Nghe An implements measures to prevent and combat waste in the management and use of land and property.
The Provincial People's Committee has just issued Official Document No. 7268/UBND-KT dated June 19, 2026, on the implementation of measures to prevent and combat waste in the management and use of land and buildings.
Accordingly, in implementation of Official Letter No. 7706/BTC-QLCS of the Ministry of Finance on the implementation of measures to prevent and combat waste in the management and use of land and buildings, the Provincial People's Committee requests provincial-level agencies, units, and organizations, and the People's Committees of wards and communes:
- Organize the management, use, and disposal of land and buildings under its management in accordance with the regulations and requirements of Prime Minister's Directive No. 39/CD-Ttg dated May 14, 2026, on accelerating the exploitation and disposal of surplus land and buildings when implementing organizational restructuring and administrative unit rearrangement at all levels; the Ministry of Finance's official letter; and the Provincial People's Committee's directives.
- Strengthen the review, inspection, and supervision of the management and use of land and buildings under management, clearly identifying key priorities. This includes focusing on which assets are being used effectively, which are being used inefficiently, which are vacant or deteriorating, and determining the responsibility of the relevant agencies, organizations, and individuals. Organize a review, develop, and finalize a plan for the arrangement and handling of all land and buildings under management, addressing the issue of prolonged temporary allocation and management; accelerate the rearrangement and handling of land and buildings according to regulations; decisively address vacant, underutilized, or improperly used properties, preventing the loss and waste of public assets.
Regarding surplus assets, specific plans for their disposal must be developed, with clear deadlines and timelines, prioritizing the conversion of their functions to serve socio-economic development in accordance with the Politburo's directives and the laws of the State.
At the same time, consider and address the responsibility of agencies, organizations, and individuals entrusted with management but using the land and buildings inefficiently or for improper purposes, resulting in neglect, waste, and prolonged neglect. Proactively recover, within their authority, or submit to competent authorities for recovery, the inefficiently used or improperly used land and buildings, based on current regulations, to handle them, assign them to units with appropriate needs, or consider auctioning them in accordance with regulations.
- In accordance with the authority to implement or report to the competent authority, determine rental prices, land prices, and starting prices for auctions in accordance with the law, and periodically review and adjust them as appropriate.
The Provincial People's Committee assigns:
ButDepartment of Finance:Urgently advise competent authorities to issue all necessary documents to implement legal regulations in the field of managing and using public assets; strengthen inspection, guidance, and supervision of agencies, organizations, and units currently managing surplus land and buildings to develop plans for their efficient exploitation and use in accordance with regulations.
ButProvincial Inspectorate:The Department of Finance, in coordination with other relevant agencies, will continue to conduct thematic inspections on preventing and combating waste in the management and use of land and housing facilities, along with inspections on the handling of surplus land and housing facilities after the reorganization of administrative units and the implementation of a two-tiered local government system, as guided by the Government Inspectorate.
ButTaxes in Nghe An province:Focus on resolving outstanding financial obligations related to land.
ButDepartment of Agriculture and Environment:The presiding authority shall coordinate with the People's Committees of communes and wards to expedite the issuance of land use right certificates and complete legal documents in accordance with regulations to put assets into operation; resolutely revoke or submit to the competent authority for revocation in cases of procrastination and land violations.
The Provincial People's Committee also instructed the relevant departments (Construction; Agriculture and Environment; Industry and Trade; Science and Technology; Culture, Sports and Tourism) to urgently review and advise competent authorities to issue a complete system of documents within their jurisdiction in the field of managing and using public assets, as directed by the Provincial People's Committee in Official Letter No. 5739/UBND-KT dated May 25, 2026.
Heads of agencies, organizations, and units are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the implementation of the above-mentioned contents, ensuring progress, effectiveness, compliance with legal regulations, and preventing losses, waste, and corruption.
During the implementation process, if any difficulties or obstacles arise, agencies, organizations, and units should report them to the Department of Finance for research and guidance within its authority, or to advise and submit them to the competent authority for consideration and decision in accordance with regulations.
