The foreign language proficiency of Vietnamese students is increasingly outstanding. However, this has also led to an imbalance in training and admissions based on international foreign language certificates, as many students from rural and disadvantaged areas do not have early access to English.
Therefore, through the V-Skill Foreign Language Development Fund, implemented in collaboration with Dr. Nguyen Ngoc Hung - former Deputy Director of the International Cooperation Department of the Ministry of Education and Training, and other reputable organizations and individuals, we hope to achieve the following:
ButThe firstThis narrows the educational gap between regions (urban - rural) through the application of online training, helping students in remote and rural areas access high-quality training programs.
ButMondayWe support the resolution of the Party and Government to adopt the "National Plan 2025" to make English the second language.
ButTuesdayLeveraging funding from reputable individuals and organizations to support the costs, this helps many learners acquire a basic foundation in English without facing significant financial pressure.
ButWednesdayThis will transform every citizen into a "Cultural Ambassador" through foreign language communication, spreading cultural values, ideas, and the beauty of Vietnam's land, people, and nation.
Eligible candidates receive a 70% tuition fee subsidy for IELTS and conversational English courses from the V-Skill Foreign Language Development Fund.
Based on the allocation targets set by the Provincial Youth Union Standing Committee, units shall review and select eligible recipients for support, ensuring they meet the criteria:
- Must be a Vietnamese citizen with permanent residence in Ha Tinh and Nghe An provinces.
- Ages 13 to 37.
- I have a desire to improve my English skills to support my studies and current work.
*The following groups will be given priority:
- Families facing financial difficulties but with a strong will to excel in their studies.
- Young people from ethnic minorities have good academic achievements.
- Children from families with a history of service to the revolution, who are eager to learn and develop.
What benefits do participants gain from the V-Skill Foundation's training program?
1. Learn English online through the "Multidimensional Approach Model - 6F1S" with 6 participating training departments. The 6 departments include:
- Vietnamese instructors: Possessing IELTS scores of 7.0+ with high expertise, graduating from specialized foreign language and pedagogical schools; understanding student psychology. Notably, these are the teachers who have coached thousands of candidates to achieve IELTS scores of 6.5 and 7.0+.
- Native-speaking instructors: 100% from countries where English is the number one language (UK, USA, Canada, etc.), with standard pronunciation and many years of teaching experience in Vietnam.
- Teaching Assistant: Responsible for accompanying students throughout the learning process, providing free one-on-one tutoring outside of class hours.
- Professional Council: Researches new educational trends worldwide to develop curricula, addresses issues in each class, and monitors the quality of training.
- Training managers will continuously monitor and ensure the quality and appropriateness of the knowledge content, meeting the comprehensive individual needs of each student participating in the learning process.

- The V-Skill Fund has a total funding value of 23.7 billion VND, supporting students and working professionals with up to 70% of their IELTS/Online Communication course tuition fees, helping learners alleviate financial pressure.

The concepts of "Fund" and "Scholarship" are completely different, and students need to understand them clearly. This is a Fund established by Dr. Nguyen Ngoc Hung - former Deputy Director of the International Cooperation Department - Ministry of Education and Training, along with a team of experienced PhDs and Masters, to solicit support and sponsorship from reputable individuals and organizations. It is not a self-initiated scholarship like many others are offering, so students should take note to avoid confusion.
