Provincial Party Secretary Nguyen Khac Than congratulated the Department of Health and Vinh City General Hospital on Vietnamese Doctors' Day.

On the afternoon of February 24th, on the occasion of the 71st anniversary of Vietnamese Doctors' Day (February 27th, 1955 - February 27th, 2026) and the 80th anniversary of the traditional day of the Health sector in Nghe An province, Comrade Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - visited and congratulated the Department of Health and Vinh City General Hospital.

The delegation included members of the Provincial Party Standing Committee: Pham Trong Hoang - Head of the Provincial Party Organization Department; Ngoc Kim Nam - Head of the Provincial Party Propaganda and Mass Mobilization Department; and Phan Duc Dong - Secretary of the Party Committee and Chairman of the People's Council of Truong Vinh Ward. Also accompanying them was Thai Van Thanh - Vice Chairman of the Provincial People's Committee.

Reporting to the Provincial Party Secretary and the delegation, Director of the Department of Health Le Thi Hoai Chung stated that the entire sector has 49 public service units, including 11 provincial-level hospitals, 2 regional general hospitals, 7 regional hospitals (formerly district-level), 20 health centers, 5 centers and 4 provincial-level units; 457 commune health stations, now reorganized into 130 main stations; 2 tertiary hospitals; and 19 private hospitals.

The quality of medical examination and treatment is constantly improving, both in terms of professional expertise and service attitude, aiming for patient satisfaction; many advanced techniques are being implemented.

Preventive healthcare is being proactively implemented to monitor and detect cases early, preventing major outbreaks. 100% of public healthcare facilities have implemented electronic medical records. The "smart healthcare" model is gradually taking shape with smart governance, smart prevention, and smart medical examination and treatment, aiming to serve the people conveniently, transparently, and effectively.

100% of public health institutions have implemented autonomy mechanisms at various levels, contributing to increased initiative and accountability. Many key projects have been completed, most notably the Nghe An Oncology Hospital (phase 2) with a capacity of 1,000 beds.

The sector has also effectively coordinated the implementation of social security policies, promptly resolving benefits for over 203,000 social welfare and pension beneficiaries with a budget exceeding 1,500 billion VND. It has mobilized nearly 165 billion VND in social resources by 2025 to support investment in healthcare infrastructure in remote, mountainous, and border areas.

During the Lunar New Year holiday, all medical facilities maintain 24/7 service, fully preparing personnel, medicines, and supplies to ensure emergency care, examination, treatment, and disease prevention and control, contributing to a safe and healthy holiday for the people.

On the occasion of the 71st anniversary of Vietnam Doctors' Day and the 80th anniversary of the traditional day of the Nghe An Health sector, on behalf of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee, the Provincial Party Secretary Nguyen Khac Than sends his best wishes to the leaders, officials, and staff of the Department of Health and all doctors, medical assistants, nurses, and orderlies working in the health sector in the province, wishing them good health, happiness, and outstanding performance in their assigned tasks.

Besides warmly commending and congratulating the achievements and results that the entire sector has achieved in 2025, the Provincial Party Secretary also pointed out the shortcomings and limitations of the sector and suggested that the sector needs to pay attention to evaluating and acknowledging the reality in order to do even better in the future.

It was emphasized that 2026 is a very special year as the entire province implements the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress, which includes many orientations and policies on healthcare development. This is also the first year the province implements the action program to implement Resolution No. 72 of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.

Provincial Party Secretary Nguyen Khac Than requested that all leaders, officials, and staff of the Department of Health and the entire health sector fully understand the purpose, objectives, tasks, and solutions outlined in the Resolutions and action programs in order to thoroughly implement them effectively.

The sector must also continue to improve the quality of medical examination and treatment for the people. This includes improving the attitude, awareness, and responsibility of officials and staff within the sector, so as to live up to President Ho Chi Minh's profound teaching: "A good doctor is like a loving mother."

Therefore, the goal is to ensure that every time people visit medical facilities for examination and treatment, they receive the most caring, responsible, and attentive care, and feel completely at ease; and to effectively implement preventive healthcare with the motto of proactively preventing disease rather than curing it.

Provincial Party Secretary Nguyen Khac Than urged the entire sector to strive to make Nghe An a specialized medical center in the North Central region. The sector also needs to continue applying science, technology, and digital transformation in the management, examination, and treatment of diseases according to the model of smart governance, smart hospitals, and smart medical examination and treatment.

In particular, the sector needs to continue focusing on building a high-quality, highly skilled medical workforce to best serve and meet the requirements for examination, treatment, and prevention; continue to prioritize staffing and strengthen infrastructure at medical facilities in remote and disadvantaged areas; thereby reducing the burden on provincial-level facilities. Attention should also be paid to improving the living standards, quality of work, and income of doctors and medical staff to retain highly qualified personnel in public healthcare facilities.

To effectively fulfill the functions of caring for and protecting children, preventing and combating social evils; striving to ensure that every citizen receives at least one annual health check-up.

Following that, Provincial Party Secretary Nguyen Khac Than and the delegation visited and congratulated Vinh City General Hospital. There, the Provincial Party Secretary toured the hospital's departments, facilities, and equipment; and inquired about and encouraged patients and their families who were receiving inpatient treatment.

Reporting to the Provincial Party Secretary, the Director of Vinh City General Hospital, Dr. Nguyen Hong Truong, stated that the hospital is a multi-specialty medical facility, at the grassroots level, under the Nghe An Department of Health.

After more than 60 years of formation and development, the hospital is a prime example of a "self-governing public service unit," a model for building a "smart hospital," and applying digital transformation as a "breakthrough" in the reform and development process. The hospital was the first medical examination and treatment unit to implement digital transformation in 2017, achieving 100% paperless operations, with all results provided to patients via an app, etc.

Currently, Vinh City General Hospital receives more than 3,000 outpatient visits and approximately 1,000 inpatients daily, performing 10,931 surgeries across all three facilities. Essentially, all targets have been met or exceeded in 2025.

The growth in scale has always gone hand in hand with a high patient satisfaction rate, clearly reflecting the shift in service style, where patients are placed at the center of all professional and administrative activities: the hospital's quality consistently ranks first among public healthcare facilities, and its patient satisfaction index is in the top 10 nationwide.

Vinh City General Hospital has become a pioneering district-level unit in Nghe An province, successfully implementing and routinely performing many new and advanced techniques from provincial and central-level hospitals, especially in the specialties of: Intensive Care - Toxicology; Urology; Trauma and Orthopedics; Neurosurgery - Spine; and Interventional Cardiology. This contributes to reducing the burden on higher-level hospitals, facilitating treatment, and reducing costs for patients. Alongside its specialized expertise, the hospital focuses on diversifying services and enhancing the treatment experience.

Expressing his deep impression of the achievements and results the hospital has attained in recent years, especially in 2025, Provincial Party Secretary Nguyen Khac Than extended his best wishes to the members of the Board of Directors and all staff and employees of the hospital, and wished them success in fulfilling their duties in the cause of caring for and protecting the health of the people.

The Provincial Party Secretary emphasized that the demands for healthcare for the people in 2026 and the coming years are very high; thereby, striving to make Nghe An province a specialized medical center in the North Central region, a reliable address for people of Nghe An province and neighboring provinces to come for examination and treatment.

Besides building on the achievements, Provincial Party Secretary Nguyen Khac Than requested Vinh City General Hospital to continue investing in and developing its strengths in specialized medical services; and to continue paying attention to training and improving the quality of human resources, as well as policies and benefits for employees.

Vinh City General Hospital also needs to continue strengthening investment in facilities and equipment to meet the healthcare needs of the people, especially in some specialized fields. It should continue to apply science, technology, and digital transformation in management, focusing on three important pillars: smart governance, smart disease prevention, and smart examination and treatment.

In addition, the hospital needs to build and strengthen its organization and streamline its structure; continue to maintain a spirit of unity and cohesion within the leadership team; and create the best possible working environment so that medical staff and doctors can confidently dedicate themselves, contribute, and demonstrate their abilities and skills. The province will continue to pay attention and create the most favorable conditions for the hospital's continued development.
