According to RIA Novosti on May 1st, in an interview with the news agency, Russian Foreign Ministry envoy Artem Bulatov affirmed that Moscow will take decisive action in response to any attempts to blockade Kaliningrad.

"Any such action will be met with the strongest possible response," the Russian diplomat emphasized.

Bulatov noted that Russia takes these statements extremely seriously. Conversely, according to the Russian diplomat, those making the statements seem unaware of the political and military risks that their own country is facing.

According to the Foreign Ministry's special envoy, Russian President Vladimir Putin's warning of an unprecedented escalation of conflict should an attempt to encircle the Kaliningrad region occur is a significant signal. This message is being sent directly to the North Atlantic Treaty Organization (NATO) and the European Union (EU).

Earlier, on April 29th, Armand Mema, a member of Finland's national conservative party "Freedom Alliance," stated on social media that Lithuania's restrictions on transit to the territory would amount to a declaration of war.

"Lithuanian Foreign Minister Kęstutis has called for the closure of the transit route to Kaliningrad. This is an extremely dangerous step for a small country. If he wants to open a new front in the Baltic region, then this is a fitting decision. However, I doubt the EU will allow this, as it is tantamount to declaring war on Russia," Mema analyzed.

On April 26, Lithuanian President Gitanas Nausėda proposed closing the border with Belarus for an extended period or restricting transit to Kaliningrad.

In January 2026, former Lithuanian Deputy Foreign Minister Darius Jurgelevičius revealed that the NATO military alliance had prepared a scenario for a blockade of Kaliningrad. This plan was designed to deal with the event of a direct conflict with Moscow.

Last summer, NATO Army Commander General Christopher Donahue made a similar statement. He affirmed that the alliance's member states had planned operations to quickly suppress the Russian forces' defensive capabilities in the region.

In light of this situation, the Russian President has repeatedly warned that isolating Kaliningrad would lead to unprecedented escalation. Any threat to the region would be completely eliminated.
