These are all qualified and capable leaders who have received thorough training, risen through the ranks from the grassroots level, and held various positions in numerous fields at both the central and local levels.
On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated the contributions and efforts of the officials in their respective positions. Regardless of their roles, these officials have successfully completed their assigned tasks, making significant contributions to the overall achievements and the growth and development of their ministries, sectors, and localities.
The Prime Minister requested that the newly appointed officials, along with the leaders of their respective sectors, agencies, and units, focus on effectively implementing several key areas.
In particular, the Prime Minister noted the need to focus on leadership and guidance, striving to successfully complete the assigned political tasks; contributing to the successful implementation of the 7 key tasks and solutions for 2026 and the 2026-2031 term as directed by General Secretary To Lam at the Government-Localities Conference summarizing the work of 2025; in the spirit of "effectively addressing immediate issues to create momentum for growth while implementing strategic, long-term reforms to transform the development model".

Government leaders, ministries, and agencies need to strengthen unity, cooperation, and close coordination, maintain integrity and resilience in the face of difficulties and challenges; set a good example in strictly adhering to and implementing the Party's guidelines and policies, and the State's laws and regulations...
The Prime Minister requested that personnel quickly adapt and get up to speed with their new roles, focusing on leading and directing the implementation of key tasks; identifying important and urgent issues that need immediate attention; ensuring the effective performance of routine tasks; responding flexibly and effectively to emerging problems; and having a roadmap, plan, and specific assignment of responsibilities for tasks in the medium and long term.
The head of the government also emphasized the importance of continuing to focus on building a team of officials and civil servants who are truly capable, politically steadfast, professionally competent, skilled in their work, and effective in their duties. At the same time, he encouraged officials to dare to think, dare to act, and dare to take responsibility for the common good...

The Prime Minister stated that, given the current context and situation, the demands and expectations of the Party and the State are very high, and the expectations of the people and businesses are also very great, therefore the mission, responsibility, and tasks placed on the personnel are very heavy.
The Prime Minister urged officials to always uphold the spirit of "being united even more; striving even harder; demonstrating even greater political determination; making even greater efforts; acting decisively; and achieving even greater results," and "saying what you mean and doing what you promise; fulfilling commitments; and achieving concrete, quantifiable results."
In addition, the Prime Minister expressed his confidence that, in their new positions, the officials would uphold a high sense of responsibility, utilize their abilities, strengths, intelligence, and courage, and together with the leadership team and the entire staff, unite, uphold fine traditions, strive to overcome limitations and shortcomings, surmount difficulties and challenges, and successfully complete all assigned tasks.
