On the morning of November 29th, at the National Assembly building, the Standing Committee of the National Assembly organized the First National Emulation Congress for the period 2025-2030. Comrade Tran Thanh Man - Member of the Political Bureau, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly - attended and directed the Congress.

Comrades Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairperson of the Vietnam Fatherland Front Committee of the province, Head of the Provincial Delegation of National Assembly Deputies; and Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies, attended the Congress as invited guests representing the Nghe An Delegation.

Research and develop an information system on the legislative work of the National Assembly.

The Congress is tasked with summarizing the patriotic emulation movement and commendation work for the period 2020-2025; and at the same time, setting forth directions and tasks for the period 2025-2030.

The delegates listened to many outstanding presentations, sharing experiences in identifying, nurturing, and replicating advanced models, thereby further spreading the spirit of emulation, arousing aspirations for contribution, creativity, and daring to think and act for the goal of building a prosperous, civilized, and happy country.

At the Congress, Mr. Hoang Minh Hieu - Standing Member of the Committee on Law and Justice, delegate from Nghe An province - presented a paper on the topic "Competing in digital transformation to serve legislative activities at the Committee on Law and Justice".

He emphasized that comprehensive digital transformation has been identified by the Party and the State as one of the important strategic directions to create breakthroughs in socio-economic development in the new era.

In this context, legislative activity is also playing a crucial role. A UNDP study has highlighted that, “A digital parliament is central to a modern, open, connected, data-driven, and responsive state.”

Based on that understanding, the leadership of the Committee on Law and Justice promptly launched a digital transformation emulation movement within the Standing Committee and specialized departments, focusing on three key areas: Emulating the development of a digital work culture; transitioning to digital work processes; and finally, and most importantly, transforming legislative thinking to meet the requirements of digital transformation.

According to delegate Hoang Minh Hieu, digital transformation is a continuous and ongoing process with no end point. In the coming time, the Standing Committee of the National Assembly's Law and Justice Committee will continue to promote the digital transformation emulation movement to successfully implement the orientations outlined in the Resolution of the 1st National Assembly Party Congress and the directives of the National Assembly leaders.

In this context, the digital transformation efforts within the Committee will enter a new phase, becoming more in-depth and comprehensive, practically serving the legislative activities of the National Assembly with three main directions.

First, the Committee will study and propose to the National Assembly leadership to allow the research and development of an Information System on the legislative work of the National Assembly, which will include all information and data related to the legislative activities of the National Assembly, directly serving the National Assembly's agencies in the review and supervision of legal documents; effectively supporting the collection of opinions from citizens, experts, and researchers on draft laws; and especially serving the National Assembly leaders in monitoring the progress of each draft law in real time to effectively manage the legislative work of the National Assembly.

At the same time, we will continue to research new development trends in legal policies on digital transformation worldwide to effectively participate in the draft laws we are assigned to review or participate in reviewing, such as issues related to ethics in the development of artificial intelligence systems, legal liability for risks created by artificial intelligence systems; issues related to new types of assets, virtual assets, crypto assets; issues related to digital evidence, smart contracts; the use of digital personal data, etc.

Mr. Hoang Minh Hieu also stated that the Committee will continue to research and innovate legislative techniques and processes of the National Assembly to suit the requirements of digital transformation, including new issues such as policy planning based on big data; building simulation models to serve the assessment of the expected impact of policies; and researching the standardization of legal documents in the form of structured data, so that computers can identify, analyze, search, and compare legal regulations consistently (also known as machine-readable law) in order to optimize the management of the legal system and meet the requirements of the nation's digital transformation.

At the Congress, Comrade Tran Thanh Man - Member of the Political Bureau, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly - launched the patriotic emulation movement of the National Assembly Standing Committee for the period 2025-2030 with three key contents.

First, the Speaker of the National Assembly emphasized the need to effectively implement the National Assembly's reform activities, including perfecting institutions, building a comprehensive, modern, and internationally integrated legal system; and improving the quality of supervision and decision-making on important national issues.

The immediate priorities are actively preparing for and completing the Tenth Session of the 15th National Assembly; successfully organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; organizing activities to commemorate the 80th anniversary of the first general election to elect the Vietnamese National Assembly, inaugurating the National Assembly Museum, and awarding the fourth Dien Hong Prize...

Along with that, there should be emulation and promotion of the role and responsibilities of National Assembly deputies, being ready to contribute, daring to think, daring to act, daring to innovate, daring to take responsibility, putting the common good above all else, and truly being loyal representatives of the will and aspirations of the people.

A major focus emphasized by the head of the National Assembly at the Congress was the emulation in effectively implementing the comprehensive digital transformation policy in the National Assembly's operations, building a "Digital National Assembly." This included emulation in self-study, self-improvement, and skill enhancement, and expanding the "Digital Literacy Movement." Furthermore, it emphasized reforming the mechanisms for examinations, selection, and appointments to attract truly outstanding individuals to work in the National Assembly's agencies and the National Assembly Office.

“Emulation is a strategic policy of the Party, an important, regular, and continuous task of all levels, sectors, and each agency and unit. I believe that, with the efforts, dedication, and unity of all cadres, National Assembly delegates, officials, civil servants, and workers, the emulation and reward work and the patriotic emulation movement of the National Assembly in the coming time will certainly achieve many new successes, creating new and important momentum, contributing to the process of reform, the cause of building and protecting the country,” National Assembly Chairman Tran Thanh Man emphasized.

The Congress also commended the achievements and honored outstanding collectives, individuals, and exemplary role models over the past five years (2020-2025), and approved the list of delegates to the 11th National Emulation Congress.
