Director defrauds fundraising scheme, embezzling nearly 18 billion VND.

Claiming to be acquainted with the project developer and having access to dozens of land plots at preferential prices, a young female director defrauded and misappropriated large sums of money from numerous victims.

On the afternoon of June 8th, the Criminal Investigation Department for Corruption, Economic Crimes, Smuggling, and Environmental Crimes (Economic Police Department) of Da Nang City Police served the indictment decision against Le Thi Oanh (born in 1991, residing in Hai Chau ward), General Director of Navi Investment and Development Joint Stock Company (headquartered in Da Nang City) for the crime of "Fraudulent appropriation of property".

According to the investigation results, in June and July 2022, despite knowing that the Dong Cau Huong An residential area project in Xuan Phu commune (Da Nang city) did not meet the conditions for capital mobilization and had not been authorized by the investor, Le Thi Oanh still provided false information, claiming that the project had complete legal documents and that she had 30 "diplomatic" land plots with high discounts to attract investors.

Trusting the information, six customers signed investment cooperation contracts to purchase 29 plots of land and transferred a total of 17.721 billion VND to Oanh. However, after receiving the money, Oanh did not invest in the project but used it for personal purposes.

When investors requested legal documents, information on capital contributions with the developer, or project progress, Oanh repeatedly evaded the requests and continued to provide false information to prolong the process.

By May 2024, the parties agreed on the repayment of the investment, but to date, Oanh has only repaid over 5.6 billion VND. Therefore, the victims filed a complaint, and the Economic Police Department of Da Nang City Police has launched an investigation.
