Profit from your rooftop: A "2-in-1" opportunity with rooftop solar power.

Since the beginning of the year, due to significant fluctuations in gasoline and gas prices, many businesses and families in Nghe An have invested in installing rooftop solar power systems to save energy and ensure proactive energy use for production and daily life.

According to a representative from Vinh Power Company, since Decree 58/2025 dated March 3, 2025, which details some provisions of the Electricity Law on the development of renewable and new energy, replaced Decree 135/2024/ND-CP, stipulating that customers installing solar panels under 100 KWp for self-consumption do not need to apply for a permit, hundreds of rooftop solar power contracts have been installed each month, helping to alleviate electricity shortages during the summer.

Not only in urban areas, but also in lowland communes like Quynh Luu commune, many individuals and organizations are using rooftop solar power systems.

At Ho Xuan Huong Secondary School (Quynh Luu district), an 8 kWp rooftop solar power system, costing nearly 100 million VND, is now proving effective. Each month, the solar power system helps the school save approximately 3 million VND on electricity bills, with EVN (Vietnam Electricity) offsetting an additional 1 million VND on the electricity bill.

Mr. Vo Minh Ky, a customer who installed solar panels in Block 3, Quynh Luu Commune, said: "Solar power is efficient and inexpensive, so my family and many businesses around have installed it. Since having solar panels, my family uses electricity more freely, but the biggest benefit is for offices, restaurants, and hotels. These establishments don't need a battery storage system, so the costs are even lower. If we install 10 kWp or 20 kWp panels, costing between 150 and 200 million VND, we can comfortably power 5 air conditioners and a system of electric fans."

Not only in residential areas, but many businesses are also choosing to install solar power to reduce costs. A representative from WHA Industrial Zone Nghe An JSC said: In the past two years, thanks to the sharp decrease in the cost of installing rooftop solar power, especially the practical benefits from reduced electricity bills, many businesses have invested in installation. Currently, dozens of businesses in the WHA Industrial Park have installed rooftop solar power, with leading companies including Vinasun Energy JSC with a 3 MWp capacity, International Taxi Transport JSC with a 1.5 MWp capacity, and WHA Industrial Zone Nghe An JSC with a 40 MWp capacity...

Similarly, at Dong Hoi Industrial Park, Hoa Sen Nghe An Co., Ltd. invested over 5 billion VND in installing nearly 1 MWp of solar panels when expanding its factory at the end of 2025.

According to the Southeast Economic Zone Management Board, since 2025, especially since Decree 58/2025/ND-CP came into effect, an increasing number of FDI enterprises in industrial parks with large factory areas have invited partners to install and lease rooftop space for solar panels, which are then used to produce electricity to sell back to the company. With this mechanism, FDI enterprises leasing land do not have to invest initial costs but still use clean energy.

According to Ms. Le Thi Thu Huong, Head of the Energy Management Department of the Department of Industry and Trade: Excluding thousands of households installing solar panels below 100 kWp that do not require permits, the province has 16 rooftop solar power projects for self-consumption with a capacity of over 100 kWp to 1 MWp that have been licensed by the Department. The total capacity of photovoltaic panels is 53,949 kWp, and the total rated capacity of inverters is over 40,430 kW.

Upon investigation, compared to the past, due to reduced investment costs and the practical benefits of rooftop solar power, many businesses and enterprises have proactively invested. In addition, along with Decree No. 58/2025/ND-CP, the Law on Public Investment also stipulates that ministries, sectors, localities, and units should allocate budget funds for the installation of rooftop solar panels during the process of preparing headquarters construction projects, which is also a positive sign.

On March 30, 2026, the Prime Minister issued Directive No. 10/2026/CT-TTG on strengthening electricity saving measures, which assigned the Ministry of Industry and Trade the goal of having approximately 10% of government agencies and 10% of households nationwide install and use rooftop solar power by 2026. The Prime Minister also instructed ministries, agencies, and provincial and city People's Committees to research and develop mechanisms for financial support and loans to invest in the installation of rooftop solar panels for households and businesses for self-consumption.

Proactively securing sustainable power sources for production and business

Vietnam Electricity (EVN) is expected to introduce a two-component electricity pricing mechanism, replacing the traditional method of calculating electricity bills based solely on electricity production (kWh). The Ministry of Industry and Trade has agreed to allow EVN to pilot this system from the end of 2025, initially for large-scale industrial customers, before submitting it to the competent authorities for wider implementation.

According to experts, for decades, we have been accustomed to calculating electricity bills based entirely on production volume. However, this method reveals a lack of fairness as it fails to differentiate the infrastructure investment costs for each customer group. The two-component pricing mechanism was created to thoroughly address this issue through two pillars: the capacity price (fixed fee) (paying for maintaining the infrastructure ready to serve) and the energy price (paying for the actual amount of electricity consumed).

During the pilot phase, EVN plans to implement a two-tiered electricity pricing mechanism for high-consumption customer groups, those consuming 200,000 kWh/month or more (calculated as the average over the past 12 months). Under this mechanism, customers who proactively reduce their electricity consumption during peak hours will benefit more.

From a macro perspective, when people and businesses proactively regulate their power consumption, the pressure on the national power grid will be significantly reduced. The electricity sector will no longer have to face peak demand that poses a risk of overload, thereby reducing the need for widespread investment in expensive peak-demand power sources.
Dr. Le Khac Binh - Director of Green Central Vietnam Solar Power Joint Stock Company, further shared: It is expected that after the pilot program, the Ministry of Industry and Trade and EVN will evaluate and submit it to the Prime Minister for consideration. In reality, the application of a two-component electricity pricing mechanism is inevitable, and the target customers will be large electricity consumers, those consuming over 200,000 kWh per month. Therefore, businesses, especially small and medium-sized enterprises and household businesses, should invest in rooftop solar panels now to both secure a reliable power source for production and reduce input costs.

According to renewable energy experts, Nghe An province has recently received approval from the Prime Minister to expand the Southeast Economic Zone from approximately 20,000 hectares to 104,200 hectares. Simultaneously, the province is reviewing and expanding industrial clusters, thus creating significant potential for rooftop solar power development. Furthermore, a representative from the province's Association of Outstanding Businesses shared that larger businesses face higher costs, especially with rising production input costs, including electricity and fuel prices. Proactively investing in rooftop solar power systems for use during peak hours will help reduce production costs, while simultaneously contributing to easing the burden on the power grid and reducing greenhouse gas emissions.

A representative from Mitsubishi Vinh Company, which recently invested in installing rooftop solar panels, shared: unlike before, when solar power required grid electricity to operate, now, with the development of technology, power storage systems, and smart inverters, solar power systems operate more flexibly. Even when the grid power goes out, the rooftop solar power system still operates thanks to the battery storage system and is not entirely dependent on the grid as before.

Households using individual houses to develop self-sufficient rooftop solar power sources with a capacity of less than 100 kW and connecting to the national power grid do not need to apply for a permit, but only need to send a Notification using Form No. 01 attached to Decree 58 to the Department of Industry and Trade for monitoring and guidance on implementation according to regulations (Article 15 of Decree 58/2025/ND-CP).
