The Prime Minister has requested the development of electric vehicle charging and battery swapping stations in apartment buildings.
Prime Minister Pham Minh Chinh has just issued a directive instructing ministries, agencies, and localities to promote the development of electric vehicle charging station infrastructure in apartment complexes.
The official dispatch clearly states that the infrastructure for charging stations, parking spaces, and battery swapping stations in urban areas and apartment buildings is facing many obstacles and shortcomings, such as: The system of charging stations and battery swapping points in urban areas and apartment buildings is insufficient and not synchronized; parking space planning in projects is incomplete, and the demand for charging puts pressure on the internal power system and poses fire safety risks.
The Prime Minister requested that ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and city People's Committees revise regulations, policies, standards, and infrastructure development plans for parking spaces, charging stations, battery swapping stations, etc.
The Prime Minister emphasized that there must be no loopholes that create opportunities for corruption, waste, or vested interests during implementation, and that regular monitoring, inspection, and handling of violations are necessary.

The Ministry of Construction is tasked with urgently developing and finalizing a system of regulations, standards/standards for urban planning that must integrate infrastructure for green transportation, including electric vehicle charging stations and the necessary infrastructure for alternative battery charging stations.
The Prime Minister also requested urgent research, amendment, and supplementation of national technical standards for apartment buildings to provide specific guidance on the design of charging stations in apartment buildings, ensuring safety, fire prevention, and convenient installation locations. Relevant agencies were also asked to resolve obstacles related to the procedures for granting construction and renovation permits for charging stations in existing apartment buildings.
The Ministry of Industry and Trade is urgently taking the lead in developing and promulgating national technical standards on safety and energy efficiency standards for charging equipment, charging stations, and power supply systems for charging stations.
The head of government also directed localities to urgently review planning and require the arrangement of electric vehicle charging infrastructure for transportation systems in urban areas and construction sites.
Developers and apartment building management boards should closely coordinate with charging infrastructure providers to arrange scientifically sound and safe installation locations in accordance with legal regulations, standards, and norms; and guide residents in arranging and using parking spaces, charging stations, and battery swapping stations for electric vehicles.
