Prime Minister Le Minh Hung: The name "Criminal Police" will forever be a source of trust for the people.

Politburo member, Minister of Public Security, General Luong Tam Quang presided over the ceremony. Also attending were Comrade Nguyen Van Nen, former Politburo member and former Secretary of the Ho Chi Minh City Party Committee; members of the Central Committee of the Party; leaders of central ministries and agencies; and leaders of provinces and cities. General Secretary and President To Lam sent a congratulatory letter and a bouquet of flowers.

Following the victory of the August Revolution in 1945, amidst the numerous difficulties and challenges facing the fledgling revolutionary government, on April 18, 1946, the Ministry of Interior (now the Ministry of Public Security) issued Decree No. 121-NV/ND regulating the organizational structure of the Vietnam Public Security Service. Accordingly, the Criminal Police force was formed and operated at both the central and local levels.

Over 80 years of building, fighting, and maturing, the achievements and contributions of the Criminal Police force have been recognized, praised, highly appreciated, and awarded many prestigious honors by the Party, the State, and the people. Entering a new era, the Criminal Police force continues to build a strong, comprehensive, truly sharp, elite, and modern force, promoting the application of science and technology in the fight against crime for the peace and security of the people and for the development of a prosperous, civilized, and happy nation.

At the commemoration ceremony, representatives of different generations of criminal police officers delivered speeches recalling the milestones, achievements, and silent contributions in the 80-year history of building, fighting, and maturing; they expressed their determination to continue and develop the tradition, further innovate thinking and methods, be exemplary pioneers in cultivating courage, improving capabilities, tightening discipline, mastering technology, proactively attacking crime, contributing to maintaining social order, and protecting the peaceful and happy lives of the people.

At the ceremony, Prime Minister Le Minh Hung, on behalf of the Party and State leaders, presented the Ho Chi Minh Order to the Criminal Police Force of the Ministry of Public Security; and awarded the title of Hero of the People's Armed Forces to 6 collectives and individuals belonging to the Criminal Police Force.

On this occasion, the Criminal Police Department of the Ministry of Public Security was awarded the First Class Order of Merit; 80 exemplary representatives of the Criminal Police force in the fight against crime and maintaining social order were commended, honored, and awarded other prestigious prizes.

Speaking at the commemoration ceremony, Prime Minister Le Minh Hung affirmed that, over 80 years of building, fighting, and maturing, the Criminal Police force has written an epic saga through absolute loyalty to the Party and the State, dedicated service to the Fatherland and the people; through sweat, intellect, courage, commitment, and sacrifice; overcoming all difficulties and hardships, fulfilling all assigned tasks, and achieving many outstanding victories and accomplishments.

From the early days of the fledgling revolutionary government, the Criminal Police force, formerly the civilian security team and the criminal investigation unit, quickly asserted its role, achieving many victories and contributing to the protection of the revolutionary government and the peaceful lives of the people. During the resistance wars, the Criminal Police force steadfastly held its ground, coordinated combat operations, pursued crime, eradicated evil, and firmly protected the rear, making a silent but immense contribution to the overall victory of the country.

After the country was reunified, the Criminal Police force continued to closely coordinate with other forces to hunt down remnants of the enemy and reactionaries; launching many campaigns to attack and suppress crime, thereby contributing to establishing social order and discipline, and building and strengthening the people's trust in the socialist regime.

During the period of reform, the force continued to affirm its core and leading role in the fight against all types of crime, preventing crime from running rampant and eliminating "hot spots" of criminal activity and social vices. In particular, in recent years, the rate of social order crimes has gradually decreased, and the rate of investigation and discovery of cases has consistently met and exceeded targets.

"Each successful investigation and resolution of a case is an act of upholding the law, serving justice, and strengthening public trust. Each successful case is the culmination of the intelligence, courage, resourcefulness, bravery, perseverance, and dedication of the criminal police officers. These achievements are etched in the hearts of the people with trust, admiration, and respect."

"To achieve those victories, countless hardships and dangers were endured; facing violent criminals head-on; sacrificing personal and family feelings, many officers and soldiers bravely sacrificed their lives or suffered injuries. That sacrifice and loss is a vivid symbol of the spirit of 'For the nation, forgetting oneself; for the people, serving wholeheartedly,' contributing to the glorious tradition of the heroic People's Public Security Force," the Prime Minister stated.

At the commemoration ceremony, each honored group and individual was a beautiful story of courage, resourcefulness, bravery, and unwavering determination in the fight against all types of crime, contributing to maintaining law and order, and protecting the peaceful and happy lives of the people.

On behalf of the Party and State leaders, Prime Minister Le Minh Hung warmly congratulated and commended the outstanding achievements and results that the Criminal Police force has achieved over the past 80 years; and praised, acknowledged, and congratulated the 80 exemplary delegates.

According to the Prime Minister, our country is entering a new era; simultaneously carrying out many strategic tasks, achieving rapid and sustainable development, maintaining political and social stability, firmly protecting independence and sovereignty, preserving security and order, and creating a peaceful and stable environment for development.

Furthermore, the crime situation is changing rapidly, becoming more complex, with increasingly sophisticated, anonymous, cross-border, and technologically advanced methods of operation. The task at hand is becoming more difficult and demanding; it requires not only excellent investigation and swift crime solving, but also accurate forecasting, effective advice, and effective prevention, contributing to the creation of a safe, disciplined, and humane society.

The Prime Minister requested that the Criminal Police force focus on effectively carrying out six key tasks.

Firstly, we must thoroughly understand and concretize the Party's guidelines and policies, and the State's laws and regulations, especially the new perspectives on security in the documents of the 14th National Congress of the Party. We must strongly innovate our thinking, simultaneously preventing and suppressing crime while maximizing opportunities for socio-economic development.

Secondly, improve the quality of situation assessment and forecasting; proactively identify new trends, methods, and tactics of crime early on; promptly advise the Party and the State on perfecting policies, laws, and regulations on crime prevention and control, especially new types of crime, and resolutely not leave any loopholes for criminal activity.

Thirdly, to be exemplary and take the lead in implementing the spirit of "discipline of responsibility," "discipline of execution," "making the right choices - implementing quickly - doing it thoroughly - measuring by concrete results"; determined to sustainably reduce crime according to the motto "proactive prevention from early, from afar, from the grassroots"; "prevention is fundamental, strategic, and long-term; combating crime is the focus, regular, and urgent." To effectively promote the nationwide movement to protect national security in crime prevention and control.

Fourth, focus on transforming operational methods towards the application of science and technology, seamlessly and closely integrating tradition and modernity with a synchronized, modern, and highly secure infrastructure. Resolutely avoid being caught off guard or surprised by any type of crime, including high-tech crime.

Fifth, continue to strengthen the force in accordance with the directive of General Secretary and President To Lam: "Building the Vietnamese Criminal Police in the new era to be politically strong, professionally competent, knowledgeable in law, and proficient in technology; ready to dedicate themselves to the country and the people." A criminal police officer must have a passionate heart that loves and protects the people; a cool head to be alert, objective, uphold the rule of law, and be humane; clean hands to maintain integrity and honor; firm feet to stay rooted in the field and in practice; and an open mind to master technology, law, and foreign languages.

Sixth, continue to expand international cooperation, primarily with neighboring countries, countries with traditional relations, ASEAN countries, and countries with large Vietnamese communities. Strengthen the role and position of the Vietnamese Criminal Police force within the global police community. Effectively implement international conventions, mutual legal assistance agreements, and agreements on cooperation in crime prevention and control.

Prime Minister Le Minh Hung affirmed that the Party, the State, and the People always place great trust in the People's Public Security force, including the Criminal Police force.

"We expect and trust that the Criminal Police force will continue to be a pioneering, sharp, resourceful, and courageous force in the fight against crime; not only skilled in solving cases, but also adept at mobilizing the public, maintaining the image of an exemplary and humane People's Police officer. The name 'Criminal Police' will forever be a source of trust for the people, a symbol of the strictness of the law, and a source of fear for evil and crime," the Prime Minister stated.

The head of government expressed confidence that, with their heroic traditions and honed skills, the Criminal Police force will continue to overcome all difficulties and challenges, achieve many outstanding accomplishments, and contribute to a stable, disciplined, safe, developing, and enduring Vietnam.
