The elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term are fast approaching. With strong political determination, Nghe An province is preparing in a comprehensive and systematic manner, leveraging the intelligence and sense of responsibility of the entire political system, ready to successfully organize the elections and contribute to this great national event.

FOCUS ON ORGANIZING A SUCCESSFUL EVENT

The election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term has been set for Sunday, March 15, 2026. Time is running out for preparation, while the workload is enormous, requiring synchronized, accurate, and timely implementation. Organizing elections in an area with a large number of communes and wards like Nghe An creates significant pressure on leadership, guidance, and direction from the provincial level down to the grassroots, demanding the active, responsible, and serious involvement of the entire political system.

Preparations have been thoroughly implemented by both the central and local authorities. The Politburo issued Directive No. 46 on May 16, 2025, on leading the election process; the Prime Minister issued Directive No. 28 on September 18, 2025; in addition, the National Assembly, the Standing Committee of the National Assembly, and other National Assembly agencies have issued a system of guiding documents to ensure uniformity and strictness throughout the entire election process.

Based on that, Nghe An province established the Election Steering Committee, the Provincial Election Committee, and issued directives on the election of the National Assembly and People's Councils at all levels. These documents concretized the policies, regulations, and implementation schedule; clearly defined the responsibilities of each organization and individual; and required the entire political system to uphold a high sense of responsibility and focus its efforts on preparing all necessary conditions for the successful organization of the election.

Specifically, Directive No. 01-CT/TU of the Standing Committee of the Provincial Party Committee on leading the election of deputies to the 16th National Assembly and the election of deputies to the People's Councils at all levels for the 2026-2031 term emphasizes: “This is an important political event to continue building, consolidating, and perfecting the socialist rule of law state of Vietnam, of the people, by the people, and for the people. The selection and election of outstanding individuals with sufficient qualities, capabilities, and prestige to represent the will, aspirations, and right to self-governance of the people in the National Assembly and People's Councils at all levels in the new term is a central task of the entire Party Committee, government, and people of Nghe An province.”

In line with that spirit, at the first meeting of the Provincial Election Committee, Comrade Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Chairman of the Provincial Election Committee, requested that committee members continue to closely adhere to their assigned tasks, focus on directing and proactively handling work, and ensure the overall progress of the entire election preparation process.

QUALITY OF DELEGATES
THIS MUST BE GIVEN THE TOP PRIORITY

The 2026-2031 term is identified as a pivotal period, of special significance for the implementation of the country's 100-year strategic goals. For Nghe An province specifically, this is the period when the province aspires to rise to the group of relatively prosperous provinces, becoming a national-level growth pole, a center of the North Central region for high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism… when it has sufficient conditions and the "maturity" of its potential and development opportunities.

This aspiration demands extraordinary effort and strong innovative thinking from the entire political system, including the elected representatives. They must not only possess unwavering political acumen and revolutionary ethics, but also be innovative thinkers, daring to think, speak, act, and take responsibility; they must have strategic vision, a deep understanding of reality, and the ability to participate in policy-making and create momentum for local and national development in the new era.

Therefore, throughout the election process, our Party has emphasized that personnel work is always considered a crucial and decisive factor in the success of the election. The selection of candidates must be particularly careful, aiming to find individuals with strong political convictions, loyalty to the Fatherland, dedication to the people, impeccable moral character, competence, intelligence, and practical experience; who fully meet the legally stipulated standards and are capable of fulfilling the responsibilities of elected representatives.

Speaking at the National Conference on the Implementation of the Election of Deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, General Secretary To Lam emphasized: “The structure of delegates needs to ensure harmonious representation among sectors, social classes, genders, age groups, regions, and areas; with appropriate proportions of full-time delegates, female delegates, young delegates, delegates from ethnic minorities, delegates who are intellectuals, workers, farmers, entrepreneurs, artists, religious dignitaries... so that the National Assembly and People's Councils truly represent the vibrant face of the great national unity. We strive to elect the required number and structure of delegates, but the quality of delegates must be prioritized.”

That spirit has been seriously implemented in Nghe An province during the preparation for the election. From the very first steps, the province has fully grasped the directives of the Central Government. Comrade Nguyen Khac Than - Secretary of the Provincial Party Committee and Head of the Provincial Election Steering Committee - emphasized at the first meeting of the Steering Committee for the election of National Assembly and People's Council representatives at all levels, term 2026-2031, in Nghe An province: The consultation process for selecting and nominating candidates for the National Assembly and People's Councils at all levels must ensure democracy, adhere to the planned structure and composition, and select individuals who meet the standards and conditions, are exemplary in virtue and talent, and are worthy of representing the will, aspirations, and right to self-governance of the people in the National Assembly and People's Councils at all levels, term 2026-2031.

Accordingly, through consultations, Nghe An province plans to elect 16 National Assembly delegates, including 9 delegates residing and working in the locality, and 7 delegates nominated by the Central Government. The first consultation meeting unanimously nominated 38 candidates, including 12 women, 8 young people, 7 ethnic minorities, 3 non-Party members, and 3 re-elected delegates.

For the Provincial People's Council, it is expected that 85 delegates will be elected in 20 electoral units. The number of nominated candidates is 222, ensuring a minimum of 35% are women, striving for approximately 30% of female delegates to be elected; the proportion of ethnic minorities should be 12%, non-Party members should not be less than 10%, young people under 40 years old should reach a minimum of 15%, and the proportion of re-elected delegates should not be less than 30%.

The above data shows that the criteria regarding gender, age, occupation, ethnicity, full-time delegates, non-Party delegates, etc., were scientifically researched and developed, closely aligned with reality, demonstrating a determination to improve the quality of delegates.

The election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, coinciding with the 80th anniversary of the first general election, carries even deeper and more sacred significance. This is also a moment for Nghe An to continue to uphold its revolutionary traditions, affirm its capabilities, strengthen its confidence and determination to innovate, and be ready to enter a new phase of development with higher spirits and expectations than ever before.
