New spring, new hope.

The Spring of the Year of the Horse 2026 opens a new chapter of development with much faith and expectation from cadres, Party members, and the people. This is the first year of implementing the Resolution of the 14th National Congress of the Party; and also the year of launching the implementation of the Resolution of the 20th Congress of the Nghe An Provincial Party Committee and the Party Congresses at all levels for the 2025-2030 term. Strategic orientations and policies are strongly igniting the aspiration for development and the spirit of innovation and creativity throughout society.

Although many difficulties and challenges lie ahead, with clear goals and directions; high political determination from the central to local levels; and the spirit of "matching words with actions," ensuring concrete results in action and proactively addressing difficulties, new confidence and motivation are gradually being built. On this foundation, the strength of national unity continues to be promoted, paving the way for the rapid and sustainable development of our homeland and country in the new phase.

As a young person who has lived, studied, and contributed in peace, I always feel deeply happy and grateful to the generations of ancestors who sacrificed and built the solid foundation for today.

In this new phase of development, I believe that Party committees and government authorities will continue to pay attention to, guide, and inspire the people, especially the youth, to develop their abilities, preserve their cultural identity, and confidently integrate into the era of knowledge and technology. For their part, the younger generation, with their health, knowledge, and pioneering and volunteer spirit, will continuously learn, train, and contribute through concrete actions, helping to realize the aspirations for the development of their homeland and country in this new era.

In recent years, workers and laborers in Nghe An have clearly felt the positive movements in their homeland in economic development and social security. The province's persistent efforts to improve the investment environment, support businesses, and link investment attraction with vocational training and improving the quality of human resources have opened up many job opportunities and increased income for the people.

In practice, many workers from Nghe An province and other cities across the country have chosen to return to their hometown and commit to long-term employment with businesses in the province. This is vivid evidence of the workers' confidence in the province's decisive leadership and the supportive role of all levels and sectors.

Along with employment, policies on wages, social insurance, health insurance, and improved working conditions; especially social housing and worker housing projects, have been and are being implemented, creating an important foundation for workers to feel secure in their homes and careers.

With confidence forged from practical experience, the working class is ready to play its role as the core force, making positive contributions to the cause of industrialization and modernization, creating a new pace of development, and transforming Nghe An into a prosperous province and a national-level growth pole by 2030.

With another spring, our Party celebrates another year. I expect that Party committees and local governments at all levels will continue to focus on Party building and strengthening the political system in all aspects: political, ideological, ethical, organizational, and personnel. Among these, building a team of cadres at all levels, capable of fulfilling their tasks, is considered the most crucial aspect. Party committees at all levels need to pay special attention to identifying, training, nurturing, and utilizing cadres with strong political convictions, high moral character, practical capabilities, and innovative thinking; those who dare to think, dare to act, and dare to take responsibility for the common good; creating a solid foundation to consolidate the people's trust, promote the strength of national unity, and lead the country to rapid, sustainable, and distinctive development.

I can clearly feel the changes in the villages and hamlets from the concrete things I can see, touch, and measure. From the paved and concrete roads connecting the villages and hamlets to the electricity illuminating every house, bringing a new rhythm of life to these remote areas.

In Hung Chan commune, many areas previously used for planting acacia trees and low-yield crops have now been converted to planting sorghum, black olive, medicinal plants, and developing farms and livestock breeding facilities, helping people to have additional livelihoods and increase their income.

These changes have been achieved thanks to the Party and the State's constant attention, issuance, and implementation of many practical policies and guidelines suitable for ethnic minority areas, ranging from housing and livelihood support to education, medical examination, and treatment…

Currently, along with the implementation of a two-tiered local government system, many capable officials have been reinforced at the grassroots level, innovating working methods, being closer to the people, understanding their needs, and addressing their issues. This further strengthens the confidence of people in mountainous areas, allowing them to continue hoping for a more stable and sustainable life, gradually narrowing the gap between regions.
