Nghe An appoints leaders for the Southeast Economic Zone Management Board and two project management boards.
On the morning of March 4th, the People's Committee of Nghe An province held a ceremony to announce the decisions on the transfer and appointment of leading and managerial officials for the Southeast Economic Zone Management Board and two provincial-level project management boards.
Attending the ceremony were: Mr. Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives from the Provincial Party Committee's Organization Department, the Party Committee of the Provincial People's Committee, and leaders of several relevant departments and agencies.
On February 28, 2026, the Chairman of the Provincial People's Committee signed and issued decisions on personnel matters.
According to Decision No. 696/QD-UBND, Comrade Nguyen Xuan Duc - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Kim Lien commune - has been transferred and appointed to the position of Head of the Management Board of the Southeast Nghe An Economic Zone.
According to Decision No. 698/QD-UBND, Mr. Hoang Sy Kien, Deputy Director of the Department of Construction, was transferred and appointed to the position of Director of the Nghe An Provincial Transport Project Management Board.
According to Decision No. 727/QD-UBND, Mr. Nguyen Hao, Deputy Director of the Department of Agriculture and Environment, has been transferred and appointed to the position of Director of the Project Management Board for Investment in Construction of Agricultural and Rural Development Projects.
Also at the announcement ceremony, provincial leaders presented appointment decisions to the Deputy Directors of the two project management boards.
The Nghe An Provincial Project Management Board for Transportation Works has the following Deputy Directors: Hoang Quoc Khanh, Nguyen Duy An, Phan Van Binh, and Phan Duc Long.
The Project Management Board for Investment in Construction of Agricultural and Rural Development Projects has the following Deputy Directors: Vu Quy Phat, Nguyen Phuong Dong, Tran Quoc Hoan, and Thai Van Hung.
The decisions take effect from the date of signing, and the term of office is 5 years.
The appointment of personnel to lead project management boards is being carried out in the context of the Provincial People's Committee implementing Plan No. 102/PA-UBND on continuing to reorganize the organizational structure of the provincial government.
Accordingly, the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects under the Department of Agriculture and Environment and the Project Management Board for Transportation Projects under the Department of Transportation have been transferred to the direct control of the Provincial People's Committee.
In his remarks assigning the new duties, Chairman of the Provincial People's Committee Vo Trong Hai congratulated the newly transferred and appointed officials, while emphasizing the need for innovative thinking, stricter discipline, and improved management efficiency.
Regarding the Southeast Economic Zone Management Board, he stated that it plays a key role in the province's development strategy and that the Provincial Party Standing Committee places high expectations on its ability to attract strategic investors and create momentum for sustainable growth.
According to the Chairman of the Provincial People's Committee, the Standing Committee and the Provincial Party Committee carefully considered the matter before deciding to appoint Comrade Nguyen Xuan Duc. In his new position, the Head of the Southeast Economic Zone Management Board is required to focus on in-depth research into mechanisms and policies; and at the same time, urgently consolidate the organizational structure to meet the development requirements in the new phase.
The Chairman of the Provincial People's Committee emphasized that the governing principle is to create maximum convenience for investors while not relaxing legal discipline. The process of approving investment policies must be within the proper authority, rigorous, and transparent. It must be done quickly but surely; all decisions made today must ensure long-term stability and not create legal repercussions for businesses and management agencies.
The Southeast Economic Zone Management Board must also build internal unity, clearly assign responsibilities to each leader, and promote the role of the head of the organization.
Regarding the two project management boards, the Chairman of the Provincial People's Committee assessed that the appointed officials had all risen through the ranks from the grassroots level and possessed management experience. In their new positions, the leaders of the boards need to prioritize internal unity; clearly assign responsibilities to specific individuals; and establish a transparent relationship between the board head and the deputy board heads.
Immediately after the announcement ceremony, the three heads of the committee must urgently review and reorganize the structure, assign specific tasks, and ensure the smooth operation of the system. The central task emphasized is the disbursement of public investment capital, contributing to the province's efforts to achieve the target of 100% disbursement of the plan this year.
The Chairman of the Provincial People's Committee requested that the leaders of the departments uphold a sense of responsibility, act decisively, and work together with the province in achieving socio-economic development goals.
