The Politburo stipulates the functions and duties of the Party Committee of the Government.

On behalf of the Politburo, Standing Committee member of the Party Central Committee Tran Cam Tu signed the decision on the functions and tasks of the Party Committee of the Government.

According to the decision, the Party Committee of the Government is a Party committee directly under the Central Committee of the Party, subject to the comprehensive leadership and direction of the Central Committee of the Party, and directly and regularly under the Politburo and the Secretariat.

The Party Committee of the Government has the function of leading and directing the Government, the Prime Minister, and subordinate Party organizations in accordance with the Party Charter and the regulations and guidelines of the Central Committee; leading the Party Committee to correctly implement the Party's guidelines and policies, the State's laws and regulations, and the resolutions of the Government Party Congress.

In addition, the Government Party Committee proposes and recommends to the Central Committee of the Party, the Politburo, and the Secretariat issues related to the leadership and guidance of the Central Committee over the Government and the Government Party Committee.

The Politburo has stipulated 11 tasks and powers of the Government Party Committee. These include leading the Government Party Committee in carrying out its duties as prescribed by the Party, the Constitution, and the law. The Party Committee also leads the concretization of policies and measures to implement the resolutions of the Party Congress, the tasks of socio-economic development, ensuring national defense, security, foreign affairs, and building the national administration...

The Party Committee of the Government leads and directs political and ideological work, political theory study, practical总结 and theoretical research; protects the Party's ideological foundation, combats and refutes erroneous and hostile viewpoints; leads and directs the building of clean, strong, and comprehensive subordinate Party organizations; enhances the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members...

The Party Committee leads and directs subordinate Party organizations to effectively implement the Party's guidelines and policies, and the State's laws on mass mobilization work and grassroots democracy; it also leads and takes care of building political and social organizations within agencies to ensure they effectively perform their functions and tasks.

Another task of the Party Committee is to conduct self-criticism and criticism, questioning and votes of confidence for leading and managerial positions according to regulations; and to lead the building, strengthening, and improvement of the quality of Party organizations and cadres and Party members.

The Party Committee authorizes the Standing Committee, the collective Standing Committee of the Party Committee, and the collective body comprising the Secretary, Deputy Secretaries, and members of the Standing Committee of the Party Committee who are heads of specialized agencies advising and assisting the Party Committee, to lead and direct the implementation of a number of tasks within the authority of the Party Committee, in accordance with the characteristics and situation of the Party organization.

The Politburo also stipulated 12 tasks and powers of the Standing Committee of the Government Party Committee.

Structure of the Party Committee and the Standing Committee of the Government Party Committee

The Party Committee Executive Board, the Party Committee Standing Committee, the Party Committee Secretary, and the Party Committee Deputy Secretary are appointed by the Politburo.

The number and structure of the Party Committee, Standing Committee, secretary, and deputy secretaries are considered and decided by the Politburo. The Standing Committee sets the structural direction, which includes: a Politburo member and Prime Minister as the Party Committee Secretary; a Politburo member and Permanent Deputy Prime Minister as the Permanent Deputy Secretary of the Party Committee; Deputy Prime Ministers; Ministers of the Ministries of National Defense, Public Security, Foreign Affairs, Interior, Culture, Sports and Tourism; the Minister and Head of the Government Office; the Inspector General of the Government; 2-3 full-time Deputy Secretaries of the Party Committee, including one member of the Central Committee of the Party; and other structures proposed by the Government Party Committee.

The Standing Committee of the Party Committee consists of: the Secretary; the Standing Deputy Secretary, the full-time or part-time Deputy Secretary of the Party Committee who is a member of the Central Committee of the Party (if any); and the members of the Standing Committee of the Party Committee who are Deputy Prime Ministers, Ministers of: National Defense, Public Security, Foreign Affairs, and the Head of the Government Office.

The Party Committee, the Standing Committee of the Party Committee, and the collective Executive Committee of the Party Committee may utilize the apparatus of subordinate Party Committees, ministries, ministerial-level agencies, and related agencies and units to carry out their tasks.

The Party Committee's Inspection Commission is appointed by the Politburo and the Secretariat. The Inspection Commission has 11-13 members, including some part-time and full-time members, and the Chairman of the Inspection Commission is a part-time member of the Party Committee's Standing Committee.

The Party Committee of the Government has established four specialized advisory and support agencies: the Organization Department, the Inspection Committee, the Propaganda and Mass Mobilization Department, and the Office. The heads of these advisory and support agencies are members of the Standing Committee who also hold other positions, with each agency having no more than four full-time deputy heads (by the end of 2030, the maximum number of deputy heads of specialized advisory and support agencies will not exceed three).

The Standing Committee of the Party Committee shall consider and decide on the arrangement of specialized advisory and support agencies for the Youth Union at the same level. The total number of specialized staff in these advisory and support agencies (including the Youth Union) shall be decided by the Standing Committee of the Party Committee within the total allocated staffing quota.

The Party Committee's office comprises full-time deputy secretaries of the Government Party Committee, officials, civil servants, and employees in specialized agencies that advise and assist the Party Committee and the Youth Union. One full-time deputy secretary of the Party Committee (who is a member of the Central Committee of the Party if applicable) serves as the head of the Party Committee's office and the account holder of the Party Committee; the full-time deputy secretaries of the Party Committee are deputy heads of the Party Committee's office.

The Party Committee directly manages the administration and coordinates the activities of specialized agencies that advise and assist the Party Committee of the Government; implements the process of planning, appointing, nominating candidates for positions, training, fostering, evaluating, ranking, emulation, commendation, discipline, scientific research, and internal management of cadres, civil servants, and workers.

The Party Committee of the Government Party Committee's agency (including Party organizations and Party members working in specialized agencies advising and assisting the Party Committee and the Youth Union agency) is directly under the Government Party Committee. One full-time Deputy Secretary of the Government Party Committee (who is a member of the Central Committee of the Party, if any) is appointed as the Secretary. The number and structure of the Party Committee and the Standing Committee of the agency's Party Committee shall comply with the regulations and guidelines of the Central Committee.

The Party Committee of the Government has its office located within the Government agency, possesses its own seal and bank account, and is allocated funding and provided with facilities and means of operation.
