Nghe An province has reassigned many provincial-level leaders to the position of Party Committee Secretary at the commune level.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.

Attending the meeting were members of the Provincial Party Standing Committee: Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Department; Bui Thanh An - Standing Vice Chairman of the Provincial People's Committee; Nguyen Dinh Hung - Standing Vice Chairman of the Provincial Committee of the Vietnam Fatherland Front; representatives from the Provincial Party Organization Department, the Provincial Committee of the Vietnam Fatherland Front, the Department of Internal Affairs, and many related agencies and localities.

At the conference, the leaders of the Provincial Party Committee's Organization Department announced the decisions of the Provincial Party Standing Committee and the Chairman of the Provincial People's Committee regarding the transfer, assignment, and appointment of cadres to hold the position of Party Secretary of communes for the 2025-2030 term, and the appointment of leaders of the Provincial People's Committee Office.

According to Decision No. 789-QD/TU dated May 8, 2026, Comrade Vo Minh The - Member of the Provincial Party Committee, Deputy Head of the Standing Committee of the Provincial Party Committee's Internal Affairs Department - has been transferred, assigned, and appointed to participate in the Executive Committee, the Standing Committee, and to hold the position of Secretary of the Dong Loc Commune Party Committee for the 2025-2030 term. He will assume his duties from May 11, 2026.

Previously, Comrade Duong Dinh Chinh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dong Loc commune - was elected by the Provincial People's Council to the position of Vice Chairman of the Nghe An Provincial People's Council, 19th term, 2026-2031, at the first session held on the afternoon of March 27, 2026. Subsequently, in Resolution No. 2038/NQ-UBTVQH15, the Standing Committee of the National Assembly approved the election results for this position for Comrade Duong Dinh Chinh.

According to Decision No. 786-QD/TU dated May 8, 2026, Ms. Nguyen Thi Phuong Thuy, Member of the Provincial Party Committee, Vice Chairman of the Vietnam Fatherland Front Committee of the province, and concurrently Secretary of the Provincial Youth Union, has been transferred, assigned, and appointed to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of the Party Committee of Kim Lien commune for the term 2025-2030. She will assume her new duties from May 22, 2026.

Comrade Nguyen Thi Phuong Thuy will take over the position from Comrade Nguyen Xuan Duc - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Kim Lien commune, who has been transferred and appointed as Head of the Management Board of the Southeast Nghe An Economic Zone from February 28, 2026.

According to Decision No. 788-QD/TU dated May 8, 2026, Comrade Hoang Vinh Truong - Deputy Chief of the Provincial People's Committee Office - has been transferred and appointed to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of the Party Committee of Hop Minh commune for the term 2025 - 2030. He will assume his new duties from May 20, 2026.

Comrade Hoang Vinh Truong replaces his predecessor, Comrade Vu Tuan Dung, who was transferred and appointed by the Chairman of the People's Committee of Nghe An province to the position of Chief Inspector of Nghe An province according to Decision No. 3958/QD-UBND dated December 5, 2025, and will assume his new duties from December 9, 2025.

The conference also announced Decision No. 1919/QD-UBND dated May 8, 2026, of the Chairman of the People's Committee of Nghe An province, appointing Mr. Ho Duc Tuan, Head of the Economic Department of the Provincial People's Committee Office, to the position of Deputy Chief of the Nghe An Provincial People's Committee Office, for a term of 5 years from the date of signing the decision.

Thus, after the restructuring, the leadership of the Office of the People's Committee of Nghe An province consists of Chief of Office Dang Thanh Tung and Deputy Chiefs of Office: Dao Quang Thien, Tran Viet Hai, Thai Minh Tuan, and Ho Duc Tuan.

Speaking at the ceremony to assign tasks to the four officials, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Nghe An province - emphasized: The work of transferring and appointing officials is an important, regular, and continuous task in personnel organization and Party building; it is also an objective requirement to train, cultivate, nurture, and test officials in practice.

2026 is identified as a year of strong focus on grassroots development and improving the quality of grassroots officials. Therefore, this round of transfers and appointments aims not only to streamline the organizational structure in the short term but also to fulfill a "dual mission" of training and nurturing officials who have grown from the grassroots level.

The Standing Deputy Secretary of the Provincial Party Committee emphasized that the four officials transferred and appointed this time are all young, well-trained cadres who have honed their skills through various positions, possess strong political acumen, good moral character, a high sense of responsibility, and consistently perform their assigned tasks well; they are trusted by their superiors, recognized by their colleagues, and respected by their peers.

Upon assuming his new role, Comrade Hoang Nghia Hieu urged the staff to quickly familiarize themselves with the work, adapt to the new working environment, and focus on effectively carrying out key tasks; especially building and maintaining a spirit of unity and solidarity. According to him, unity is both a principle and a goal, and a decisive factor in the effectiveness of each agency and unit.

Comrade Hoang Nghia Hieu emphasized: Unity must be genuine, not one-sided, but must be built on the basis of the principle of democratic centralism and clear working regulations.

The spirit of solidarity needs to be fostered "from within, from top to bottom," starting with the exemplary role of leaders, officials, and Party members, spreading to the masses and the entire agency or unit.

Furthermore, newly transferred and appointed officials need to continue cultivating their moral character, improving their leadership and professional skills; and leveraging the practical experience accumulated during their work to effectively apply it to the new environment. At the same time, they must proactively grasp the practical situation, build upon the achievements of previous generations; innovate, be creative, dare to think, dare to act, dare to take responsibility, and be flexible in leadership and management.

Regarding the three comrades assigned to the positions of Party Committee Secretaries of Dong Loc, Kim Lien, and Hop Minh communes, Comrade Hoang Nghia Hieu requested that they immediately begin their work with high determination and a great sense of responsibility; focusing on leading and directing the successful implementation of socio-economic development goals, ensuring national defense and security, and building the Party and political system according to the Resolutions of the Party Congresses of the communes for the 2025-2030 term.

Regarding Comrade Ho Duc Tuan's appointment as Deputy Chief of the Provincial People's Committee Office, it is necessary to utilize his professional capabilities and work experience to work with the leadership team of the Provincial People's Committee Office to improve the quality of comprehensive advisory work, effectively serving the leadership, direction, and management of the Provincial People's Committee; at the same time, strengthen coordination with relevant agencies to ensure synchronized, smooth, timely, and effective operation.

Comrade Hoang Nghia Hieu also requested that localities and units create favorable conditions for cadres who have been transferred or appointed to perform their duties well in their new positions.
