Looking ahead, Nghe An aims to develop into a national-level growth pole and a center of the North Central region. In this process, enhancing regional linkages is a critical requirement.

Nghe An province has commenced construction on the Cua Lo Deepwater Seaport Project. This is one of 234 large-scale and significant projects nationwide that were launched to commemorate the 79th anniversary of the National Resistance Day and to celebrate the 14th National Congress of the Communist Party of Vietnam.

The project is expected to be a strategic "lever," enhancing maritime transport links for Nghe An province and the entire North Central region. Once operational, it will act as a "magnet" attracting investment, improving import and export capabilities, especially for oversized and overweight cargo. From there, it will further propel the maritime economy to become a crucial driving force, encouraging Nghe An to participate more deeply in the international maritime network.

According to the National Seaport Planning, Nghe An is positioned as the "nucleus" of Seaport Group No. 2. The vision for 2030, with a system of 9 synchronized seaports, is for Nghe An to become a strategic transit hub on the East-West economic corridor, connecting Vietnam with Laos, Northeast Thailand, and Myanmar. This is not just a goods route, but a route of integration, making Nghe An a crucial link in the regional supply chain.

The effort to expand its maritime reach is one of many concrete actions to implement Resolution No. 39 of the Politburo on the development of Nghe An until 2030, with a vision to 2045. Based on this, Nghe An is developing growth engine areas, key industries and sectors, and forming four economic corridors.
Specifically, these include: the coastal economic corridor focusing on urban development, high-tech industries, integrated services, and marine economic sectors; the Ho Chi Minh Highway economic corridor focusing on the development of high-tech agriculture, agricultural and forestry product processing industries, construction materials, and ecotourism; the National Highway 7 corridor focusing on the development of large-scale commercial agriculture and forestry linked to processing industries, and the development of ecotourism, adventure tourism, and community-based tourism; and the National Highway 48A economic corridor focusing on the development of forestry, forest economy, sub-forest economy, medicinal plants, and high-tech agriculture linked to processing industries.

With that development orientation, Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office, Member of the Prime Minister's Policy Advisory Council - analyzed: Resolution No. 39-NQ/TW has put forward a very correct and accurate development vision for Nghe An: That is, development according to regional spatial planning, economic corridors and dynamic centers, instead of scattered development according to traditional administrative boundaries. This is a modern way of thinking, in line with new trends, enabling each locality to develop sustainably and integrate with the global economy.

The Resolution of the 20th Congress of the Nghe An Provincial Party Committee identifies the development of economic zones, economic corridors, urban areas, rural areas, and infrastructure development in a linked, modern, and sustainable direction; continuing to concretize and effectively implement the orientation on the development of key areas, economic corridors, and urban systems according to Resolution No. 39 of the Politburo and the provincial planning; promoting the construction of new rural areas, developing commune cluster centers associated with rural socio-economic development; and investing in the development of synchronous, modern infrastructure that adapts to climate change.

Nghe An's development goals have been clearly defined. With the stable operation of the two-tiered local government system, there is an urgent need to quickly leverage potential and advantages, and strengthen linkages for rapid and sustainable development.

In this process, the linkages between communes and wards in Nghe An must be placed within the context of regional advantages to create stronger development momentum. Based on this, communes and wards should strengthen cooperation, share information, resources, activities, and organizational capacity to implement socio-economic development programs and projects, thereby opening up new development opportunities and added values.

Importantly, each locality needs to maximize its potential and advantages to make steady progress. Associate Professor Dr. Tran Dinh Thien - former Director of the Vietnam Institute of Economics - believes that Nghe An has achieved positive results in developing industrial zones and attracting investment, especially FDI, ranking among the top in the country. Along with that, infrastructure, from road transport to airports and deep-sea ports, has been invested in comprehensively, forming an important foundation for breakthrough development in the coming period. Besides attracting investment, Nghe An can promote the development of green agriculture and the forest-based economy to create export products… all of which must be analyzed, with solutions and decisive actions to ensure high and sustainable growth.

Nghe An is being positioned as the center of the North Central region, and the challenge is to upgrade and strongly link its urban areas for development. Since Vinh City no longer exists, the wards must consider upgrading themselves into growth engine centers. Simultaneously, the province needs to strengthen linkages between provinces to promote the development of the South Thanh Hoa and North Nghe An regions, and the South Nghe An and North Ha Tinh regions. Clearly, in this new context, "to go far, one cannot go alone"; close cooperation is essential, working together towards higher development goals. As Dr. Nguyen Sy Dung once analyzed: If each locality only focuses on its own interests, economic corridors will be disrupted, and regional linkages will easily become merely superficial.

In the new context, for effective linkages, localities need clear mechanisms, legal documents, and decisive actions, instead of just remaining at the policy level. Furthermore, the core element for successfully implementing Resolution No. 39, the Resolution of the Provincial Party Congress for the 2025-2030 term, and the Resolution of the 14th National Party Congress is that all levels, sectors, and localities need to effectively utilize the advantages of the two-tiered local government system to expand development space, exploit potential and advantages, and transform them into new, faster, and more sustainable development drivers...
