Fraudster arrested for swindling 6 billion VND in land-related cases.

On April 9th, the Investigation Agency (Department of Investigation of Crimes related to Corruption, Economics, Smuggling, and Environment) of the An Giang Provincial Police announced that it had served the decision to prosecute and the order to temporarily detain Tran Thi Bich Phuong (residing at Group 05, Suoi Lon Duong To residential area, Phu Quoc Special Economic Zone, An Giang province) to investigate the act of "fraudulent appropriation of property".

Working with the investigating agency, Tran Thi Bich Phuong admitted to all of her actions. Accordingly, on June 9, 2022, Phuong signed a contract to transfer a 25,000m² plot of land in Cua Lap, Duong To (Phu Quoc City; now Phu Quoc Special Economic Zone, An Giang province) to several individuals residing in Ho Chi Minh City and Phu Quoc for 17 billion VND.

After signing the contract, the buyer transferred a total of 6 billion VND to Phuong in several installments. Phuong committed to completing the land survey to register the land use rights within 60 to 90 days.

However, after the agreed-upon deadline, Phuong failed to complete the surveying procedures as per the contract. When the buyer requested a refund, Phuong refused to comply.
