Regulations for the 27th Nghe An Province Youth and Children's Football Tournament - Newspaper and Radio & Television Cup and grassroots talent classes in 2026

On April 10th, the Nghe An Department of Culture, Sports and Tourism issued document No. 1398/DL-SVHTTDL promulgating the Regulations for the 27th Nghe An Provincial Newspaper and Radio-Television Cup Youth and Children's Football Tournament and the grassroots talent classes in 2026.

I. OBJECTIVES AND REQUIREMENTS

1. Purpose

To create a healthy and beneficial playground for teenagers and children, encouraging and motivating them to participate in training and practice, and on that basis, to discover talents for the province's football.

Serving the cultural and sporting needs of the people, promoting the socialization of sports activities, and advertising the brands of businesses contribute to socio-economic development throughout the province.

2. Requirements

Strictly abide by the rules, regulations, and guidelines of the tournament organizers;

Education should focus on honesty, nobility, discipline, solidarity, mutual assistance, and learning; and resolutely address cases of registering or using players who are underage.

Absolute security and safety are guaranteed.

II. PARTICIPANTS

Athletes belonging to gifted programs and independent athletes who are registered as permanent residents in localities within the province.

Children aged 10 and under (born on or after January 1, 2016);

The Youth Team consists of members aged 12 and under (born on or after January 1, 2014).

Athletes who train at football clubs in Nghe An province or outside the province are not allowed to participate in this tournament.

III. REGISTRATION FOR THE COMPETITION

1. Registration details

Each ward and commune in Nghe An province is allowed to register one youth football team and one children's football team.

The ward or commune with a team participating in the tournament is entitled to register players residing in the cluster of wards or communes within the former district, city, or town, and must obtain the player's consent (in cases where two or more wards or communes register the same player). Each player has the right and may only register to play for one team.

The ward or commune with a grassroots football talent class training in its area is responsible for mobilizing athletes from that talent class to participate in the team. The grassroots football talent class located in a particular ward or commune must participate in the competition for that ward or commune's team. (This tournament is integrated with the 2026 grassroots football talent tournament, so full participation from all talent classes is required).

2. Registration period for the competition

Preliminary registration: Before May 15, 2026;

Official registration deadline: Before June 1st, 2026 (applications will not be accepted after this date).

3. Timeframe for document verification and player ID issuance:Before June 6, 2026, at the Nghe An Provincial Sports Training and Competition Center – Thanh Vinh Ward, Nghe An Province.

5. The file includes:

Each team's roster must be signed and stamped by the People's Committee of the commune or ward, and a recent portrait photo of the team leader, coach, and athletes must be affixed for the Organizing Committee to create the competition cards.

Youth team: 1 Team Leader, 1 Head Coach, 1 Assistant Coach, 1 Caregiver, and 14 Athletes.

Children's team: 1 Team Leader, 1 Head Coach, 1 Assistant Coach, 1 Caregiver, and 12 Athletes.

Confirm your residency information using the attached form and provide your personal identification number as prescribed by the Ministry of Public Security;

A health certificate issued by a hospital no more than 15 days before the competition (can be included in the team roster);

Each coach and athlete must submit two 4x6 photos (with full name, date of birth, and place of origin written on the back) to create the competition record book.

The organizing unit will purchase its own insurance and be responsible for the insurance coverage for each athlete during the competition period.

Documents verifying the athlete's circumstances: Photocopies of certificates proving poverty status, near-poverty status, or confirmation from the local government for athletes with other particularly difficult circumstances.

IV. RULES, COMPETITION FORMAT AND SCORING METHOD

1. Rules of the game:The current rules of competition of the Vietnam Football Federation apply:

Futsal rules (for children's football); 7-a-side football rules (for youth football);

Playing field: Children's field: 20m wide - 40m long; Youth field: 40m wide - 60m long

Match ball: Dynamic ball size 04;

Athletic shoes: Regular canvas shoes or soft-soled canvas shoes with anti-slip studs;

Athletes must wear long socks and shin guards;

Competition attire: Each team must have two sets of competition attire in different colors. The player's jersey number must remain the same as registered throughout the tournament. Teams are required to wear the attire provided by the Organizing Committee during the competition (if any).

2. Competition format and scoring system

a) Competition format: Based on the number of participating teams, the organizing committee will determine a suitable competition format.

Registration per match: Each Youth team can register 14 athletes per match; each Children's team can register 12 athletes per match.

b) Scoring method:

* If playing in a round-robin format: 3 points for a win, 1 point for a draw, 0 points for a loss.

The team with the higher score ranks higher. If two or more teams have the same score, the results of the matches between those teams are considered in the following order:

+ Opposing

+ The difference between the total number of goals scored and the total number of goals conceded.

+ Total goals

If the above indicators are equal, then continue to consider the indicators of all matches in the group in the following order:

+ The difference between the total number of goals scored and the total number of goals conceded;

+ Total goals;

+ Number of yellow and red cards;

+ Draw lots.

In the case of a round-robin tournament with only 3 teams: matches must not end in a draw. If the score is tied after 2 halves, a penalty shootout will be held to determine the winner (the winning team in the penalty shootout will have one goal added to their score). The two teams that take the penalty kicks first will play against the team that hasn't played yet, and the winning team will play against the team that hasn't played yet.

In the quarter-final, semi-final, and final matches, if the score is tied after two halves, a penalty shootout will be held to determine the winner.

* In a knockout format: The losing team is eliminated, the winning team advances, and if the match ends in a draw after two halves, a penalty shootout will be held to determine the winner.

Match schedule:Expected from June 6th to June 14th, 2026

Personnel check: 8:00 AM on June 6, 2026 at the Nghe An Sports Training and Competition Center;

Professional meeting: 3:00 PM on June 6, 2026 at the Nghe An Provincial Newspaper and Radio & Television Station – No. 1, Nguyen Thi Minh Khai Street, Thanh Vinh Ward, Nghe An Province;

Opening Ceremony: 5:00 PM on June 7, 2026 at Vinh Stadium.

Closing ceremony: 5:00 PM on June 14, 2026 at Vinh Stadium.

Competition venue:At the Nghe An Provincial Gymnasium and the artificial turf football field of Song Lam Nghe An Sports Joint Stock Company (Opening and final matches of the Youth tournament at Vinh Stadium).

The regulations also specify provisions regarding rewards, disciplinary actions, organizational costs, and implementation terms.
