Closing Ceremony of the Sixth Expanded Conference of the Provincial Party Committee

On the afternoon of June 23, the sixth expanded meeting of the Executive Committee of the Provincial Party Committee, 20th term, continued its agenda to consider, comment on, and decide on a number of important issues within its authority, and then concluded.

Comrades Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Committee of the Vietnam Fatherland Front, presided over the conference.

The draft Resolution of the Sixth Conference of the Provincial Party Committee was adopted.

After a day of urgent, serious, democratic, responsible, and scientific work, the Sixth Expanded Conference of the Provincial Party Committee's Executive Committee completed all the planned agenda items.

At the conference, the members of the Provincial Party Committee and participating delegates demonstrated a high sense of responsibility and collective intelligence, engaging in frank discussions and contributing many insightful, heartfelt, and high-quality opinions to the presentations and reports submitted by the Provincial Party Standing Committee and the Party Committee of the Provincial People's Committee at the conference.

The discussions focused on clarifying the achievements, limitations, and bottlenecks that need to be addressed; and proposed many important tasks and solutions to improve the quality of Party building, political system building, promote socio-economic development, ensure national defense and security, and effectively implement the province's strategic contents in the coming period.

Representatives from the Provincial Party Committee, the Provincial People's Committee, the Provincial Party Committee's Organization Department, and the Provincial Party Committee Office directly received, discussed, and explained the opinions of the delegates. The conference unanimously approved the draft Resolution of the Sixth Conference of the Provincial Party Committee's Executive Committee, 20th term, 2025-2030.

In his concluding remarks at the conference, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, further summarized some major issues regarding the socio-economic development, Party building, and political system in the first six months of the year. He also acknowledged and expressed sincere gratitude for the spirit of unity, solidarity, great efforts, and high determination of the entire political system, business community, and people during this period.

Pointing out the limitations, difficulties, and bottlenecks that need to be addressed in the coming period, the Provincial Party Secretary stated that if these limitations are not overcome promptly, they will directly affect the double-digit growth target, the quality of operation of the political system, and the effectiveness of services to the people and businesses, especially in the context of the province facing many new development opportunities.

"If the policy is correct but implementation is slow, lacks decisiveness, coordination, and accountability, it will lead to missed opportunities for development, reduced effectiveness of leadership and guidance, and hinder the unlocking of resources for development," emphasized Nguyen Khac Than, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation.

Shift from general directives to implementation, from assigning tasks to checking the final results.

2026 marks the first year of implementing the 2026-2030 five-year plan, linked to the implementation of the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress. To successfully achieve the goal of making Nghe An a relatively prosperous province and a national-level growth pole by 2030, it requires rekindling the aspiration for development, strongly innovating in thinking, perspectives, management methods, resource allocation, decentralization, and especially in the way implementation is organized. This requires a stronger shift towards concrete action, moving from general directives to implementation, and from assigning tasks to monitoring final results.

In that spirit, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, urged all levels, sectors, agencies, units, and localities, especially their leaders, to focus on effectively implementing key tasks.

In Party building and the construction of the political system, it is necessary to continue promoting the spirit of unity, consensus, and democracy within localities, agencies, and units. Emphasis should be placed on promoting the pioneering and exemplary role of each cadre and Party member, especially the role and responsibility of leaders in setting an example. Leadership and guidance methods should be reformed, with specific approaches and clear responsibilities, strengthening close contact with the grassroots, being deeply involved in practical situations, proactively inspecting, supervising, resolving difficulties and obstacles, and taking responsibility for the results of tasks performed in the assigned areas and fields.

In leadership, guidance, and organization of political tasks, accuracy and effectiveness must be ensured. Issues that have been concluded and decided by competent authorities must be implemented with the highest determination, thoroughly and completely, and in accordance with assigned functions, duties, and responsibilities. Any difficulties or obstacles must be proactively reported, and solutions proposed to address them, without avoidance or shirking responsibility, and without allowing work to be delayed or left unfinished.

In addition, focus on leadership and guidance linked to the effective implementation of action programs to carry out the Party's overall resolutions, the Central Committee's key strategic resolutions, and the Provincial Party Standing Committee's key directives.

Party committees, organizations, agencies, and units, based on their assigned functions and tasks, should promptly concretize these into programs, plans, and tasks appropriate to the implementation situation, clearly defining the roadmap, responsibilities, and desired results. This will ensure that the Central Committee's policies and resolutions are implemented synchronously, effectively, and quickly put into practice, creating substantive changes in their implementation.

In political and ideological work, propaganda and mass mobilization work must demonstrate a pioneering role, accompanying implementation, and summarizing the results. This contributes to the effective implementation of the action program for the Resolution of the 20th Provincial Party Congress, the Resolution of the 14th National Party Congress, and the major political tasks of the Central and Provincial governments.

At the same time, it is crucial to promptly grasp the practical realities, identify problems early, forecast the situation, and provide accurate and effective advice on solutions. Effective implementation is essential to naturally and convincingly bring the Party's guidelines and policies, and the State's laws and regulations into practice. The trust, consensus, and support of the people, along with the results of task implementation at the grassroots level, must be the highest measure to evaluate the effectiveness of propaganda, mass mobilization, and public relations work.

We need to shift significantly from one-way propaganda to dialogue, exchange, and persuasion; from reacting after incidents to forecasting, warning, and addressing issues early and proactively; and from following trends to focusing on key areas and producing concrete results.

The Provincial Party Secretary also requested continued efforts to improve the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members. He emphasized strengthening control over power in personnel work, strictly adhering to Party principles and regulations, and acting within the proper authority. He stressed the need to resolutely combat instances of seeking positions through illicit means and group interests. He also called for absolutely no interference, influence, or negative lobbying in the recruitment and appointment of officials.

Focus on reviewing and arranging cadres, civil servants, and public employees to match their abilities, strengths, and job positions within their jurisdiction. Implement a quarterly performance evaluation mechanism that is substantive. Simultaneously, replace and transfer incompetent cadres, and prioritize those with a strong sense of responsibility and good capabilities. Research options for expanding development space in accordance with central government directives. Ensure timely and efficient implementation of the reorganization of villages and residential areas as required.

Conduct focused and targeted inspections, strengthen expanded and regular supervision to proactively prevent violations early and from afar, stopping them when they first appear. Strengthen the fight against corruption, waste, and negative practices. Improve the handling of citizen complaints and promptly resolve petitions and denunciations at the grassroots level, preventing the emergence of hotspots.

In the work of socio-economic development and ensuring national defense and security, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, requested that the heads of departments, agencies, and localities continue to uphold their sense of responsibility, focusing on decisively and comprehensively leading and directing the tasks and solutions for socio-economic development and ensuring national defense and security.

Ensure the completion and strive to exceed the targets and objectives for 2026. Create a solid foundation for achieving double-digit growth. Fully understand the province's development goals, unify political determination, will and action, and aspire to build a self-reliant, self-sufficient, rapidly developing, sustainable, and prosperous locality.

Regarding the adjustment of the Nghe An provincial planning for the period 2021-2030, with a vision to 2050, Provincial Party Secretary Nguyen Khac Than stated that, to ensure the progress, quality, and feasibility of the plan's implementation, the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in urgently completing the revised provincial planning dossier based on fully incorporating the opinions expressed at the conference, submitting it to the Provincial People's Council for approval, and organizing its implementation according to the schedule and regulations.

After the provincial planning is approved, thorough preparations should be made to organize a conference to announce and widely publicize the provincial plan. At the planning announcement conference, consideration should be given to signing memoranda of understanding and cooperation agreements with capable and reputable strategic investors that align with the province's development orientation. This will create a ripple effect, attracting high-quality, high-tech, high-value-added investment projects that utilize land efficiently, are environmentally friendly, and contribute practically to the province's rapid and sustainable growth goals.

Furthermore, develop a plan for implementing the master plan, clearly identifying priority programs and projects, resource allocation, timelines, and responsibilities of each agency, unit, and locality. Expeditiously review, adjust, and create new urban and rural master plans, land use plans, and related plans to ensure consistency and synchronization with the provincial master plan and suitability to practical realities. Strengthen management, inspection, and supervision of master plan implementation, promptly address difficulties and obstacles, and effectively mobilize and utilize resources to realize the set goals and orientations.

Regarding the medium-term public investment plan for the period 2026-2030, the Provincial Party Committee acknowledges and highly appreciates the Standing Committee of the Provincial People's Committee's Party Committee for its breakthrough in thinking and methods of implementing public investment, shifting strongly towards focused, targeted investment; prioritizing strategic projects with connectivity, spillover effects, and long-term development momentum; and concentrating resources to complete projects with quality and early effectiveness.

If provincial planning defines the vision, development space, strategic thinking, and long-term development orientation, then this medium-term public investment plan is an important tool to concretize and realize those goals through focused and targeted programs and projects, ensuring sustainable effectiveness.

However, it is absolutely crucial to prevent the medium-term public investment plan from being exploited or used as a tool or means to serve private interests, group interests, or to generate negative consequences and corruption. All levels and sectors must strengthen discipline, order, openness, and transparency throughout the entire process of planning, allocating, managing, and utilizing public investment capital. If any organization or individual is found to have violated regulations or intentionally committed wrongdoing causing losses or profiteering, they must be severely punished according to the law, without exception or any forbidden areas.

In that spirit, the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in effectively implementing the medium-term public investment plan for the period 2026-2030; to promptly complete investment procedures, allocate detailed capital plans, and prepare all necessary conditions for project implementation from the outset.

Specifically, the focus is on completing the procedures to commence construction on several key projects in early 2027. For transitional projects, immediate attention must be paid to completing land clearance, accelerating construction progress, disbursing funds early, and completing and putting them into use to maximize investment efficiency.

At the same time, the Provincial Party Committee and People's Committee must direct a thorough review, compilation, and forecast of the demand for construction materials to serve projects in the province during the 2026-2030 period. They must assess the supply capacity of existing mines and develop solutions to increase the mining capacity of new mines. Strict management of production, prices, and supply sources is essential, prioritizing meeting the needs within the province and minimizing the export of raw materials outside the province.

Regarding the resolution of outstanding and long-standing projects, all levels, agencies, units, and localities must consider this a crucial political task. Focused leadership and guidance are needed to unlock resources, promote socio-economic development, and create unity in understanding and responsibility among heads of agencies, units, Party committees, and governments at all levels.

We must continue to implement decisive measures to accelerate the disbursement of public investment capital, improve the efficiency of state budget management and utilization, strengthen budget revenue collection, practice thrift, and combat waste and inefficiency. We must focus on significantly improving the investment and business environment, expedite land clearance, and create favorable conditions for mobilizing and effectively utilizing all resources for development. We must also accelerate the handling and arrangement of surplus public assets and tighten budget management.

The Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, also requested continued strengthening of discipline and order, establishing administrative discipline, promoting administrative reform and digital transformation. Heads of agencies, units, and localities should strengthen inspection and supervision, and strictly handle cases of violations of discipline, order, and official responsibilities.

The head of the agency is directly responsible for the service attitude, progress, and quality of handling business and investment-related matters. Promptly address any instances of avoidance, buck-passing, or delays in processing documents. Continue implementing administrative reforms linked to monitoring and tracking work progress using software, with results as the benchmark for evaluating staff. Strictly implement the evaluation and ranking of staff, especially leaders and managers, based on the effectiveness, results, and specific work products according to the Key Performance Indicators (KPIs).

In addition, focus on comprehensively developing the fields of culture, society, education, health, labor, and employment, ensuring social security and improving people's living standards. Develop policies and mechanisms to promote tourism development. Accelerate the construction of multi-level boarding schools in border communes. Proactively prevent and mitigate natural disasters in the remaining months of the year; maintain national defense, security, and social order, creating a stable and favorable environment for the province's rapid and sustainable development.

Emphasizing that there is not much time left in 2026 while the workload remains substantial, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, urged members of the Provincial Party Committee, members of the Provincial Party Standing Committee, and heads of Party committees and governments at all levels to uphold a high sense of responsibility, focus intensely, and strive to achieve the highest possible level of socio-economic targets for 2026, creating a foundation for the following year.

All levels and sectors, according to their functions and responsibilities, need to proactively begin developing programs and plans to promptly organize and implement the conference's resolution; focusing intensely and striving to successfully fulfill the political tasks of 2026, making a significant contribution to achieving the goals, targets, tasks, and solutions for the entire term as defined in the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress, term 2025-2030.
