by floods, completely collapsed, or severely damaged, to be completed before January 31, 2026.

Telegrams sent to Secretaries and Chairmen of People's Committees of provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak; Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.
In late October and early November, localities from Ha Tinh to Dak Lak were continuously hit by natural disasters, storms, floods, especially the historic long-lasting floods in Hue and Da Nang after storm No. 12 and storm No. 13 with strong winds "flood on flood, storm on storm" caused heavy damage to people, houses, schools, essential infrastructure (electricity, telecommunications, transportation, irrigation, ...), production, business, especially aquaculture, greatly affecting the livelihoods, income and lives of the people.
According to preliminary statistics of the Ministry of Agriculture and Environment, natural disasters in the area from Ha Tinh to Dak Lak left 90 people dead and missing; 273 people injured; 1,900 houses collapsed, toppled, and washed away; 227,847 houses damaged or had their roofs blown off; 160,715 hectares of rice and crops damaged; 3,570 cattle, 452,098 poultry; 684 boats sunk or damaged; 63,328 aquaculture cages damaged; 161km of canals; 64.9km of river banks and coastlines eroded; 253km of roads eroded and damaged. Total damage is estimated at over VND27,289 billion.
Continue to lead and direct more resolutely to quickly stabilize the situation and restore production and business.
The entire political system, directly led by General Secretary To Lam, the Standing Member of the Secretariat, the Government, and the Prime Minister, has focused on leading and directing throughout, regularly, continuously, from early on, from afar, closely following the situation. The Prime Minister promptly decided to support 1,465 billion VND for 07 provinces and cities to urgently overcome the consequences of natural disasters; the Central Committee of the Vietnam Fatherland Front has allocated 206 billion VND to support localities. Party committees and authorities of localities, the Ministries of National Defense, Public Security, Agriculture and Environment and other ministries and branches have directed and mobilized the army, police, youth and people of localities to proactively participate, contributing to minimizing human and property damage caused by natural disasters.
On November 13, 2025, the Prime Minister personally inspected the damage, visited, encouraged, and shared the difficulties, losses, and hardships of the people and businesses affected by storm No. 13 in Gia Lai province; immediately after that, the Prime Minister chaired an online meeting of the Government Standing Committee with the Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, connecting with communes and wards to direct the implementation of measures to focus on restoring production and business, stabilizing people's lives and activities after storms and floods.
On behalf of the Party and State leaders, the Prime Minister commended and highly appreciated the Party committees, authorities, military and people of localities, ministries, branches, military and police forces and the people's initiative in preventing, avoiding and overcoming the consequences of storms and floods, contributing to minimizing human and property damage caused by natural disasters.
Following the Official Dispatches No. 212/CD-TTg dated November 7, 2025 and No. 214/CD-TTg dated November 12, 2025, to focus on restoring production and business, quickly stabilizing the people's situation after storms and floods, the Prime Minister requests:
1. The Secretaries and Chairmen of the People's Committees of the provinces and cities affected by recent natural disasters shall continue to focus on leadership and direction more resolutely, synchronously deploy solutions to overcome the consequences of natural disasters with the most urgent, drastic and effective spirit to quickly stabilize the situation, restore production and business, focusing on the following tasks:
a) Organize visits, encouragement, and support for affected families, especially those with dead, missing, or injured members, to be completed before November 15, 2025;
Building a new resettlement area for households in De Gi commune, Gia Lai province
b) Ensure temporary accommodation for people, urgently support people to repair houses with blown-off or damaged roofs, to be completed before November 20, 2025; build new houses and resettle households whose houses were swept away by floods, completely collapsed, or severely damaged, to be completed before January 31, 2026, including building new resettlement areas for households in De Gi commune, Gia Lai province (according to the direction of the Prime Minister at the working session with Gia Lai province on November 13, 2025).
c) Organize support for food, foodstuffs, and necessities for households at risk of hunger; absolutely do not let people lack food, clothing, clean water, etc. Mobilize maximum forces (army, police, youth, women, militia, students, etc.) to support people, agencies, and businesses in cleaning and sanitizing houses, roads, schools, medical facilities, offices, and factories to ensure accommodation, study, medical examination and treatment, and quickly restore production and business, especially for enterprises producing export goods; to be completed before November 20, 2025;
d) Urgently repair essential infrastructure of electricity, water, telecommunications, traffic, irrigation, dams, etc., to be completed before November 20, 2025;
d) Review and synthesize fully and accurately the damage caused by natural disasters; proactively use local budget reserves and other legal resources to support damage caused by natural disasters according to regulations, to be completed before November 20, 2025.

Before November 30, complete support for localities to restore agricultural production.
2. The Minister of National Defense and the Minister of Public Security direct units stationed in the area to deploy forces and equipment to be ready to support people, agencies, units, and businesses in cleaning and sanitizing houses, headquarters, roads, and factories, to be completed before November 30, 2025.
3. The Minister of Agriculture and Environment shall urgently guide and support localities to focus on restoring agricultural production (supporting materials, seedlings, livestock, veterinary medicine to restore production, etc.); repairing damage to irrigation works... to be completed before November 30, 2025.
4. The Minister of Education and Training and the Minister of Health shall direct, guide, and support localities in restoring educational and medical facilities, ensuring that people do not lack places for medical examination and treatment, and students do not lack schools and classrooms; to be completed before November 20, 2025.
5. The Minister of Construction urgently guides and supports localities in repairing traffic infrastructure damaged by natural disasters, especially in isolated areas.
Restore power systems in communes and villages; ensure supply of essential goods, do not hoard goods to increase prices
6. The Minister of Industry and Trade directs EVN to support localities in restoring the power system in communes and villages; develop a plan to ensure the supply of essential goods, prevent shortages, speculation, hoarding and price increases, to be completed before November 20, 2025.
7. The Minister of Finance presides over:
a) Coordinate with the Ministry of Agriculture and Environment and relevant localities to synthesize and propose to the Prime Minister to consider allocating reserve funds from the central budget to urgently support localities to urgently overcome the consequences of natural disasters, to be completed before 11:00 a.m. on November 14, 2025;
b) Develop and submit to the Government for promulgation a Government Resolution on solutions to overcome the consequences of natural disasters and restore production in localities in the Central region heavily affected by recent natural disasters, striving to complete and submit to the Government by November 15, 2025.
c) Effectively implement policies on deferment, postponement, exemption and reduction of taxes, fees, charges, etc. for organizations, individuals and businesses suffering damage due to natural disasters according to the provisions of law; guide and request insurance businesses to promptly compensate for losses to insurance buyers to ensure quick, complete and timely compensation according to the provisions of law; allocate national reserves for quick, timely and effective implementation.
Implement credit policies to restore production and business for people and businesses.
8. The Governor of the State Bank of Vietnam directs banks and credit institutions to implement credit policies (debt deferral, debt deferral, exemption and reduction of bank interest rates, etc.) for organizations, individuals and enterprises affected by natural disasters in accordance with the law to restore production and business for people and enterprises.
9. Media and press agencies must fully disseminate the developments of the situation, the close and drastic instructions of the Party and State leaders, the results of the localities' efforts, and the participation of the people and businesses in the spirit of "national love and solidarity".
10. Request the Central Committee of the Vietnam Fatherland Front to continue to promote mobilization and call for support for people affected by damages, promptly allocate to localities, urge and check the transfer of funds to people in disaster-affected areas, ensuring timeliness and effectiveness.
11. The Government Office shall monitor and urge the implementation of this Official Dispatch according to its assigned functions and tasks; promptly report to the Prime Minister and Deputy Prime Minister in charge of the field on any unexpected or arising issues./.
