During the 2021-2026 term, many issues of concern to voters in Nghe An were received, conveyed, and gradually resolved through the activities of the National Assembly delegation and People's Councils at all levels. This clearly demonstrates the responsibility and efforts of elected representatives in listening to, accompanying, and protecting the legitimate rights of the people.

In Tien Phong commune, the people's confidence in the election of National Assembly and People's Council representatives at all levels for the 2026-2031 term is built upon concrete changes in their lives, as many voter requests have been heard and addressed.
One of the most notable achievements is the Tien Phong – Hanh Dich road, over 15km long and 7m wide, connecting National Highway 48 to the center of Tien Phong commune and the Seven-Tier Waterfall tourist area. With a total investment of nearly 150 billion VND, the project has been largely completed. This facilitates travel and trade for the local people, while also opening up opportunities for socio-economic development, tourism, and forest protection in the Pu Hoat Nature Reserve area.

Mr. Ha Van Dung, head of Long Thang village, shared: "The new road not only makes travel more convenient but also clearly demonstrates the concern of the authorities at all levels for the voters' requests. This further strengthens the people's trust in the representative role of the People's Council representatives at all levels."
In Nhon Mai border commune – which suffered heavy damage from the 2025 floods – the issue of housing and accommodation to help people stabilize their lives after the natural disaster is of great concern to many voters. To date, 95 households affected by flash floods in the villages have completed the construction of new houses. For Pha Mut village – an area at high risk of landslides – the province has approved the construction of a 1.8-hectare resettlement area with a total investment of approximately 8 billion VND to urgently relocate 16 households who lost their homes due to flash floods.




According to Comrade Mac Van Nguyen - Secretary of the Party Committee and Chairman of the People's Council of Nhon Mai commune: With the involvement of the entire political system, the land leveling has been basically completed, and households have been allocated land by lottery. Of these, 12 households have completed their house foundations, and 4 households are currently building their houses.


The above examples vividly demonstrate that the legitimate and urgent opinions and aspirations of the people are received and conveyed by elected bodies, and are considered and addressed promptly and thoroughly by Party committees and governments at all levels.

According to statistics in the provincial People's Council's thematic monitoring report on resolving outstanding voter petitions, from the beginning of the term to date, out of a total of 994 petitions submitted to the provincial People's Council, 889 have been resolved; 105 petitions are still being processed.
The responsibility of state agencies in addressing voters' petitions is increasingly being enhanced in a way that is open, transparent, and timely. For example, in response to voters' feedback, the Department of Construction has repaired and upgraded Provincial Road 538; Provincial Roads 542C and 539C to ensure convenient and safe travel for the people; the Department of Agriculture and Environment has developed cadastral maps delineating areas managed by forestry enterprises and areas of agricultural land owned by households in adjacent and bordering areas; and has submitted a request to the Provincial People's Committee to allocate funds for repairing vulnerable sections of some sea and river dikes to ensure safety during the rainy and stormy season…
Comrade Lo Thi Kim Ngan - Head of the Ethnic Affairs Committee of the Provincial People's Council, said: The Standing Committee of the Provincial People's Council, the committees, and specialized delegates always closely monitor the local areas, proactively grasp the thoughts and aspirations of the people to promptly report them to relevant agencies, especially through the Provincial People's Committee - the agency in charge of implementing mechanisms and policies within its authority.

As a result, many important mechanisms and policies have been issued, such as policies to support agricultural development, support for fishing vessels operating in offshore areas, support for forest owners in forest management and protection, policies to support tuition fees for students, and policies to stabilize the population during the 2024-2030 period… These decisions have contributed to solving many pressing problems from practice.
During the past term, the National Assembly delegation of Nghe An province clearly demonstrated its role as an honest representative of the voters, listening to the voices of the people and conveying issues from real life into the process of policy and lawmaking; accompanying the Party committee and the government in the province's development. For example, the provincial National Assembly delegation made important contributions to the National Assembly's promulgation of Resolution No. 36 on piloting some specific mechanisms and policies for the development of Nghe An province; Resolution No. 137 supplementing the piloting of some specific mechanisms and policies for the development of Nghe An province. Or the resolution on the investment policy for the Vinh – Thanh Thuy expressway project, opening up new development opportunities for Nghe An, enhancing connectivity and promoting regional integration.

In addition, the delegates actively raised pressing social issues that require timely attention and solutions from the National Assembly and the Government. For example, responding to the opinion of the delegates from Nghe An province regarding prioritizing the allocation of sufficient resources to complete the rural, mountainous, and island electrification program according to the set objectives, the National Assembly requested the Government to strive to complete the electrification of all households nationwide by 2027.
At its 6th session, the 15th National Assembly decided to allocate an additional 1,275 billion VND from increased central government revenue to definitively resolve the compensation and land clearance issues for the expansion projects of National Highway 1A through Nghe An province – a long-standing problem.
These results further strengthen voters' confidence in the representative mechanisms of the National Assembly and People's Councils; and at the same time affirm the message that General Secretary To Lam stated at the National Conference on the implementation of the election of deputies to the 16th National Assembly:"Members of the National Assembly and People's Councils must truly be "A loyal representative of the people, speaking the voice of the people, caring for the people's affairs, and protecting the legitimate rights of the people - directly the people in their polling area.".

In reality, every voter wants their concerns and suggestions to be promptly conveyed by elected representatives and thoroughly and satisfactorily resolved by relevant agencies. Therefore, according to Comrade Tran Van Mao - former Deputy Head of the Standing Delegation of the National Assembly of Nghe An province, 14th term: It is necessary to improve the process of monitoring, supervising, and evaluating suggestions by applying information technology, publicly disclosing the processing progress so that people can easily look up and monitor; clearly defining the deadlines, responsibilities for resolution, and sanctions for cases of slow or superficial resolution.

To improve the quality of petition resolution, worthy of the trust and expectations of voters, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Nghe An Provincial People's Council, said: During the past term, the Provincial People's Council has developed software to track the progress of petition resolution, applied to the People's Councils at the commune level, creating a connection from the compilation and resolution of voters' petitions and citizens' letters, to the implementation of recommendations, conclusions of supervision, questioning, and explanations of the People's Council…
At the same time, it was recommended that the Provincial People's Committee link this work with the digital transformation process. The results of resolving petitions were also used as criteria for evaluating emulation and the level of task completion of collectives and individuals, especially the heads of departments... As a result, the rate of petitions from voters to provincial People's Council representatives that were resolved reached over 90%; for former district-level People's Council representatives, it reached over 82%; and for commune-level representatives, it reached over 84%.

A significant step forward is the issuance of the Regulations on Receiving, Processing, and Responding to Voter Petitions in Nghe An Province, as stipulated in Decision No. 98/2025/QD-UBND. The regulations clearly define the process for receiving, classifying, forwarding, and resolving petitions, while also specifying the responsibilities of relevant agencies, localities, and their leaders. These steps not only enhance transparency and accountability in resolution but also create a direct connection between elected bodies, state agencies, and voters.
Experience shows that when people feel their voices are heard, their rights are protected, and the fruits of development are truly evident in their lives, their trust in elected bodies will be increasingly strengthened.
