Establish a Steering Committee for school construction in border communes.
Prime Minister Pham Minh Chinh signed Decision No. 360/QD-TTg establishing the Steering Committee for the construction of schools in border communes (the Steering Committee).
Deputy Prime Minister Le Thanh Long serves as the Head of the Steering Committee.
The Steering Committee for School Construction in Border Communes was established to assist the Government and the Prime Minister in directing the implementation of school construction in border communes, and includes the following members:

The Deputy Head of the Steering Committee is the Minister of Education and Training.
The members of the Steering Committee include: Permanent Deputy Minister of Education and Training Pham Ngoc Thuong; Deputy Minister of Finance Nguyen Thi Bich Ngoc; Deputy Minister of Construction Nguyen Tuong Van; Deputy Minister of Agriculture and Environment Vo Van Hung; Deputy Minister of Ethnic Minorities and Religion Y Vinh Tor; and the Chairpersons of the People's Committees of the provinces and cities of: Tuyen Quang, Cao Bang, Lai Chau, Lao Cai, Dien Bien, Lang Son, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Ninh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Lam Dong, Dong Nai, Dong Thap, Tay Ninh, and An Giang.
Functions, duties, and powers of the Steering Committee
The Steering Committee is an inter-agency coordinating organization whose function is to assist the Government and the Prime Minister in directing and coordinating the resolution of important, inter-sectoral issues related to the construction of multi-level boarding schools in land border communes.
The Steering Committee is tasked with advising and proposing to the Government and the Prime Minister specific and effective plans, solutions, and approaches to achieve the goal of investing in and constructing 100 multi-level boarding schools in border provinces and cities before August 30, 2026. These schools will serve as models for subsequent widespread implementation, aiming to complete the investment and construction of 248 schools within the next 2-3 years, in accordance with the Politburo's Conclusion Notice No. 81-TB/TW dated July 18, 2025, on the policy of investing in school construction for border communes and the Government's Resolution No. 298/NQ-CP dated September 26, 2025, promulgating the Action Plan to implement Conclusion Notice No. 81-TB/TW; and directing relevant ministries, agencies, and localities. Closely coordinate and focus on promptly resolving difficulties and obstacles during the implementation process.
The Ministry of Education and Training is the permanent agency of the Steering Committee.
The Steering Committee operates on a part-time basis, emphasizing individual responsibility and performing its functions, duties, and powers in accordance with the Regulations on the Organization and Operation of the Steering Committee issued by the Head of the Steering Committee.
The Ministry of Education and Training is the permanent agency of the Steering Committee, responsible for developing the Regulations on the organization and operation of the Steering Committee and submitting them to the Head of the Steering Committee for signing and promulgation; utilizing the existing organizational structure to carry out the tasks assigned by the Steering Committee, ensuring that the Ministry's staffing levels are not increased as assigned by the competent authority. Funding for the Steering Committee's tasks is allocated from the Ministry of Education and Training's regular operating budget in accordance with the State Budget Law and relevant legal regulations.
The Head of the Steering Committee shall consider and decide on the establishment of an Advisory Team to assist the Steering Committee when necessary.
