During the recent Lunar New Year (Year of the Horse), while families gathered and people went on spring excursions, the Nghe An Provincial Police force was on high alert 24/7, implementing a comprehensive range of measures to ensure security and order, as well as traffic safety. Thanks to the decisive and systematic efforts from the provincial level to the grassroots, security and order were maintained, and traffic accidents decreased across all three criteria, contributing to a safe and peaceful Spring Festival for the people.

Prevent any heated or complicated incidents from occurring.

Tet is a sensitive time for security and order. While people are resting, celebrating the New Year, and reuniting with their families, the police force enters a peak period with higher demands on their sense of responsibility and workload.

At the Mobile Police Unit, Mobile Police Department, according to the plan, the patrol force is divided into two main shifts: from 8 PM to midnight and from midnight to 4 AM; each shift consists of 12 officers and soldiers, divided into two teams. Specifically on New Year's Eve, an additional patrol team using a vehicle will be deployed to quickly handle any arising situations.

Forces are deployed in key areas, central districts, squares, temples, pagodas, and amusement parks – places where large crowds gather after the New Year's Eve transition; at the same time, they proactively prevent and stop illegal fireworks displays.

Major Nguyen Van Quan,队长 of the Mobile Police Team, Mobile Police Department, said that holidays and Tet (Lunar New Year) are the most stressful times for the force. In addition to regular planned patrols and inspections, the teams must also proactively anticipate complex situations that may arise when people gather in large numbers in central areas, temples, and pagodas to pick lucky branches at the beginning of the Spring season.

While riot police are the force directly patrolling and controlling traffic on the roads, the 113 emergency police are considered the "rapid response" to any emergency situation. On New Year's Eve and the first few days of the new year, the 113 emergency police's duty room is almost never without the sound of ringing phones.

According to a quick report from the 113 Police Team, under the Administrative Police Department for Social Order, during the Tet holiday, the hotline received 15 reports; directly resolved 5 reports in the former Vinh City area; and transferred 10 reports to police in other wards and communes for resolution.

According to Major Pham Quang Canh,队长 of the 113 Police Team, for the 113 officers, every call is an urgent request from the people. Immediately after receiving the information, the command center must quickly analyze and assess the severity and nature of the incident – whether it's real or fake, how serious it is, how many officers are needed, and whether additional forces need to be deployed to ensure appropriate deployment, avoiding waste of resources while still ensuring effective handling. The motto of "three bests": Fastest, strongest, and most effective – is not just a slogan but a mandatory requirement in every situation.

Simultaneously, special attention was paid to preventing and combating firecrackers. On New Year's Eve, the Provincial Police deployed over 300 officers from various departments to coordinate with police in wards and communes in the former Vinh City to directly participate in ensuring security and order and preventing violations related to firecrackers; at the same time, 15 working groups were established to inspect and evaluate the implementation at the grassroots level. Throughout the province, more than 650 working groups with over 6,500 officers from various forces participated in patrolling and ensuring security at the grassroots level.

Thanks to the coordinated and decisive efforts of the entire political system, the illegal use of fireworks, especially on New Year's Eve, has significantly decreased; no "hot" or complicated incidents occurred, maintaining stability in the area before, during, and after Tet.

Strictly control alcohol levels and reduce them.earstraffic accidents

The Lunar New Year holiday is a time when travel, celebrations, and gatherings increase, posing a potential risk of traffic accidents, especially those involving alcohol. Recognizing this as one of the direct causes of serious accidents, the Traffic Police force of the Provincial Public Security Department has implemented a comprehensive set of solutions even before the holiday.

Implementing the peak plan to ensure traffic safety during the Lunar New Year (Year of the Horse) and other early 2026 festivals as directed by the Traffic Police Department (Ministry of Public Security), the nationwide traffic police force is on 100% standby. In Nghe An, the peak period is being implemented continuously before, during, and after the holiday, focusing on national and provincial highways, key areas, and areas with large crowds.

From 10:00 AM on February 17th (the first day of the Lunar New Year, Year of the Horse), the traffic police force of the Provincial Police simultaneously launched a campaign to inspect and handle drunk driving violations throughout the province with the spirit of "no forbidden zones, no exceptions, no excuses for avoiding the holiday." The task forces flexibly changed the time and location of inspections to prevent evasion; all violations were strictly handled in accordance with the law.

"

We believe that handling drunk driving violations is not just about punishment, but more importantly, about prevention and deterrence. During Tet (Lunar New Year), with many celebrations and increased accident risks, we cannot afford to be complacent. The law enforcement's stance is to strictly enforce the law without exception, including against officials and civil servants if they violate the regulations.

Lieutenant Colonel Hoang Manh Hung – Deputy Head of the Traffic Police Department of the Provincial Police

Accordingly, for officials, civil servants, and employees in state agencies who violate alcohol concentration limits, in addition to penalties as prescribed, the traffic police will send notifications to their agencies and units for review and disciplinary action. Cases of resistance, non-compliance with inspections, or insulting officers will be documented and dealt with severely, with criminal prosecution considered if there is sufficient evidence.

Besides handling drunk driving violations, authorities are focusing on addressing behaviors that directly lead to traffic accidents, such as: driving under the influence of drugs; speeding; driving in the wrong lane; overloading; violating regulations on transportation business; illegal street racing, reckless driving, etc.

According to a summary by the Traffic Police Department of the Provincial Public Security, during the 9-day Lunar New Year holiday, traffic accidents in the province decreased in all three criteria (number of incidents, number of deaths, and number of injuries) compared to the same period in 2025.

Specifically, during the 9-day Tet holiday, the authorities recorded 1,793 violations. The main violations included: not wearing a helmet (110 cases); not having a driver's license (229); not having a vehicle registration certificate (202); violating alcohol concentration limits (737); speeding (266); carrying more passengers than allowed (5); picking up and dropping off passengers illegally (4); stopping and parking illegally (24),…

From the 1st to the 6th day of Tet alone, 546 cases of drunk driving violations were handled; 546 vehicles were temporarily seized, 18 driver's licenses were revoked, and points were deducted from driver's licenses in 419 cases, with a total estimated fine of over 2.1 billion VND.

"We hope that through regular inspections and enforcement, we can instill a habit in the people: If you drink alcohol, don't drive. When awareness is raised, traffic accidents will decrease sustainably, and that is the long-term goal," Lieutenant Colonel Hoang Manh Hung emphasized.

Thanks to the proactive and decisive actions of the police force from the provincial to the grassroots level, the close coordination of all levels and sectors, and the compliance of the people, the Lunar New Year of the Horse 2026 in Nghe An province was truly a peaceful, safe, and joyful spring season.
