Nghe An: 41 civil registration procedures under the authority of provincial and commune levels have been amended and supplemented.
The Provincial People's Committee has just issued Decision No. 71/QD-UBND dated January 12, 2026, announcing the list of amended and supplemented civil registration procedures applicable to procedures under the authority of the Department of Justice and the People's Committees of communes in the province.
According to the decision, there are two administrative procedures under the provincial authority, including:
- Issuing copies of civil registry extracts and birth certificates;
- Verify civil registry information.

39 administrative procedures under the authority of the commune level, focusing on the following main groups of procedures:
- Basic civil registration: Birth registration, marriage registration, death registration (including re-registration, mobile registration);
- Procedures involving foreign elements: Birth registration, marriage registration, recognition of parent-child relationship, death registration;
- Changes, corrections, additions to civil registration information, and re-determination of ethnicity;
- Guardianship and guardianship supervision;
- Record in the civil registry any civil status matters of Vietnamese citizens that have been resolved abroad;
- Issuing certificates of marital status, providing copies of civil registry extracts, and verifying civil registry information.
Individuals wishing to carry out the above procedures can submit their applications through three methods:
- Directly or via public postal service to the Provincial Public Administrative Service Center (No. 16, Truong Thi Street, Truong Vinh Ward);
- Directly or via public postal service at the Public Administrative Service Centers of communes and wards;
- Submit your application online through the National Public Service Portal at this address:https://dichvucong.gov.vn.
The Provincial People's Committee assigns the Department of Justice to take the lead, in coordination with the Provincial People's Committee Office and relevant agencies, in developing internal procedures and electronic procedures, and submit them to the Chairman of the Provincial People's Committee for approval in accordance with regulations.
This decision takes effect from the date of signing and replaces Decision No. 1917/QD-UBND dated June 28, 2025, of the Chairman of the Provincial People's Committee on the announcement of the list of administrative procedures in the field of civil registration.
