Therefore, the recent message from the Chairman of the Provincial People's Committee, Vo Trong Hai, serves as a rallying cry for faster and more decisive action; transforming potential and opportunities into real driving forces for the province to embark on a new development trajectory.

Looking back over the past five years, Nghe An has risen strongly as a "new bright spot" on the economic map of Central Vietnam and the whole country. However, what is noteworthy is not simply the impressive figures, but the fundamental shift in development thinking: the province is gradually abandoning the old growth model based on agriculture and resource-intensive industries, instead proactively paving the way to welcome high-tech capital through decisive reforms.

This shift has yielded almost immediate results. For three consecutive years (2022-2024), Nghe An has been among the top 10 localities attracting the most FDI in the country, and in 2025 it is expected to surpass the $1 billion mark, firmly consolidating the province's position in the global supply chain.

The fact that leading East Asian and global technology companies such as Foxconn, Luxshare, Goertek, Everwin, Runergy, Juteng, Sunny, etc., have chosen Nghe An is not a coincidence but direct evidence of its investment absorption capacity, infrastructure quality, and the openness of its business environment reaching a new level. At the inauguration ceremony of phase 1 of the $145 million project, Mr. Vuong Duc Sieu - Chairman of Radiant Opto-Electronics Group, an Apple partner, emphasized that the factory in Nghe An will become a center in the group's operational network in Southeast Asia.

The rapid industrial expansion has led to significant changes in the economic structure. Exports are accelerating, businesses are expanding, and the labor market is more vibrant than ever. Export turnover in 2025 is estimated to reach 5 billion USD, nearly three times that of 2020; goods "made in Nghe An" are already present in more than 170 major markets, from the US and Japan to the EU. While previously workers had to leave their hometowns to find jobs, the province now faces a shortage of human resources to meet the rapid expansion of its industrial zones.

However, the economy is not the only bright spot. Nghe An province persistently pursues an inclusive development strategy, in which social welfare and improving the quality of life for its people are always placed on par with growth. Six social housing projects with 2,292 apartments were completed in 2025, exceeding the target set by the Government. Education maintained its top position nationwide; the poverty rate decreased to 3.16% by the end of this year; and the goal of eliminating more than 20,800 temporary and dilapidated houses was achieved. Alongside this, national defense and security were maintained, foreign relations expanded, creating a stable foundation to attract investment and implement large-scale projects.

Based on that foundation, entering a new term, Nghe An sets the goal of becoming a relatively prosperous province by 2030, playing a national-level growth pole and becoming the center of North Central Vietnam for industry, high-tech agriculture, logistics, trade, healthcare, education, and science and technology. To achieve this stature, the GRDP for the period 2026-2030 must increase by an average of 12% per year, an ambitious goal requiring a more modern and efficient growth model than before.

The Resolution on the 5-Year Socio-Economic Development Plan 2026-2030, adopted at the 35th Session of the Provincial People's Council, officially established four structural pillars shaping Nghe An's future in the era of global competition: Industry is considered a breakthrough driving force, with priority given to high-tech and supporting industries. Trade and services are positioned as the spearhead, with logistics, finance and banking, tourism, and a high-quality education and healthcare system playing a leading role. Agriculture is the foundation, but it must be high-tech agriculture operating along the value chain. And focus on developing the marine economy.

Recently, at the 35th session of the 18th Provincial People's Council, term 2021-2026, Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, shared policy priorities aimed at transforming vision into action. First and foremost is the concretization of the Resolutions of the Party Congresses at all levels for the 2025-2030 term; the effective implementation of the Politburo's strategic resolutions on science and technology, international integration, private sector development, judicial reform, healthcare, and education. In particular, the Chairman of the Provincial People's Committee emphasized the determination to maximize the special mechanism under Resolution 137 of the National Assembly to focus on prioritizing the development of the Western region, an area lacking infrastructure, electricity, transportation, and essential services. With an additional 50% of the funding from the central government, the province aims to "transform the special mechanism into special results," creating rapid and significant changes in the region's development.

From an economic perspective, the province continues to prioritize attracting large-scale investments to quickly fill 9 industrial parks that are currently operating at only 50% capacity, along with 71 industrial clusters, of which only about 10 are operating effectively. The Chairman of the Provincial People's Committee also stated that a plan is being developed to consolidate agricultural land to form large-scale fields and introduce modern technology into large-scale production. Along with promoting new projects, the province will conduct a comprehensive review and strictly address projects that are behind schedule, and revoke projects that leave land fallow, in order to create opportunities for truly capable investors.

Alongside economic development, social policy groups are taking a direct approach to addressing "bottlenecks." The province requires a comprehensive review of the entire school network, thoroughly addressing the surplus and shortage of teachers; recruitment must be open and transparent, and written exams must be organized to improve quality. The health sector is tasked with a comprehensive assessment of human resources and equipment; improving the quality of medical examination and treatment, especially in mountainous areas. In the context of the severe damage caused by typhoons No. 3, 5, and 10, the principle of "leaving no one behind" was repeatedly and strongly emphasized by the Chairman of the Provincial People's Committee, Vo Trong Hai.

To concretize those strategies, a prominent message from the Chairman of the Provincial People's Committee emphasized the need to improve advisory work and create breakthroughs in administrative procedure reform. He affirmed: "The Provincial People's Committee will not return any documents. If the advisory documents are not up to standard, the Director, Deputy Director in charge, and heads of relevant specialized departments must personally come to the Provincial People's Committee to explain." This decisive approach places significant pressure on the system, but according to the head of the Provincial People's Committee, "to develop, we must do this well."

The road ahead remains challenging, but with four pillars already established, key projects underway, and a heightened spirit of innovation, Nghe An enters its new term with more confidence than ever before. Firmly committed to its goals and vision, the province will transform aspirations into achievements, entering a truly transformative era, as Chairman of the Provincial People's Committee Vo Trong Hai stated: "The spirit of innovation and the aspiration for development in Nghe An are spreading strongly from the political system to the business community and the people."
