Conference to review the progress of building the national land database.

The conference was attended by leaders from central ministries and agencies.

Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - presided over the meeting at the Nghe An location.

As of mid-June 2026, significant progress has been made in building the national land database. Nationwide, data is available for 64.4 million land parcels, representing 63% of the total number of land parcels in the country. Of these, over 28.8 million parcels have been reviewed and verified to meet the criteria of "accurate, complete, clean, and viable." Notably, the Ministry of Public Security has coordinated the matching of population information for 87 million people with data from over 62 million land parcels.

However, across the country, approximately 35.6 million data records remain uncleaned due to fluctuating information not being updated in a timely manner. Data synchronization to the central government is frequently overloaded and experiences technical errors due to excessively large file sizes exceeding system limits. Furthermore, localities are still facing significant funding shortages, with a total need for central government support reaching 15 trillion VND.

In Nghe An province, to date, all 130/130 commune-level units have completed the digital cadastral mapping for all land types. The total number of land parcels in the province's database has reached nearly 1.5 million. The province mobilized the entire political system, working even on holidays, to carry out the data cleaning campaign, with more than 710,000 land parcels meeting the "accurate - complete - clean - viable" standard.

The biggest challenge for Nghe An is the large volume of work, with over 2.6 million land parcels lacking data, accounting for more than 63%. Many records from before 2007 have been lost, and incomplete handover between different levels of government has significantly hindered the data collection process.

In his concluding remarks at the conference, Deputy Prime Minister Ho Quoc Dung emphasized that completing the national land database is a key and urgent political task, with no reason to back down, and must be resolutely and decisively completed in 2026 as directed by the Party and State leaders.

The Deputy Prime Minister set three firm goals: no postponement of deadlines; no lowering of quality standards; and data that is created must be immediately usable. Deputy Prime Minister Ho Quoc Dung requested that data that meets standards must be synchronized and put into service for management, citizens, and businesses immediately, without waiting for the entire system to be completed before being utilized.

The Deputy Prime Minister instructed central ministries and agencies to focus on coordinating, providing technical guidance, and using online tools to monitor the progress of each locality and report to the Prime Minister weekly; to coordinate the verification of information for over 62 million land parcels, ensuring absolute security and safety for the data system; and to propose financial support plans for truly disadvantaged localities to implement the task.

The Deputy Prime Minister requested that the Chairpersons of the People's Committees of provinces and cities directly participate, provide decisive leadership, and be accountable to the Prime Minister for the results of implementation in their respective localities. Provinces must develop detailed weekly plans and mobilize the entire political system to participate.

Regarding procedural obstacles, Deputy Prime Minister Ho Quoc Dung noted that localities should boldly apply the direct contracting method for consulting services according to existing guidelines to ensure progress and avoid a wait-and-see attitude or shirking of responsibility.
