Instructions for changing your polling location on VNeID and in person in 2026 are as follows:

Citizens can independently request a change of polling location via the VNeID national identification application (for voters who already have an active level 2 electronic identification account); the procedure is as follows:





Tap "Back" to return to the Polling Area screen. Tap "History of requests to change polling place" to view the history. Tap "Voting Certificate from elsewhere" to view your Voting Certificate from elsewhere: The Voting Certificate from elsewhere is displayed when the citizen's current voting information is "elsewhere".
Citizens will not be able to create another change request while a polling place change request is already being processed.

Report directly to the People's Committee of the commune where you reside; the procedure is as follows:
Step 1:To obtain a Voting Certificate: Voters should go to the People's Committee of the commune where they are registered on the voter list to request a Voting Certificate so they can cast their vote elsewhere.
Step 2:System update: After issuing the certificate, the local police in the old location will remove the voter from the list on the software with the reason: "Voted elsewhere".
Step 3:Adding names to the voter list at the destination: Voters should bring this Certificate to the People's Committee of the commune where they can vote to have their names added to the voter list there.
Electoral scope: In this case, voters are only allowed to participate in the election of National Assembly representatives and provincial People's Council representatives in the new locality.
