On the afternoon of January 21, the 14th National Congress of the Party continued with a plenary session discussing the Congress documents.
Politburo member and Standing Committee Secretary Tran Cam Tu chaired the discussion session.

The presentations at the Congress all expressed strong agreement and consensus with the draft documents submitted to the Congress. Delegates representing Party committees of central and local agencies analyzed and clarified the issues raised in the documents, in accordance with the functions and tasks of each Party committee.
Strengthening the people's trust in the Party
Based on local experience, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam proposed to the Party and State a number of key tasks and solutions that need to be implemented in consolidating the political system in ethnic minority areas to strengthen the people's trust in the Party.
This includes strengthening the political system, consolidating clean, strong, and comprehensive grassroots Party organizations, and improving the quality of Party members. It also involves enhancing the leadership and management capacity of Party committees at all levels to meet the requirements of rapid and sustainable development, with a focus on improving the fighting capacity of Party organizations and members in ethnic minority areas.

Focus resources on building inter-regional socio-economic infrastructure; especially investing in synchronous transportation infrastructure that seamlessly connects ethnic minority areas with key economic regions, aiming to develop multi-value, sustainable ecological agriculture linked with community tourism, improve living standards, and achieve sustainable poverty reduction in ethnic minority areas.
Ensure sufficient land for production is provided to ethnic minorities; effectively promote forest protection contracts and livelihood support to develop the economy for ethnic minority households in mountainous and highland areas. Strengthen the building and promotion of the role of key political forces, especially influential figures within ethnic groups and religions; closely monitor the situation of the people.
The Secretary of the Lam Dong Provincial Party Committee requested the regular strengthening and emphasis on training, planning, assigning, and utilizing a team of ethnic minority cadres and civil servants who are truly virtuous, talented, capable of fulfilling their duties, dynamic, creative, daring to think, daring to act, daring to take responsibility, close to the people, serving the people, and grassroots-oriented, meeting the requirements of their tasks, especially those in leadership positions.

The structure should rationally include ethnic minority cadres in management and leadership positions at all levels; the preferential and specific policies in training and employing ethnic minority cadres should continue; and appropriate incentives should be provided for dedicated cadres who wish to commit long-term to working in ethnic minority areas.
Building moral values and a healthy lifestyle for young people.
In a discussion on solutions to strengthen education in revolutionary ideals, ethics, and cultural lifestyles, and to cultivate young people into outstanding successors of the Party, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Bui Quang Huy shared valuable lessons learned.
This requires continued fundamental and comprehensive innovation in the content and methods of educating the younger generation on revolutionary ideals, ethics, and cultural lifestyles. The Youth Union's educational work needs to focus on guiding and implementing the "three unities" in the awareness and actions of young people.

Particular emphasis should be placed on understanding and guiding public opinion through a close combination of methods. By clearly understanding the thoughts and aspirations of young people, it is necessary to be more proactive and timely in providing information, delivering information quickly, concisely, and accurately, helping young people access official information early and adequately, and preventing them from being influenced by bad news, fake news, or harmful information.
The First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union stated that revolutionary action movements should always be considered the most vibrant practical environment for educating, training, and uniting young people. The movement is a "great school"—the most effective method of education for young people to train, contribute, and mature.
At the same time, actively participate in building and protecting the Party and the political system; enhance the role, responsibility, and proactiveness in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints according to the motto "Correct understanding, sufficient information, swift action, strong connection, wide dissemination".

Emphasizing solutions to further strengthen, resolutely and persistently fight against corruption, waste, and negative phenomena, Deputy Head of the Central Internal Affairs Commission Dang Van Dung stated that it is necessary to thoroughly and effectively implement the 3 requirements, 5 priorities, and 3 breakthroughs, with the motto "Perseverance - Determination - Consensus - Comprehensiveness - Breakthrough" as concluded and directed by General Secretary To Lam.
To shift the focus to prevention, making prevention the primary, fundamental, and long-term priority, we must strongly move from "dealing after the fact" to "controlling ahead," from "following the correct procedures" to "doing things effectively and achieving results," from "combating to deter" to "building for sustainability," and from "traditional management" to "digital governance."

The Deputy Head of the Central Internal Affairs Commission emphasized the need to persistently build an honest nation and an honest society, with three key pillars: honest institutions, honest public service, and an honest team of officials and civil servants.
Alongside prevention, detection and handling are crucial and groundbreaking. Timely detection and handling will deter corruption, waste, and negative practices. Handling also aims to deter and warn, thereby improving prevention. Strengthening control over power is essential; corruption and negative practices are among the inherent flaws of power.
Strengthen the fight against waste, creating even stronger changes in waste prevention and control throughout society. Improve robust mechanisms to protect officials who dare to think, dare to act, innovate, and be creative for the common good; effectively and thoroughly overcome the situation of shirking responsibility, avoiding accountability, and being afraid to make mistakes.
Cultural and human development is a structural pillar of national development capacity.
Presenting a paper on the topic: “Promoting the inherent strengths of Vietnamese culture and people - the foundation for rapid and sustainable national development in the new era,” Minister of Culture, Sports and Tourism Nguyen Van Hung stated that, from its inception, the Party and President Ho Chi Minh affirmed: “Culture illuminates the path for the nation to follow.”

The orientation of the 14th National Congress continues to affirm that culture and people are at the center of the national development strategy in the new era. This ideology has united the strength of the entire nation, transforming culture into a spiritual foundation, arousing the will and aspiration to rise, contributing to the great victories of the Vietnamese revolution.
In particular, the Politburo's issuance of Resolution No. 80-NQ/TW on the development of Vietnamese culture represents a breakthrough in thinking and strategic vision in cultural development. This affirms that developing culture and building the Vietnamese people with focused and targeted solutions, implemented synchronously and persistently, will create a solid spiritual foundation, a tremendous endogenous resource, and a direct driving force for the country's rapid and sustainable development, enhancing competitiveness and asserting Vietnam's position in the new era.

The Minister of Culture, Sports and Tourism emphasized that the 14th National Congress of the Party is a historic milestone, opening a new era of development - an era of national progress. In the context of comprehensive competition in knowledge, science and technology, innovation, and cultural values, effectively leveraging the strength of culture and human resources becomes a decisive condition for the nation to maintain a long-term development advantage.
Based on this, building a new generation of Vietnamese people who are comprehensively developed in ideals, character, intellect, morality, lifestyle, and creative capacity; developing culture in a synchronized and harmonious way with the economy, politics, and society; and considering culture as a pillar of soft power and of modern creative economic sectors are fundamental orientations for Vietnam to position itself more firmly in the new global value chain.

To realize the aspiration for prosperous and happy development and to enhance the country's standing, it is necessary to simultaneously implement many strategic directions and breakthrough solutions during the 14th National Congress term and the following years. The Minister of Culture, Sports and Tourism believes that cultural and human development should be established as the structural pillar of national development capacity, as an endogenous resource and sustainable driving force of the country; placing culture in a holistic relationship, harmoniously linked with economic and social development, environmental protection, strengthening national defense and security, and expanding foreign relations.
It is affirmed that culture and people are two closely related factors that influence each other; developing culture to enhance human capacity and building people to develop culture. In this context, the national value system – the family value system – and the standards of Vietnamese people are important foundations for building the creative capacity, competitiveness, and aspirations for development of the nation in the new era.

At the same time, it is necessary to harmoniously manage the relationships between construction and defense; between tradition and modernity; between preservation and development; between real life and digital space, in order to maximize the value and strength of Vietnamese culture and people in the face of the rapid and profound changes of the times.
Lawmaking and enforcement are the "breakthroughs of breakthroughs."
Presenting his paper on "Improving institutions and laws on mobilizing and utilizing financial resources to meet the requirements of rapid and sustainable national development," Minister of Finance Nguyen Van Thang stated that institutional breakthroughs are one of the three strategic breakthroughs, and he emphasized the importance of improving institutions in guiding national development in the 2021-2030 period.
In 2025, the Politburo issued Resolution No. 66-NQ/TW, further emphasizing that the development and implementation of laws is a "breakthrough of breakthroughs," a central task that needs to be prioritized to pave the way for national development in the new era.

In line with these directives, during the 2021-2025 term, the Party Committee of the Ministry of Finance led the entire sector to focus its resources, innovate thinking, and create strong and comprehensive changes in the work of building and perfecting institutions, aiming to make institutions and laws a competitive advantage and a lever for development.
This will create a favorable investment and business environment, unleash all social resources; mobilize and effectively utilize national financial resources; develop the capital market; and create a framework for new economic models.
In the coming term, the Party Committee of the Ministry of Finance will focus on five groups of solutions in advising on the immediate issuance of all guiding documents for the new laws and resolutions passed by the National Assembly in the first quarter of 2026, in order to bring the breakthrough policies and guidelines of the Party and State into practice as quickly as possible.

To advise on the institutionalization and effective implementation of the Politburo's resolutions on the development of economic sectors. To strive to have at least 2 million operating private enterprises and 50 state-owned enterprises among the top 500 largest enterprises in Southeast Asia by 2030, and to increase the number of multinational corporations among the world's top 500 operating in Vietnam by approximately 50%.
Develop a comprehensive, modern, and integrated financial market. Build mechanisms and policies to effectively attract international investment funds. Proactively advise on and refine the legal framework for developing new economic models and financial products such as the knowledge economy, circular economy, carbon market, green bonds, and cryptocurrencies.
Building a "Happy Locality"
Nguyen Thi Thuy Lam, Secretary of the Party Committee of Tan Khanh Trung commune (Dong Thap province), expressed strong agreement with the Draft Action Program of the Central Committee of the Party to implement the Resolution of the 14th National Congress of the Party - a strategic document that opens up new opportunities to lead the country into an era of national progress.

In particular, the Party Committee of Tan Khanh Trung commune deeply appreciates the guiding principle: "Development for stability, stability to promote development and continuously improve the people's lives; ensuring the highest national and ethnic interests; using the satisfaction and trust of the people and businesses, and the effectiveness of work as evaluation criteria."
"This is not just a guiding principle, but also a strong political commitment, affirming that all policies, guidelines, and laws must be aimed at improving the quality of life, happiness, and satisfaction of the people," said the Secretary of the Party Committee of Tan Khanh Trung commune, adding that the concept of "Happy Locality" is not an abstract notion, but is composed of very specific elements.
