The General Director of Ha Long Canned Food Joint Stock Company has been arrested.
The People's Procuratorate of Hai Phong City has approved the arrest warrant issued by the Hai Phong City Police Investigation Agency against Mr. Truong Sy Toan, General Director of Ha Long Canned Food Joint Stock Company, along with three quality control officers and employees, for investigation related to the discovery of 130 tons of pork contaminated with African swine fever in Hai Phong.

On January 10, 2026, the Investigation Police Department of Hai Phong City Police executed an urgent arrest warrant against Truong Sy Toan (born in 1969, residing in Ha Lam ward, Quang Ninh province) – General Director of Ha Long Canned Food Joint Stock Company, due to his direct involvement in the management and operation of the business in the case of a large quantity of diseased pork being collected and stored in cold storage facilities.
On the same day, the investigative police agency also arrested three individuals: Pham Thi Thuy Lan (born in 1980, Deputy Head of the Quality Management Department), Bui Thi Thoan (born in 1979, employee directly in charge of the raw material quality control team), and Lai Thi Thanh Huong (born in 1974, employee of the input department of the Quality Management Department). These individuals were identified as having roles related to the inspection and evaluation of pork quality before it was stored and used in the production process.
Previously, through intelligence gathering and investigative measures, on September 8, 2025, the Economic Police Department of Hai Phong City Police discovered two vehicles transporting and selling 1,274.5 kg of slaughtered pork that had a foul odor, lacked proper origin documentation, and tested positive for African Swine Fever virus. The pork was being transported from an infected area to food processing companies and facilities in the area for consumption.

Test results confirmed that pork samples from the vehicles and pork samples from the cold storage facilities of Ha Long Canned Food Joint Stock Company tested positive for African Swine Fever virus.
Following an emergency search of the headquarters and warehouses of Ha Long Canned Food Company, the city police sealed off four warehouses containing approximately 130 tons of frozen pork. Immediately after the incident was discovered, all the contaminated pork was sealed and destroyed according to regulations.
On September 12, 2025, the Investigation Police Department of Hai Phong City Police issued a decision to initiate a criminal case for "Violation of regulations on food safety". On December 24, 2025, the Investigation Police Department of Hai Phong City Police initiated criminal proceedings against 9 defendants involved.
Information about the incident quickly attracted significant public attention, especially in the context of the upcoming Lunar New Year – a period when food consumption is at its peak.
The case is being handled by the authorities in accordance with the law.
