Nghe An implements electronic toll collection at bus stations and urban parking lots.

The Provincial People's Committee has just issued Plan No. 629/KH-UBND on the implementation of electronic toll collection (ETC) at bus stations and parking lots in urban areas of the province.

The plan aims to optimize traffic management, enhance urban civility, minimize traffic congestion, shorten vehicle entry/exit times at bus terminals and parking lots, and reduce environmental pollution. It promotes cashless payments, modernizes infrastructure for managing and operating bus terminals and parking lots, and ensures transparency and convenience in collecting terminal and parking fees.

The Provincial People's Committee requires that the implementation must comply with Decree No. 119/2024/ND-CP, Decision No. 2381/QD-BXD of the Ministry of Construction, and regulations on information security and personal data protection. The equipment system must operate stably and accurately, without generating unreasonable costs or procedures for organizations and individuals. Non-stop toll collection only serves as a payment method and does not alter the authority, declaration process, or price listing of services.

The electronic toll collection system applies to all Type 1 and Type 2 bus terminals in urban areas within the province. Urban parking lots that charge service fees will be prioritized, especially those with high traffic volume or a high risk of congestion. Furthermore, organizations and individuals operating bus terminals/parks outside the mandatory list are encouraged to voluntarily register to participate.

According to the plan, the electronic toll collection system will be implemented in 3 phases:

- Phase 1 (before December 31, 2026): Complete the installation of equipment and operate the electronic toll collection system at all Type 1 bus stations in urban areas.

- Phase 2 (before December 31, 2027): Complete the installation and operation of equipment at all type 2 bus stations in urban areas.

- Phase 3 (before December 31, 2030): Review and implement non-stop toll collection at urban parking lots in order of priority, ensuring feasibility and investment efficiency.

The Provincial People's Committee assigns:

- Department of ConstructionIt is the lead agency responsible for coordinating and urging the management units of type 1 and type 2 bus stations to develop plans and install systems. It reviews, classifies, and assesses vehicle traffic and parking infrastructure to advise the Provincial People's Committee on a suitable roadmap. It also presides over inspections, monitoring, and guidance to resolve difficulties and obstacles.

ButProvincial PoliceEnsuring security and order, traffic safety, system security, and protecting personal data. Detecting and handling violations of the law within its jurisdiction.

ButDepartment of FinanceAdvising on the allocation of state budget funds for tasks under the responsibility of the state; guiding the management and use of funds in accordance with regulations.

ButDepartment of Culture, Sports and TourismReview paid parking facilities at tourist areas and attractions, and submit the report to the Department of Construction within 15 days of the plan's issuance. Provide guidance to the press on promoting the benefits and usage of the service.

ButDepartments and agencies: Industry and Trade, Health, Education and Training, Southeast Economic Zone Management BoardThe relevant agencies are to review and compile a list of paid parking lots at hospitals, schools, markets, shopping malls, industrial zones, etc., and submit it to the Department of Construction within 15 days.

ButPeople's Committees of wards and communesUrban authorities are required to review all parking lots and spaces in their area and submit the findings to the Department of Construction within 15 days. They are also responsible for monitoring, inspecting, and handling violations according to their authority.

Business units managing and operating bus stations and parking lots shall proactively secure funding for the investment, installation, operation, and maintenance of the ETC system. They shall publicly display service prices and provide payment instructions to vehicle owners. They shall periodically report the results of implementation to the Department of Construction before November 15th of each year.

The Provincial People's Committee assigns the Department of Construction to monitor and compile the implementation situation throughout the province. Periodically, before November 30th of each year, units shall send reports to the Department of Construction for compilation and submission to the Provincial People's Committee for reporting to the Ministry of Construction as prescribed.
