On the afternoon of March 4th, Inspection Team No. 11 of the Nghe An Provincial Election Committee launched the second phase of inspections on the preparations for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in 10 communes: Nghi Loc, Dong Loc, Hai Loc, Trung Loc, Than Linh, Phuc Loc, Van Kieu, Kim Lien, Dai Hue, and Thien Nhan.

Comrades Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dong Loc commune; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, and Vice Chairman of the Provincial People's Council, co-chaired the working session with the localities.
Complete all tasks on schedule as required by law.
The election will take place on March 15, 2026. This working session is defined as a comprehensive review and final assessment of the legally mandated tasks, aiming to promptly rectify and supplement any remaining issues, ensuring the election is conducted democratically, lawfully, safely, and economically.

Inspections and reports from local authorities show that all 10 communes have completed the tasks on schedule as required by law.
The commune-level election committees successfully organized the second and third consultative meetings for candidates for the commune People's Council on schedule; they strictly followed the process of gathering opinions and endorsements from voters residing in their areas regarding the candidates during the period from February 4-8, 2026. The procedures were ensured to be rigorous, open, and transparent.
Personnel work was meticulously prepared, ensuring the structure and composition in accordance with the Resolution of the Standing Committee of the National Assembly. Most communes met and exceeded important targets regarding the percentage of women, young representatives, re-elected representatives, and non-Party members.

In addition, 100% of communes have issued resolutions announcing the official list of candidates for the commune People's Council and posted their brief biographies at the commune People's Committee headquarters and polling stations before February 27, 2026. The timely public disclosure of the list and biographies of candidates has facilitated voters' access to information and enabled them to fully exercise their rights and responsibilities as citizens.
A highlight of this inspection was the proactive application of information technology by many localities to serve the election process, such as posting candidate information on the commune's electronic portal and Fanpage, creating QR codes for each group of delegates, and posting them at polling stations for voters to easily look up.
Preparations for the infrastructure on election day are being carried out urgently and meticulously. Simultaneously, special attention is being paid to ensuring security and order.
Communes developed specific security plans and strategies for each polling station; they proactively monitored the local situation. Police and military forces were assigned to be on duty, ready to handle any situation and ensure absolute safety before, during, and after election day.

Speaking at the meeting, Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Dong Loc commune, in charge of election work in 10 communes - emphasized that the election is taking place in the context of a two-tiered local government, therefore, the requirements are higher, stricter, and there is no room for complacency.

To implement this, the comrade suggested that communes should focus on five key tasks. First, closely follow the directives from the Central Government, the province, and the Election Committees at all levels, and implement them according to the correct procedures; at the same time, intensify propaganda through various visual and lively forms, effectively combining the local broadcasting system and the internet, creating an atmosphere of excitement, considering election day as a true festival for all people.
In addition, communes need to accurately review the voter list, ensuring that it is complete and reflects the actual number of voters present in the area; meticulously prepare the facilities at polling stations, arranging them scientifically, conveniently, and respectfully; closely monitor the security and order situation, proactively plan for handling situations, and ensure absolute safety before, during, and after election day.

Concluding the working session, Comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Head of the inspection team - acknowledged and highly appreciated the proactive and serious approach of the localities in their preparations over the past period.

With little time left until election day, the comrade requested that all communes enter the final stage with a high level of focus, comprehensively reviewing each task to prevent any mistakes before election day.
The immediate focus is on completing the decoration and ceremonial arrangements at polling stations in accordance with regulations, ensuring solemnity, uniformity, and creating an atmosphere of excitement, truly making it a festival for the people. Simultaneously, strict management of election materials and facilities is essential.
In particular, regarding the voter list, the Vice Chairman of the Provincial People's Council requested that it be further reviewed and finalized to reflect reality accurately and completely.
The training of election committees must be thorough, focusing on the procedures for conducting and counting votes... Sharing the pressure and large workload at the grassroots level, the comrade acknowledged the efforts of the team of Party branch secretaries, village heads, and commune officials; and at the same time, expressed the hope that local leaders would continue to pay attention to and encourage the grassroots officials.

Regarding security and order, the Vice Chairman of the Provincial People's Council requested that communes thoroughly understand the specific characteristics of their areas, proactively develop plans, and avoid being caught off guard. Members of the commune-level steering committee should vote early to be able to promptly go to the grassroots level to provide guidance on election day.
He also suggested stepping up information and propaganda efforts; encouraging priests, the elderly, and senior Party members to participate in early voting, creating a positive ripple effect.
The goal is to achieve the highest possible voter turnout, complete the process as early as possible, and contribute to the province's successful organization of the election, ensuring it is democratic, safe, and in accordance with the law.

Before working with the commune leaders, Comrade Nguyen Nhu Khoi personally inspected the preparations in the Quyet Thang and Lac Hong hamlets (Nghi Loc commune).
The inspection team surveyed the polling area, the posting of voter lists, the list of candidates, and the conditions ensuring services for voters.
Upon inspection, the Vice Chairman of the Provincial People's Council highly appreciated the proactive spirit of the locality. Notably, at the bulletin boards listing candidates for the National Assembly, Provincial People's Council, and Commune People's Council, Nghi Loc commune added QR codes for people to scan and look up the biographies and action programs of each candidate. This approach was assessed as convenient, increasing transparency and in line with the trend of digital transformation in election organization.


With 11 days remaining until election day, Comrade Nguyen Nhu Khoi requested that the Party branch secretaries and village committees continue to thoroughly review each task, intensify propaganda efforts, closely monitor the situation at the grassroots level, ensure security and order, and create the most favorable conditions for voters to participate fully and in accordance with regulations, contributing to the successful organization of the election.
