The Chairman of the People's Committee of Nghe An province requested that all efforts be focused on building a multi-level boarding school in the border region.
On the afternoon of May 29th, the Provincial People's Committee held a meeting to review and expedite the progress of constructing integrated primary and secondary boarding schools in border communes within the province.
Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, presided over the meeting. Comrade Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, co-chaired the meeting.

Following the Politburo's directive, Nghe An province is currently constructing 21 boarding schools for primary and secondary levels in border communes.
Of these, 10 pilot projects, scheduled to commence in 2025, have a total investment of over 3,502 billion VND and must be completed in time for the 2026-2027 school year.
According to the report of the Provincial Project Management Board for Civil and Industrial Construction Projects, 9 out of 10 projects are basically on schedule. The volume of work completed on these projects has reached approximately 45-60% of the total construction volume.

Specifically, the Nhon Mai boarding school project, encompassing primary and secondary levels, is currently undergoing adjustments due to changes in the design plan following a landslide that affected the structural safety of the building.
In addition, on March 19, 2026, Nghe An province will continue to start construction on the remaining 11 schools with a total estimated capital requirement of approximately 4,201 billion VND.
To date, the Provincial People's Committee has approved the survey and selection of construction sites for all 11 schools; the preparation of the overall site plan and completion of the basic design documents have been finished.
Currently, 3 out of 11 projects have had their local planning approved. Regarding land clearance, the communes of Muong Tip, Son Lam, and Nam Can have established land clearance councils; the remaining localities are carrying out cadastral surveying and mapping, asset inventory, and completing related procedures to expedite the handover of land for construction.

During the meeting, Chairman of the Provincial People's Committee Vo Trong Hai directly listened to reports from the Departments of Agriculture and Environment, Construction, Finance, and the Provincial Project Management Board for Civil and Industrial Construction Projects, as well as design consultants and construction contractors, on the progress of implementation and the difficulties and obstacles of each project. He also gave directives and resolved arising issues to ensure the completion of pilot schools before the new school year.

Concluding the working session, emphasizing the particularly important significance of the integrated primary and secondary boarding school system in border communes, Chairman of the Provincial People's Committee Vo Trong Hai requested departments, localities, consulting units, and contractors to focus intensely, uphold a sense of responsibility, and be determined to complete key projects, ensuring progress and quality as required.

The Chairman of the Provincial People's Committee requested that the design consulting units "concentrate their resources" and accelerate the completion of the project documents. Relevant departments and agencies were urged to promptly review the documents, ensuring thoroughness but without delay; and to promptly resolve any difficulties or obstacles arising during the project implementation.
Currently, the Provincial Project Management Board for Civil and Industrial Construction Projects must focus all its resources and coordinate closely with consulting units to finalize the documentation and urge contractors to accelerate construction progress.

Regarding construction materials, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead in coordinating with relevant units to proactively review and ensure there is no shortage of materials for construction. The Department of Construction will strengthen inspection and control of construction material prices.
While acknowledging the difficulties and pressures faced by the contractors, and recognizing the project's crucial importance to education in the border region, the Chairman of the Provincial People's Committee requested continued efforts, taking advantage of favorable weather conditions to accelerate progress; prioritizing the completion of outdoor components during the dry season and proactively stockpiling materials before the rainy season. For projects lacking manpower, contractors should proactively report to the province for support in mobilizing resources, ensuring that the overall progress is not affected.

The comrade requested that all units strictly adhere to the progress reporting regime; promptly report any difficulties or obstacles so that the Provincial People's Committee can direct their resolution. The Office of the Provincial People's Committee is responsible for monitoring, compiling, and regularly reporting on the implementation of the projects.
Besides the requirement for timely completion, the Chairman of the Provincial People's Committee emphasized the need to pay special attention to the quality of the construction and its effectiveness. The Department of Education and Training needs to proactively develop plans for organizing school facilities, allocating students, teachers, and equipment in a coordinated manner so that schools can be effectively utilized immediately after being put into use.
The Chairman of the Provincial People's Committee assigned Vice Chairman Thai Van Thanh to represent the provincial leadership in directly supervising and comprehensively inspecting the project implementation; reviewing the design, construction, equipment, and operational plans of the schools after completion; and developing a plan for the efficient use of surplus facilities after the new schools are put into operation, avoiding waste of resources.

During the meeting, apart from the Nhon Mai Inter-level Primary and Secondary Boarding School project, which is undergoing project adjustments due to objective conditions, the contractors for the remaining projects in the pilot phase scheduled to start in 2025 demonstrated high determination and committed to the Chairman of the Provincial People's Committee to complete and hand over the projects no later than August 26, 2026, ensuring they are ready for use in the new school year.
